【摘要】：全球金融危機(jī)之后世界各國(guó)紛紛進(jìn)行戰(zhàn)略轉(zhuǎn)型,將發(fā)展重心轉(zhuǎn)向科技創(chuàng)新,重點(diǎn)培育戰(zhàn)略性新興產(chǎn)業(yè),希望借此率先走出危機(jī),在危機(jī)重建中獲取有利地位。戰(zhàn)略性新興產(chǎn)業(yè)是提升國(guó)家競(jìng)爭(zhēng)力的重大戰(zhàn)略選擇,它的發(fā)展將決定國(guó)家未來(lái)的國(guó)際地位,關(guān)系國(guó)計(jì)民生,因此其培育和發(fā)展對(duì)政府作為提出了具有挑戰(zhàn)意義的更高要求。本研究旨在通過(guò)對(duì)戰(zhàn)略性新興產(chǎn)業(yè)及政府作為的相關(guān)理論進(jìn)行系統(tǒng)的整合,構(gòu)建戰(zhàn)略性新興產(chǎn)業(yè)與政府作為之間的關(guān)系模式,豐富戰(zhàn)略性新興產(chǎn)業(yè)培育與發(fā)展的理論研究,同時(shí)為戰(zhàn)略性新興產(chǎn)業(yè)進(jìn)一步健康發(fā)展,實(shí)現(xiàn)新興產(chǎn)業(yè)向支柱產(chǎn)業(yè)、主導(dǎo)產(chǎn)業(yè)的轉(zhuǎn)化奠定基礎(chǔ),因此主要探索在社會(huì)主義市場(chǎng)經(jīng)濟(jì)條件下政府應(yīng)該如何作為來(lái)培育并促進(jìn)戰(zhàn)略性新興產(chǎn)業(yè)不斷發(fā)展,在戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展中政府作為應(yīng)該遵循哪些原則,應(yīng)該從哪些領(lǐng)域入手,需要如何構(gòu)建相關(guān)政策體系等問(wèn)題。 本研究以政治學(xué)、經(jīng)濟(jì)學(xué)、行政管理、政治經(jīng)濟(jì)學(xué)等學(xué)科的相關(guān)理論知識(shí)為基礎(chǔ),采用文獻(xiàn)研究法、規(guī)范研究與實(shí)證研究相結(jié)合的方法、歸納與演繹相結(jié)合的方法等研究方法對(duì)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展中政府作為進(jìn)行系統(tǒng)研究,以SWOT分析法系統(tǒng)分析我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的現(xiàn)實(shí)狀況,把握金融危機(jī)后新的時(shí)代特征與科學(xué)技術(shù)發(fā)展的新特點(diǎn),研究我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)如何把握搶占先機(jī)的新機(jī)遇,著眼于未來(lái)國(guó)際格局,明晰我國(guó)政府積極作為推動(dòng)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的戰(zhàn)略思路。在社會(huì)主義市場(chǎng)經(jīng)濟(jì)語(yǔ)境下,以波特鉆石模型理論為理論支撐明確我國(guó)政府作為的原則及著力點(diǎn),并探索具有實(shí)踐應(yīng)用價(jià)值的政策路徑。 論文第一章從政府作為的理論基礎(chǔ)入手,探索政府在戰(zhàn)略性新興產(chǎn)業(yè)培育與發(fā)展中積極作為的合法性與合理性。第二章對(duì)我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展現(xiàn)狀做SWOT分析,從宏觀上把握我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇與挑戰(zhàn),構(gòu)建研究政府作為的基本現(xiàn)實(shí)基礎(chǔ),在此基礎(chǔ)上客觀評(píng)價(jià)我國(guó)政府作為,總結(jié)戰(zhàn)略性新興產(chǎn)業(yè)培育與發(fā)展中政府作為取得的成績(jī),發(fā)現(xiàn)政府作為的不足之處,并探索其深層次原因。第三章以改善我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)培育與發(fā)展中的政府作為為基本出發(fā)點(diǎn)與著眼點(diǎn),落腳到我國(guó)政府積極作為發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的可行政策路徑。首先明確政府在戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展中積極作為的原則,然后借鑒波特的鉆石模型理論,在我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)語(yǔ)境下界定戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展中政府作為的主要領(lǐng)域及基本著力點(diǎn)。最后結(jié)合現(xiàn)實(shí)與理論的分析,探索我國(guó)政府在發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)中積極作為的政策路徑。
[Abstract]:After the global financial crisis, countries all over the world have carried out strategic transformation, shifted the development focus to scientific and technological innovation, and focused on cultivating strategic emerging industries, hoping to take the lead out of the crisis and gain a favorable position in crisis reconstruction.Strategic emerging industry is a major strategic choice to enhance national competitiveness, its development will determine the future international status of the country, the national economy and people's livelihood, so its cultivation and development of the government as a challenge to the higher requirements.The purpose of this study is to systematically integrate the relevant theories of strategic emerging industries and government actions, to construct the relationship between strategic emerging industries and government actions, and to enrich the theoretical research on the cultivation and development of strategic emerging industries.At the same time, it lays the foundation for the further healthy development of strategic emerging industries and the transformation of emerging industries into pillar industries and leading industries.Therefore, this paper mainly explores how the government should cultivate and promote the continuous development of strategic emerging industries under the condition of socialist market economy, and what principles the government should follow in the development of strategic emerging industries.Should start from what field, need how to build relevant policy system and so on.This study is based on the relevant theoretical knowledge of political science, economics, administration, political economics and so on, and adopts the method of literature research to standardize the combination of research and empirical research.The research methods, such as the combination of inductive and deductive methods, are used to systematically study the development of strategic emerging industries in China. The SWOT analysis method is used to systematically analyze the actual situation of the development of strategic emerging industries in China.To grasp the new characteristics of the era after the financial crisis and the new characteristics of the development of science and technology, and to study how to grasp the new opportunities of preemption in the strategic and emerging industries of our country, with a view to the future international pattern.Clear our government actively as the strategic thinking to promote the development of strategic emerging industries.In the context of socialist market economy, Porter's diamond model is used as the theoretical support to make clear the principle and focus of our government's action, and to explore the policy path with practical application value.The first chapter explores the legitimacy and rationality of the government's active actions in the cultivation and development of strategic emerging industries.The second chapter makes SWOT analysis on the current situation of the development of strategic emerging industries in China, grasps the strengths, weaknesses, opportunities and challenges of the development of strategic emerging industries from the macro perspective, and constructs the basic realistic basis for the study of the government as a whole.On this basis, we objectively evaluate our government's actions, sum up the achievements made by developing and cultivating strategic emerging industries, find out the shortcomings of government's actions, and explore its deep-seated causes.The third chapter takes the government as the basic starting point and the starting point to improve the cultivation and development of the strategic emerging industries in our country, and takes the Chinese government as the feasible policy path to develop the strategic emerging industries actively.First of all, it is clear that the government should play an active role in the development of strategic emerging industries, and then draw lessons from Porter's diamond model theory.In the context of China's socialist market economy, the government is defined as the main field and basic focus in the development of strategic emerging industries.Finally, combining the analysis of reality and theory, this paper explores the policy path of our government's active action in developing strategic emerging industries.
