【摘要】：改革開放三十多年來,我國(guó)在參與經(jīng)濟(jì)全球化進(jìn)程中獲得了巨大的發(fā)展利益,實(shí)行開放型經(jīng)濟(jì)發(fā)展模式成為中國(guó)經(jīng)驗(yàn)的重要組成部分。開放型經(jīng)濟(jì)同時(shí)也是一個(gè)根據(jù)實(shí)踐發(fā)展持續(xù)性政策演變的動(dòng)態(tài)化過程。本文在分析中國(guó)傳統(tǒng)的開放型經(jīng)濟(jì)特征的基礎(chǔ)上,指出在世界經(jīng)濟(jì)新常態(tài)下我國(guó)面臨全球價(jià)值鏈興起與勞動(dòng)力成本上升、社會(huì)主義市場(chǎng)經(jīng)濟(jì)不完善與區(qū)域發(fā)展不平衡、多邊貿(mào)易談判擱淺等一系列困難與挑戰(zhàn)。我國(guó)必須有針對(duì)性地建設(shè)新型開放型經(jīng)濟(jì),從以開放促改革、轉(zhuǎn)變傳統(tǒng)競(jìng)爭(zhēng)優(yōu)勢(shì)、重視進(jìn)口和貿(mào)易利益、全面推動(dòng)多元開放的新格局等重點(diǎn)方向出發(fā),采取完善中國(guó)對(duì)外開放的制度安排、優(yōu)化適應(yīng)經(jīng)濟(jì)發(fā)展新常態(tài)的貿(mào)易政策以及構(gòu)建多元平衡的全方位對(duì)外開放格局的戰(zhàn)略對(duì)策。
[Abstract]:Since the reform and opening to the outside world for more than 30 years, China has gained enormous development benefits in the process of economic globalization, and the implementation of an open economic development model has become an important part of China's experience.Open economy is also a dynamic process of continuous policy evolution according to practice.Based on the analysis of the characteristics of China's traditional open economy, this paper points out that China is facing the rise of global value chain, rising labor cost, imperfect socialist market economy and unbalanced regional development under the new normal state of world economy.Multilateral trade negotiations run aground and a series of difficulties and challenges.China must build a new type of open economy, starting from the key directions of promoting reform by opening up, changing the traditional competitive advantage, attaching importance to import and trade interests, and comprehensively promoting the new pattern of pluralistic opening.We should perfect the institutional arrangement of China's opening to the outside world, optimize the trade policy that adapts to the new normal of economic development, and construct a pluralistic and balanced pattern of all-directional opening to the outside world.
