【摘要】：面對經(jīng)濟發(fā)展與資源、環(huán)境間日顯突出的矛盾，，低碳經(jīng)濟的狂潮席卷了全球。新疆經(jīng)濟的發(fā)展對自然資源尤其是化石能源資源的依賴性很強�！案呶廴�、高能耗、高排放”的粗放發(fā)展方式、不合理的產(chǎn)業(yè)結(jié)構(gòu)，不僅制約了新疆經(jīng)濟的發(fā)展，還給環(huán)境造成了極大的破壞。因此，走低碳經(jīng)濟之路，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，是新疆可持續(xù)發(fā)展的必然選擇。 本文首先對新疆產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀和各產(chǎn)業(yè)的能源消費現(xiàn)狀進行分析，然后把影響能源消費的重要因素能源消費強度作為衡量能源效率的主要指標(biāo)，運用Refined Laspeyres指數(shù)分析方法將新疆產(chǎn)業(yè)結(jié)構(gòu)變動對能源效率的影響分為結(jié)構(gòu)因素和產(chǎn)業(yè)能源效率因素，分別對三次產(chǎn)業(yè)以及工業(yè)內(nèi)部高能耗行業(yè)間的結(jié)構(gòu)變動和產(chǎn)業(yè)能源效率對能源效率的影響進行實證分析。根據(jù)以上定性和定量的研究，分析新疆產(chǎn)業(yè)結(jié)構(gòu)中存在問題以及節(jié)能減排、發(fā)展低碳經(jīng)濟存在的困難。再通過對國外發(fā)展低碳經(jīng)濟中采取的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化政策措施的借鑒，提出新疆低碳經(jīng)濟背景下產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的方向、措施和政策建議。
[Abstract]:In the face of the contradiction between economic development and resources, and the increasingly prominent contradiction between the environment, the frenzy of low-carbon economy has swept the world. The economic development of Xinjiang is highly dependent on natural resources, especially fossil energy resources. "High pollution, high energy consumption," The extensive development mode of "high emission" and unreasonable industrial structure not only restrict the economic development of Xinjiang, but also cause great damage to the environment. It is the inevitable choice of sustainable development in Xinjiang. This paper first analyzes the present situation of Xinjiang's industrial structure and energy consumption of various industries, and then takes the energy consumption intensity, an important factor affecting energy consumption, as the main index to measure energy efficiency. The influence of industrial structure change on energy efficiency in Xinjiang is divided into structural factors and industrial energy efficiency factors by using Refined Laspeyres index analysis method. Based on the qualitative and quantitative studies, this paper makes an empirical analysis of the structural changes in three industries and the impact of industrial energy efficiency on energy efficiency among industries with high energy consumption. This paper analyzes the problems existing in Xinjiang's industrial structure and the difficulties of energy saving and emission reduction, and the difficulties of developing low-carbon economy. This paper puts forward the direction, measures and policy suggestions of industrial structure optimization under the background of low carbon economy in Xinjiang.
