【摘要】：中國式分權(quán)的最大特點是在經(jīng)濟分權(quán)的同時保持大的政治架構(gòu)不變。本文將探討在中國式分權(quán)的制度安排下，我國地方政府的行為模式如何發(fā)生扭曲，導(dǎo)致了收入差距的擴大。過去30多年，，中國社會收入差距持續(xù)擴大，表現(xiàn)為地區(qū)間和城鄉(xiāng)間收入差距的擴大、行業(yè)間收入差距的擴大、不同人群間收入差距的擴大和公共服務(wù)不均等。本文將提出一個用財政分權(quán)和晉升錦標賽模式解釋地方政府行為影響收入差距的理論框架，并以廣東省為例，通過理論模型推導(dǎo)和實證檢驗中國式分權(quán)對城鄉(xiāng)收入差距的影響。結(jié)果發(fā)現(xiàn)：財政分權(quán)本身有利于促進城鄉(xiāng)收入差距收斂，但內(nèi)生于晉升錦標賽模式的以經(jīng)濟績效為主的考核體系扭曲了地方官員的激勵和行為模式，這導(dǎo)致了城鄉(xiāng)收入差距的擴大。
[Abstract]:The biggest characteristic of Chinese decentralization is that it keeps a large political structure while economic decentralization.This paper will discuss how the behavior pattern of local government in China is distorted under the arrangement of Chinese decentralization, which leads to the widening of income gap.Over the past 30 years, China's social income gap has continued to expand, as shown by the expansion of the income gap between regions and between urban and rural areas, the expansion of the income gap between industries, the expansion of income gaps among different groups of people and the inequality of public services.This paper puts forward a theoretical framework to explain the influence of local government behavior on income gap by fiscal decentralization and promotion tournament model. Taking Guangdong Province as an example, the paper deduces and empirically tests the influence of Chinese decentralization on urban-rural income gap through theoretical model derivation and empirical analysis.The results show that fiscal decentralization is conducive to the convergence of income gap between urban and rural areas, but the appraisal system based on economic performance, which was born in the promotion tournament model, distorts the incentive and behavior patterns of local officials.This led to the widening of the income gap between urban and rural areas.
