【摘要】：2014年中國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)，作為我國(guó)的煤炭資源大省，，山西省正處于爬坡過(guò)坎的關(guān)鍵時(shí)期，需要增長(zhǎng)動(dòng)力帶動(dòng)其經(jīng)濟(jì)發(fā)展。投資是一個(gè)地區(qū)經(jīng)濟(jì)發(fā)展的助推器，是促進(jìn)地區(qū)經(jīng)濟(jì)發(fā)展的增長(zhǎng)動(dòng)力。要想增強(qiáng)投資的吸引力，發(fā)揮投資動(dòng)力作用，助推山西經(jīng)濟(jì)發(fā)展，首先要全面評(píng)價(jià)和分析山西省的投資環(huán)境。良好的投資環(huán)境可以增強(qiáng)投資者的投資信心，是吸引投資的核心條件。因此，對(duì)山西省區(qū)域投資環(huán)境進(jìn)行評(píng)價(jià)和研究并據(jù)此提出改善投資環(huán)境的相應(yīng)措施具有重要的現(xiàn)實(shí)意義。 本文運(yùn)用區(qū)域經(jīng)濟(jì)學(xué)等理論，從投資帶動(dòng)山西省經(jīng)濟(jì)發(fā)展的角度出發(fā)，對(duì)山西省區(qū)域投資環(huán)境進(jìn)行評(píng)價(jià)研究，并提出改善投資環(huán)境的對(duì)策建議。首先，本文在國(guó)內(nèi)外學(xué)者對(duì)區(qū)域投資環(huán)境評(píng)價(jià)方法進(jìn)行綜述的基礎(chǔ)上，結(jié)合山西省區(qū)域投資環(huán)境現(xiàn)狀，選取了因子分析方法，從自然環(huán)境、經(jīng)濟(jì)環(huán)境、基礎(chǔ)設(shè)施、社會(huì)環(huán)境、政策環(huán)境等五個(gè)維度上構(gòu)建出區(qū)域投資環(huán)境評(píng)價(jià)指標(biāo)體系。其次，根據(jù)上述指標(biāo)體系，運(yùn)用統(tǒng)計(jì)軟件對(duì)山西省總體投資環(huán)境以及省內(nèi)11個(gè)地市的區(qū)域投資環(huán)境進(jìn)行了評(píng)價(jià)，還分別對(duì)影響區(qū)域投資環(huán)境的五個(gè)主要因素進(jìn)行了更為詳細(xì)的評(píng)價(jià)分析。得出結(jié)論：山西省整體投資環(huán)境位列全國(guó)第23位，山西省11個(gè)地市中，太原、長(zhǎng)治、大同的投資環(huán)境名列全省前三位，呂梁和忻州投資環(huán)境排名墊底。最后指出山西省區(qū)域投資環(huán)境在生態(tài)環(huán)境、市場(chǎng)化水平、基礎(chǔ)設(shè)施建設(shè)、科教金融、政策體系等方面存在的問(wèn)題，并依次提出了相應(yīng)的改善建議。 本文對(duì)山西省整體投資環(huán)境及11個(gè)地市的投資環(huán)境進(jìn)行了探索性評(píng)價(jià)研究，細(xì)化了區(qū)域投資環(huán)境評(píng)價(jià)的地域性研究，豐富了區(qū)域投資環(huán)境評(píng)價(jià)指標(biāo)體系，有針對(duì)性地提出了通過(guò)凈化山西省政治生態(tài)環(huán)境來(lái)改善山西省區(qū)域投資軟環(huán)境的對(duì)策建議。
[Abstract]:China's economic development entered a new normal in 2014. As a major province of coal resources in China, Shanxi Province is in a critical period of climbing over the ridge, and needs growth power to drive its economic development. Investment is the booster of a region's economic development. It is the driving force for promoting regional economic development. To enhance the attractiveness of investment, to give play to the role of investment motive force, and to boost the economic development of Shanxi, First of all, we should comprehensively evaluate and analyze the investment environment in Shanxi Province. A good investment environment can enhance investors' investment confidence and is the core condition for attracting investment. It is of great practical significance to evaluate and study the regional investment environment of Shanxi Province and put forward the corresponding measures to improve the investment environment. Based on the theory of regional economics, this paper evaluates and studies the regional investment environment of Shanxi Province from the angle of promoting the economic development of Shanxi Province by investment, and puts forward some countermeasures and suggestions to improve the investment environment. On the basis of summarizing the evaluation methods of regional investment environment by domestic and foreign scholars, combining the present situation of regional investment environment in Shanxi Province, this paper selects the method of factor analysis, from the natural environment, economic environment, infrastructure, social environment, Secondly, according to the above index system, the author evaluates the overall investment environment of Shanxi Province and the regional investment environment of 11 cities in Shanxi Province by using statistical software. In addition, five main factors affecting the regional investment environment are evaluated and analyzed in more detail. It is concluded that the overall investment environment of Shanxi Province ranks 23rd in the whole country, and in 11 prefectures of Shanxi Province, Taiyuan, Changzhi, Datong's investment environment ranks among the top three in the province, with Lv Liang and Xinzhou at the bottom of the list. Finally, it is pointed out that the regional investment environment in Shanxi Province is in the ecological environment, market-oriented level, infrastructure construction, science and education finance, Policy system and other aspects of the problems, and put forward corresponding suggestions for improvement. In this paper, the overall investment environment of Shanxi Province and the investment environment of 11 cities are studied with exploratory evaluation, which refines the regional study of regional investment environment evaluation and enriches the evaluation index system of regional investment environment. The countermeasures and suggestions to improve the soft environment of regional investment in Shanxi Province by purifying the political ecological environment of Shanxi Province are put forward.
