【摘要】：開發(fā)區(qū)建設(shè)是我國改革開放初期就采用的一種戰(zhàn)略選擇，對我國加速融入國際經(jīng)濟大循環(huán)、不斷提升綜合實力起到了很大的作用。嘉興市開發(fā)區(qū)經(jīng)過二十年的建設(shè)發(fā)展，取得了很大的成就，促進了全市經(jīng)濟社會的發(fā)展。但隨著形勢的發(fā)展與變化，開發(fā)區(qū)建設(shè)中一些體制性機制性的問題也開始不斷顯現(xiàn)。 本文把嘉興市開發(fā)區(qū)作為一個整體進行研究，著眼于在新的形勢下推動開發(fā)區(qū)加快“二次創(chuàng)業(yè)”、實現(xiàn)轉(zhuǎn)型發(fā)展，從理論分析入手，以普遍用來解釋區(qū)位和國際分工等方面問題的比較優(yōu)勢理論、競爭優(yōu)勢理論、增長極理論作為理論基礎(chǔ)，試圖揭示嘉興市開發(fā)區(qū)建設(shè)與發(fā)展中遇到的規(guī)律性、普遍性問題。同時運用了戰(zhàn)略分析的方法，經(jīng)過比選，提出將采用增長型戰(zhàn)略取向作為尋求嘉興市開發(fā)區(qū)“二次創(chuàng)業(yè)”的主要依據(jù)。論文借鑒了與嘉興市開發(fā)區(qū)同期起步發(fā)展的杭州經(jīng)濟技術(shù)開發(fā)區(qū)、長春經(jīng)濟技術(shù)開發(fā)區(qū)和蘇州工業(yè)園區(qū)的成功經(jīng)驗。 經(jīng)過研究，認為嘉興市開發(fā)區(qū)總體發(fā)展水平與國內(nèi)先進地區(qū)存在較大差距，主要問題是開發(fā)區(qū)規(guī)劃水平低、發(fā)展定位低、產(chǎn)業(yè)層次低、龍頭企業(yè)少、資源瓶頸制約嚴重、體制缺乏活力等。在研究中，，結(jié)合當前國內(nèi)外宏觀發(fā)展形勢和背景以及嘉興市開發(fā)區(qū)的實際，提出了促進其“二次創(chuàng)業(yè)”、轉(zhuǎn)型發(fā)展的四大戰(zhàn)略，即聚焦發(fā)展戰(zhàn)略、產(chǎn)業(yè)集群戰(zhàn)略、創(chuàng)新驅(qū)動戰(zhàn)略、生態(tài)立區(qū)戰(zhàn)略，作為其構(gòu)建動態(tài)比較優(yōu)勢和動態(tài)競爭優(yōu)勢的戰(zhàn)略支點，在開發(fā)區(qū)發(fā)展遇到各種制約的現(xiàn)今，找到一條突圍之路，并以一種新的發(fā)展方式，再一次培育形成經(jīng)濟發(fā)展的重要增長極。結(jié)合戰(zhàn)略定位和目標，論文重點闡述了實現(xiàn)開發(fā)區(qū)“二次創(chuàng)業(yè)”的路徑，包括八個方面的內(nèi)容：強化規(guī)劃引導(dǎo)、優(yōu)化功能布局，創(chuàng)新招商辦法、集聚高端資源，發(fā)展主導(dǎo)產(chǎn)業(yè)、培育產(chǎn)業(yè)集群，注重統(tǒng)籌兼顧、集成整體優(yōu)勢，完善功能配套、推進產(chǎn)城融合，深化區(qū)域合作、實現(xiàn)共贏發(fā)展，創(chuàng)新體制機制、增創(chuàng)競爭優(yōu)勢，加強政策支持、創(chuàng)新要素保障。這些路徑是保證四大戰(zhàn)略真正能夠得以落實的具體措施，基本涉及到了開發(fā)區(qū)今后發(fā)展方向及其與轉(zhuǎn)型升級和持續(xù)發(fā)展有關(guān)的主要內(nèi)容，期于對嘉興市開發(fā)區(qū)“二次創(chuàng)業(yè)”提供可以參考的對策意見。
[Abstract]:The construction of development zones is a strategic choice adopted in the early stage of China's reform and opening up, which has played a great role in accelerating China's integration into the international economic cycle and continuously enhancing its comprehensive strength.Jiaxing Development Zone, after 20 years of construction and development, has made great achievements and promoted the economic and social development of the city.However, with the development and changes of the situation, some institutional problems in the construction of the development zone began to appear.In this paper, Jiaxing City Development Zone as a whole is studied, with a view to promoting the development zone to speed up the "second venture" under the new situation, and to realize the transformation and development, starting with theoretical analysis.Based on the theory of comparative advantage, the theory of competitive advantage and the theory of growth pole, which are generally used to explain the problems of location and international division of labor, this paper attempts to reveal the regularity and universality of the construction and development of Jiaxing Development Zone.At the same time, by using the method of strategic analysis and through comparison and selection, it is put forward that the growth strategy orientation will be used as the main basis for seeking "second pioneering" in Jiaxing Development Zone.The paper draws lessons from the successful experiences of Hangzhou Economic and technological Development Zone, Changchun Economic and technological Development Zone and Suzhou Industrial Park, which started to develop in the same period as Jiaxing Development Zone.Through the research, it is concluded that there is a big gap between the overall development level of Jiaxing development zone and the domestic advanced areas. The main problems are low planning level, low development orientation, low industrial level, few leading enterprises and serious resource bottlenecks.The system lacks vitality, etc.In the study, combined with the current situation and background of domestic and foreign macro development and the reality of Jiaxing City Development Zone, the paper puts forward four strategies to promote its "second undertaking" and transformation and development, namely focusing on development strategy and industrial cluster strategy.As the strategic fulcrum of constructing dynamic comparative advantage and dynamic competitive advantage, the strategy of innovation-driven strategy, ecological district strategy, which meets various constraints in the development of the development zone, finds a way to break through and develop in a new way.Once again cultivate the formation of economic development of the important growth pole.Combined with strategic orientation and goal, the paper focuses on the path of realizing "second undertaking" in the development zone, which includes eight aspects: strengthening planning and guiding, optimizing function layout, innovating ways of attracting investment, gathering high-end resources and developing leading industries.In order to cultivate industrial clusters, we should pay attention to overall planning, integrate the overall advantages, perfect the functional matching, promote the integration of production and city, deepen regional cooperation, realize win-win development, innovate the system mechanism, increase the competitive advantage, strengthen policy support, and guarantee the innovative elements.These paths are concrete measures to ensure that the four major strategies can really be implemented, and basically relate to the future development direction of the development zone and its main contents related to transformation, upgrading and sustainable development.Period in Jiaxing City Development Zone, "second venture" to provide suggestions for reference.
