【摘要】：改革開放以來，湖南省的經(jīng)濟(jì)持續(xù)高速發(fā)展，但與經(jīng)濟(jì)發(fā)達(dá)省份相比，還存在很大的差距。湖南省產(chǎn)業(yè)結(jié)構(gòu)不合理現(xiàn)象也日漸突出，整體水平在處于全國落后位置，嚴(yán)重制約著湖南省經(jīng)濟(jì)的可持續(xù)高速增長(zhǎng)。金融是影響產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的一個(gè)重要因素，湖南省要實(shí)現(xiàn)“四化兩型”戰(zhàn)略，必須加大金融支持力度、引導(dǎo)金融支持方向、創(chuàng)新金融服務(wù)方式，促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整優(yōu)化。 本文首先對(duì)金融支持產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的理論進(jìn)行了回顧。接著分析了湖南省金融發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)發(fā)展現(xiàn)狀，以及產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的金融支持現(xiàn)狀，得出的結(jié)論是：第一產(chǎn)業(yè)的金融支持主要集中在小型企業(yè)，且支持力度較�。坏诙a(chǎn)業(yè)的金融支持則主要集中在一些傳統(tǒng)優(yōu)勢(shì)產(chǎn)業(yè)上，一些高技術(shù)創(chuàng)新、高風(fēng)險(xiǎn)的中小企業(yè)很難得到有力的金融支持；第三產(chǎn)業(yè)的金融支持力度最大，但金融支持主要集中在交通運(yùn)輸、倉儲(chǔ)和郵政業(yè)以及房地產(chǎn)業(yè)，而一些高附加值服務(wù)業(yè)金融支持卻很小。然后，整理使用湖南省1978-2012年的相關(guān)數(shù)據(jù)，建立經(jīng)濟(jì)計(jì)量模型，對(duì)湖南省的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與金融發(fā)展之間的關(guān)系進(jìn)行實(shí)證研究，得出的基本結(jié)論是：產(chǎn)業(yè)結(jié)構(gòu)升級(jí)調(diào)整與金融發(fā)展總量呈正相關(guān)關(guān)系，與金融發(fā)展效率即存貸比例呈負(fù)相關(guān)關(guān)系，意味著加大金融支持力度，能夠促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)調(diào)整，但要改善金融支持方向，加強(qiáng)農(nóng)業(yè)產(chǎn)業(yè)化、高技術(shù)創(chuàng)新等中小企業(yè)的金融支持，，更好地利用金融來支持產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)調(diào)整。最后，結(jié)合理論分析和實(shí)證研究，對(duì)湖南省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的金融支持情況進(jìn)行了總結(jié)并提出了促進(jìn)湖南省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的金融政策支持建議：一是加快信用體系建設(shè)，改善金融生態(tài)環(huán)境；二是創(chuàng)新金融服務(wù)，促進(jìn)戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展；三是加大農(nóng)業(yè)金融支持，加快農(nóng)業(yè)產(chǎn)業(yè)化。 本文通過研究湖南省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的金融支持，不僅符合湖南省當(dāng)前經(jīng)濟(jì)發(fā)展的實(shí)際情況，具有較強(qiáng)的現(xiàn)實(shí)意義，而且對(duì)于從產(chǎn)業(yè)結(jié)構(gòu)升級(jí)調(diào)整的角度來研究經(jīng)濟(jì)發(fā)展與金融的關(guān)系也有一定的理論價(jià)值。
[Abstract]:Since the reform and opening up, the economy of Hunan Province has been developing at a high speed, but there is still a big gap compared with the developed provinces.The irrational industrial structure of Hunan Province is also increasingly prominent, the overall level is in the backward position of the whole country, which seriously restricts the sustainable and high-speed economic growth of Hunan Province.Finance is an important factor affecting the adjustment of industrial structure. In order to realize the strategy of "four modernizations and two types", Hunan Province must strengthen financial support, guide the direction of financial support, innovate the way of financial service, and promote the adjustment and optimization of industrial structure.Firstly, this paper reviews the theory of financial support industrial structure adjustment.Then it analyzes the current situation of financial development and industrial structure development in Hunan Province and the current situation of financial support for the adjustment of industrial structure. The conclusion is: the financial support of the primary industry is mainly concentrated in small enterprises and the support intensity is relatively small;The financial support of the secondary industry is mainly concentrated in some traditional superior industries, some high-tech innovation and high risk small and medium-sized enterprises are very difficult to get strong financial support; the third industry has the largest financial support.But financial support is mainly concentrated in transportation, storage and postal services and real estate, while some high value-added services financial support is very small.Then, using the relevant data of Hunan Province from 1978 to 2012, the paper establishes an econometric model to study the relationship between industrial structure adjustment and financial development in Hunan Province.The basic conclusions are as follows: the upgrading of industrial structure has a positive correlation with the total amount of financial development, and a negative correlation with the efficiency of financial development, that is, the ratio of deposit and loan, which means that increasing financial support can promote the upgrading and adjustment of industrial structure.But it is necessary to improve the direction of financial support, strengthen the financial support of small and medium-sized enterprises such as agricultural industrialization and high-tech innovation, and make better use of finance to support the upgrading and adjustment of industrial structure.Finally, combined with theoretical analysis and empirical research, this paper summarizes the financial support situation of industrial structure adjustment in Hunan Province and puts forward some financial policy support suggestions to promote the adjustment of industrial structure in Hunan Province: first, to speed up the construction of credit system.Improve the financial ecological environment; second, innovate financial services to promote the development of strategic emerging industries; third, increase agricultural financial support, accelerate agricultural industrialization.By studying the financial support of industrial structure adjustment in Hunan Province, this paper not only accords with the actual situation of Hunan Province's current economic development, but also has a strong practical significance.Moreover, it has certain theoretical value to study the relationship between economic development and finance from the angle of industrial structure upgrading and adjustment.
