【摘要】：隨著區(qū)域一體化的發(fā)展,產(chǎn)業(yè)的競(jìng)爭(zhēng)更多的表現(xiàn)為全球化的競(jìng)爭(zhēng)。京津冀經(jīng)濟(jì)圈作為引領(lǐng)北方經(jīng)濟(jì)發(fā)展的重點(diǎn)區(qū)域,其產(chǎn)業(yè)的轉(zhuǎn)型和升級(jí)面臨著嵌入全球價(jià)值鏈的機(jī)遇與挑戰(zhàn)。京津冀產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化與升級(jí),成為經(jīng)濟(jì)可持續(xù)發(fā)展的必然選擇,如何整合區(qū)域內(nèi)資源,推動(dòng)產(chǎn)業(yè)升級(jí)成為三地的共識(shí)。但要將這種共識(shí)落到實(shí)處,仍存在諸多需要解決的問(wèn)題,依據(jù)不同區(qū)域產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀及其存在的問(wèn)題來(lái)尋求產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化與升級(jí)的路徑。其中,亟待解決的是京津產(chǎn)業(yè)間的合作仍存在巨大的空間但區(qū)域間同構(gòu)化現(xiàn)象嚴(yán)重,產(chǎn)業(yè)發(fā)展的高端化仍不明顯,因此基于全球價(jià)值鏈的視角研究京津冀的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)問(wèn)題是本文研究的出發(fā)點(diǎn)。 基于這一出發(fā)點(diǎn),本文在進(jìn)行實(shí)地調(diào)研的基礎(chǔ)上,基于全球價(jià)值鏈視角探討京津冀產(chǎn)業(yè)升級(jí)的現(xiàn)狀以及加快產(chǎn)業(yè)升級(jí)的對(duì)策建議。經(jīng)研究發(fā)現(xiàn),京津冀三省產(chǎn)業(yè)目前仍處于以低端制造業(yè)為主的價(jià)值中間環(huán)節(jié),而產(chǎn)業(yè)發(fā)展在價(jià)值鏈兩端存在明顯劣勢(shì),尤其體現(xiàn)在以下方面：(1)京津冀三省發(fā)展水平差距較大,北京作為三省中心城市未能充分發(fā)揮其中心城市輻射作用。(2)產(chǎn)業(yè)創(chuàng)新能力較低且第三產(chǎn)業(yè)比重呈現(xiàn)下降趨勢(shì)。(3)京津冀三地在重化工業(yè)方面存在明顯的產(chǎn)業(yè)雷同,從而導(dǎo)致城市間競(jìng)爭(zhēng)加劇,合作動(dòng)力不足。針對(duì)以上問(wèn)題,本文采用扎根理論的研究方法,通過(guò)檢索和查閱大量相關(guān)文獻(xiàn),對(duì)涉及產(chǎn)業(yè)升級(jí)和全球價(jià)值鏈問(wèn)題的學(xué)術(shù)觀點(diǎn)進(jìn)行理論梳理和分析,并基于全球價(jià)值鏈理論提出了促進(jìn)京津冀產(chǎn)業(yè)升級(jí)的對(duì)策建議。在此規(guī)范分析的基礎(chǔ)上另根據(jù)京津冀現(xiàn)存產(chǎn)業(yè)的實(shí)際情況,運(yùn)用有關(guān)原理和現(xiàn)代統(tǒng)計(jì)分析方法,構(gòu)建計(jì)量模型,以影響京津冀產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化的因素為指標(biāo)輔以時(shí)間序列模型,遵循理論分析的邏輯思路,對(duì)影響該地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的因素進(jìn)行實(shí)證分析,避免了定性分析的片面性和主觀性。規(guī)范分析與實(shí)證分析相結(jié)合旨在通過(guò)產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化發(fā)展從而實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和經(jīng)濟(jì)發(fā)展轉(zhuǎn)型,指出京津冀的產(chǎn)業(yè)升級(jí)一定要著眼于世界產(chǎn)業(yè)發(fā)展的趨勢(shì),將產(chǎn)業(yè)升級(jí)納入全球價(jià)值鏈視角來(lái)考量。 依據(jù)京津冀產(chǎn)業(yè)結(jié)構(gòu)分析結(jié)論,立足于世界產(chǎn)業(yè)發(fā)展視角,本文提出以下產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的對(duì)策：一是加強(qiáng)規(guī)劃管理,調(diào)整產(chǎn)業(yè)政策,建立以制度為導(dǎo)向的生態(tài)產(chǎn)業(yè)發(fā)展機(jī)制,抑制高耗能產(chǎn)業(yè)發(fā)展；二是加速區(qū)域產(chǎn)業(yè)結(jié)構(gòu)高端化信息化發(fā)展進(jìn)程,推動(dòng)產(chǎn)業(yè)技術(shù)創(chuàng)新,以財(cái)富驅(qū)動(dòng)引領(lǐng)創(chuàng)新驅(qū)動(dòng),進(jìn)一步推進(jìn)區(qū)域經(jīng)濟(jì)一體化,加速產(chǎn)業(yè)融合；三是通過(guò)發(fā)展物流業(yè)、金融業(yè)、社區(qū)服務(wù)業(yè)等新型服務(wù)行業(yè)完善產(chǎn)業(yè)價(jià)值鏈,延伸產(chǎn)業(yè)的價(jià)值鏈條以推動(dòng)產(chǎn)業(yè)發(fā)展不斷升級(jí)。 與現(xiàn)有文獻(xiàn)相比,本文嘗試進(jìn)行以下幾個(gè)方面的研究與創(chuàng)新： 第一、通過(guò)構(gòu)建時(shí)間序列模型,測(cè)算社會(huì)投資、科技創(chuàng)新、人口流動(dòng)、外資規(guī)模和對(duì)外貿(mào)易五大指標(biāo)對(duì)產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化的影響程度,對(duì)京津冀產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行分析。當(dāng)前文獻(xiàn)缺乏從產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化發(fā)展推動(dòng)產(chǎn)業(yè)升級(jí)的視角,對(duì)產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化影響因素的研究。 第二、嘗試基于全球價(jià)值鏈視角,結(jié)合京津冀產(chǎn)業(yè)現(xiàn)狀,分析借鑒世界產(chǎn)業(yè)結(jié)構(gòu)升級(jí)趨勢(shì)及主要機(jī)制模式,于全球經(jīng)濟(jì)一體化的背景下,有針對(duì)性地提出促進(jìn)產(chǎn)業(yè)升級(jí)的對(duì)策建議。目前研究多以案例分析為主,較少把產(chǎn)業(yè)升級(jí)納入世界產(chǎn)業(yè)發(fā)展視角.瞄準(zhǔn)世界趨勢(shì)進(jìn)行研究。
[Abstract]:With the development of regional integration, the competition of the industry more performance for global competition. Beijing Tianjin Hebei economic circle as the key area to lead the economic development in the north of China, the industrial transformation and upgrading are facing opportunities and challenges embedded in global value chain. The optimization and upgrading of the industrial structure of Beijing Tianjin Hebei, has become the inevitable choice of sustainable development of economy and how to integrate regional resources, promote industrial upgrading has become the consensus of the three places. But the will to implement the consensus, there are still many problems need to be solved, the path according to the status of the industrial structure of different regions and problems to seek the optimization and upgrading of industrial structure. Among them, the urgent is the Beijing Tianjin inter industry cooperation there is a huge space but the regional isomorphism phenomenon is serious, the industrial development of high-end is still not clear, so the research based on the Beijing Tianjin Hebei from the perspective of global value chain. The problem of the optimization and upgrading of the industrial structure is the starting point of this study.
Based on this point, this paper based on the survey, discussion on the current situation of Tianjin Industrial Upgrading in global value chain and Countermeasures to accelerate industrial upgrading. Based on the study found that the three industry of Beijing Tianjin Hebei is still in the low-end manufacturing industry of the value of intermediate links, and obvious disadvantages in industrial development both ends of the value chain, especially in the following aspects: (1) the level of development of Beijing Tianjin Hebei provinces gap is large, Beijing city center as the provinces failed to give full play to the role of radiation center of the city. (2) the industrial innovation capability is lower and the proportion of the third industry showed a downward trend. (3) three of Tianjin exist in similar industries in terms of the heavy chemical industry, leading to the city competition and cooperation, lack of power. To solve the above problems, this paper adopts the research method of grounded theory, through the search and access to a large number of related literature In theory, combing and analysis of industrial upgrading and the global value chain of the academic point of view, based on the theory of global value chain and put forward some countermeasures to promote the Beijing Tianjin Hebei Industrial upgrading. Based on the analysis of other specifications according to the actual situation of Beijing Tianjin Hebei existing industry, using the principle and methods of modern statistical analysis, econometric model the influence factors of industrial structure, the Beijing Tianjin Hebei advanced as index with time series model, follow the logic of theoretical analysis, an empirical analysis of factors affecting the industrial structure of the region, to avoid the qualitative analysis of one sidedness and subjectivity. Normative analysis and empirical analysis to realize the adjustment of industrial structure and the transformation of economic development the advanced industrial structure development, points out that the Beijing Tianjin Hebei Industrial Upgrading must focus on world industrial development trend, the industry will rise Level is considered in the perspective of global value chain.
According to the conclusions, the industrial structure of Beijing Tianjin Hebei analysis, based on the perspective of industrial development in the world, the paper proposes measures for adjustment of industrial structure: the first is to strengthen the planning management, the adjustment of industrial policy, the establishment of eco industrial development mechanism based on system oriented, inhibit the development of high energy consuming industries; the two is to accelerate the regional industrial structure to promote the informationization development of high-end. Industrial technological innovation, leading innovation driven by wealth driven, to further promote regional economic integration, accelerate industrial integration; three is through the development of the logistics industry, financial services, community services and other new services industry to improve the industry value chain, extending the value chain of the industry to promote the development of industrial upgrading.
Compared with the existing literature, this paper attempts to carry out the following aspects of research and Innovation:
First, by constructing a time series model, calculation of social investment, technological innovation, population flow, influence of foreign capital and foreign trade five indicators to the upgrading of the industrial structure, the current situation of the development of Beijing Tianjin Hebei were analyzed. The current lack of literature to promote industrial upgrading from the perspective of the high level of development of industrial structure and Research on factors effect of advanced industrial structure.
Second, try to view based on the global value chain, combined with the status of the Beijing Tianjin Hebei industry, analyzes the trend and main mode upgrading mechanism of the industrial structure of the world, in the context of global economic integration, puts forward the countermeasures to promote industrial upgrading. The study is based on the case analysis, put into perspective less industrial upgrading industrial development in the world aiming at the trend of the world. For research.
