【摘要】： 產(chǎn)業(yè)轉(zhuǎn)移是指在市場(chǎng)經(jīng)濟(jì)條件下,發(fā)達(dá)區(qū)域的部分企業(yè)順應(yīng)區(qū)域比較優(yōu)勢(shì)的變化,通過跨區(qū)域直接投資,把部分產(chǎn)業(yè)的生產(chǎn)轉(zhuǎn)移到發(fā)展中區(qū)域進(jìn)行的一種經(jīng)濟(jì)現(xiàn)象。產(chǎn)業(yè)轉(zhuǎn)移作為生產(chǎn)力空間轉(zhuǎn)移的一種方式,既是發(fā)達(dá)地區(qū)加快自身經(jīng)濟(jì)發(fā)展的需要,也是欠發(fā)達(dá)地區(qū)實(shí)現(xiàn)跨越式發(fā)展的強(qiáng)大外力。20世紀(jì)80年代我國東部沿海地區(qū)憑借其沿海的優(yōu)越地位、特殊的對(duì)外開放政策在吸引外資方面走在了全國的前列,從發(fā)達(dá)國家或地區(qū)轉(zhuǎn)移來的產(chǎn)業(yè)大大促進(jìn)了我國東部沿海地區(qū)經(jīng)濟(jì)的發(fā)展。隨著經(jīng)濟(jì)的發(fā)展,用電、用水、用地、用工等生產(chǎn)成本開始上升,同時(shí)其產(chǎn)業(yè)結(jié)構(gòu)也面臨調(diào)整、升級(jí),于是產(chǎn)業(yè)處于我國高梯度地位的東部沿海地區(qū)需要向低梯度區(qū)轉(zhuǎn)移其不再具有比較優(yōu)勢(shì)的產(chǎn)業(yè)。 當(dāng)前,面對(duì)第四次國際產(chǎn)業(yè)轉(zhuǎn)移的浪潮、沿海產(chǎn)業(yè)的“退沿進(jìn)中”以及中央關(guān)于中部崛起的重大戰(zhàn)略決策的良好機(jī)遇,處于產(chǎn)業(yè)低梯度區(qū)的河南應(yīng)采取何種方略,積極承接產(chǎn)業(yè)轉(zhuǎn)移,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),加快河南經(jīng)濟(jì)的發(fā)展,已成為新世紀(jì)河南產(chǎn)業(yè)發(fā)展需要面對(duì)的緊迫問題和嚴(yán)峻挑戰(zhàn)。 本文以河南為研究對(duì)象,在借鑒各位專家學(xué)者關(guān)于產(chǎn)業(yè)轉(zhuǎn)移理論研究的基礎(chǔ)上,對(duì)河南的經(jīng)濟(jì)發(fā)展現(xiàn)狀以及其優(yōu)劣勢(shì)進(jìn)行了分析,試圖通過分析正確把握產(chǎn)業(yè)轉(zhuǎn)移的內(nèi)涵、特征、機(jī)理和效應(yīng),在此基礎(chǔ)上,提出河南承接發(fā)達(dá)地區(qū)的產(chǎn)業(yè)轉(zhuǎn)移對(duì)策。本文共分五個(gè)部分: 第一部分為引言,介紹了論文的寫作背景、研究意義及創(chuàng)新與不足之處。 第二部分是對(duì)產(chǎn)業(yè)轉(zhuǎn)移的理論綜述,分別介紹了產(chǎn)業(yè)轉(zhuǎn)移的內(nèi)涵、特點(diǎn)以及相關(guān)的理論研究,產(chǎn)業(yè)轉(zhuǎn)移的動(dòng)因以及轉(zhuǎn)移的一般規(guī)律。 第三部分在分析河南三次產(chǎn)業(yè)結(jié)構(gòu)的基礎(chǔ)上,探討了河南承接產(chǎn)業(yè)轉(zhuǎn)移的必要性與可行性。 第四部分是對(duì)河南承接產(chǎn)業(yè)轉(zhuǎn)移的效應(yīng)分析,包括積極效應(yīng)與消極效應(yīng)。然后分析了河南省承接產(chǎn)業(yè)轉(zhuǎn)移的現(xiàn)狀。 第五部分為本文的結(jié)論部分。首先分析了河南省承接產(chǎn)業(yè)轉(zhuǎn)移的障礙,接著提出了河南承接產(chǎn)業(yè)轉(zhuǎn)移的思路,最后是對(duì)策部分。
[Abstract]:Industrial transfer is an economic phenomenon in which some enterprises in developed regions adapt to the change of regional comparative advantage and transfer the production of some industries to developing regions through cross-regional direct investment under the condition of market economy.As a way of spatial transfer of productive forces, industrial transfer is not only the need for the developed regions to speed up their own economic development,It is also a powerful external force to realize leap-forward development in underdeveloped areas. In the 1980s, the eastern coastal areas of our country took the forefront in attracting foreign investment by virtue of their superior position along the coast, and the special policy of opening up to the outside world was in the forefront of the whole country.Industries transferred from developed countries or regions have greatly promoted the economic development of China's eastern coastal areas.With the development of the economy, the production cost of electricity, water, land, labor and so on has begun to rise. At the same time, its industrial structure is also facing adjustment and upgrading.Therefore, the eastern coastal areas with high gradient status need to transfer their industries which no longer have comparative advantage to the low gradient areas.At present, in the face of the fourth wave of international industrial transfer, the "retreat of coastal industries" and the good opportunity for the central authorities to make important strategic decisions on the rise of the central region, what strategy should be adopted in Henan, which is in a low-gradient industrial area?It has become an urgent problem and a severe challenge for Henan's industrial development in the new century to actively undertake the industrial transfer, optimize the industrial structure and speed up the development of Henan's economy.This paper takes Henan as the research object, on the basis of drawing lessons from various experts and scholars on the theory of industrial transfer, analyzes the present situation of Henan's economic development and its advantages and disadvantages, and attempts to correctly grasp the connotation of industrial transfer through analysis.On the basis of characteristic, mechanism and effect, the paper puts forward some countermeasures for Henan to undertake industrial transfer in developed areas.This paper is divided into five parts:The first part introduces the background, significance, innovation and deficiency of the thesis.The second part is an overview of the theory of industrial transfer, respectively, introducing the connotation, characteristics and related theoretical research of industrial transfer, the motivation of industrial transfer and the general law of industrial transfer.The third part discusses the necessity and feasibility of undertaking industrial transfer in Henan on the basis of analyzing the three industrial structure of Henan.The fourth part is the effect analysis of Henan undertaking industry transfer, including positive effect and negative effect.Then it analyzes the current situation of Henan province undertaking industrial transfer.The fifth part is the conclusion of this paper.This paper first analyzes the obstacles of undertaking industrial transfer in Henan Province, then puts forward the train of thought of undertaking industrial transfer in Henan Province, and finally, the countermeasure part.
