【摘要】：當(dāng)今社會經(jīng)濟(jì)飛速發(fā)展,招商引資依舊是各地政府非常重視的發(fā)展地方經(jīng)濟(jì)的主要途徑。隨著招商引資競爭加劇,招商引資的競爭注定是環(huán)境的競爭,焦點(diǎn)已經(jīng)由硬環(huán)境轉(zhuǎn)移到軟環(huán)境上來。推進(jìn)招商引資軟環(huán)境建設(shè)在優(yōu)化發(fā)展環(huán)境,擴(kuò)大招商引資規(guī)模,提升綜合競爭力等方面的作用無可比擬。 如何優(yōu)化招商引資軟環(huán)境對地方經(jīng)濟(jì)的作用至關(guān)重要,國內(nèi)外學(xué)術(shù)界和理論界對此進(jìn)行了研究并提出有關(guān)建議。但每個(gè)區(qū)域發(fā)展?fàn)顩r各不相同,為了使研究具有實(shí)踐性,本文以金州新區(qū)招商引資軟環(huán)境為例,對金州新區(qū)招商引資軟環(huán)境建設(shè)的一個(gè)典型案例進(jìn)行深入研究分析,針對案例的經(jīng)驗(yàn)和問題提出具體解決方案和推廣建議。 本文按照提出問題、分析問題和解決問題的基本思路展開,共分為四個(gè)部分,第一章是緒論,主要介紹了研究的背景和意義、國內(nèi)外研究的概況和研究方法；第二章是案例背景,對案例的基本情況作了介紹；第三章是案例分析,是本文的重點(diǎn),通過優(yōu)勢和問題理論分析,對案例進(jìn)行深入研究；第四章是推廣建議,通過案例研究,提出地方政府可以采用的對策建議,供決策參考。本文重點(diǎn)采用文獻(xiàn)研究和案例調(diào)查分析方法,研讀國內(nèi)外知名學(xué)者的著作和核心期刊,對金州新區(qū)招商引資軟環(huán)境現(xiàn)狀進(jìn)行實(shí)證分析和理論升華,提出推廣建議。根據(jù)對金州新區(qū)招商引資典型案例分析研究,本文認(rèn)為政府對招商引資軟環(huán)境起著重要的作用,良好的投資管理體制、產(chǎn)業(yè)環(huán)境、政策環(huán)境和政務(wù)環(huán)境等軟環(huán)境因素至關(guān)重要,可以有效地促進(jìn)地方政府改善投資環(huán)境,推動地區(qū)經(jīng)濟(jì)的發(fā)展。
[Abstract]:Nowadays, with the rapid development of social economy, attracting investment is still the main way that local governments attach great importance to the development of local economy.With the aggravation of the competition of attracting investment, the competition of attracting investment is destined to be the competition of the environment, and the focus has been shifted from the hard environment to the soft environment.It is unparalleled to promote the construction of soft environment for attracting investment in optimizing the development environment, expanding the scale of attracting investment and enhancing the comprehensive competitiveness.How to optimize the soft environment of attracting investment is of great importance to the local economy, which has been studied and put forward by the academic and theoretical circles at home and abroad.In order to make the research practical, this paper takes the soft environment of attracting investment in Jinzhou New District as an example, and makes a deep research and analysis on a typical case of the construction of soft environment for attracting investment in Jinzhou New District.Propose specific solutions and promotion suggestions for case experience and problems.This paper is divided into four parts according to the basic ideas of putting forward problems, analyzing problems and solving problems. The first chapter is the introduction, which mainly introduces the background and significance of the research, the general situation and research methods of domestic and foreign research;The second chapter is the case background, the basic situation of the case is introduced; the third chapter is the case analysis, is the focus of this paper, through the advantages and problems of theoretical analysis, in-depth study of the case; chapter four is the promotion of recommendations, through the case study,Put forward the local government can adopt countermeasures and suggestions for decision-making reference.By means of literature research and case investigation, this paper studies the works and core periodicals of famous scholars at home and abroad, and makes empirical analysis and theoretical sublimation on the current situation of soft environment of investment attraction in Jinzhou New District, and puts forward some suggestions for popularization.Based on the analysis of the typical cases of investment promotion in Jinzhou New District, this paper holds that the government plays an important role in the soft environment of attracting investment, such as a good investment management system, an industrial environment, a policy environment and a government affairs environment, and other soft environmental factors, such as a good investment management system, an industrial environment, a policy environment and a government affairs environment.It can effectively promote the local government to improve the investment environment and promote the development of regional economy.
