【摘要】：農(nóng)業(yè)、農(nóng)村、農(nóng)民問題關(guān)系著黨和國家事業(yè)發(fā)展全局。我國的農(nóng)業(yè)還處在一個比較低的生產(chǎn)力水平上，農(nóng)業(yè)基礎(chǔ)仍然薄弱，最需要加強(qiáng)，農(nóng)村發(fā)展仍然滯后，最需要扶持，農(nóng)民增收仍然困難，最需要加快。目前，我國總體上進(jìn)入了以工促農(nóng)、以城帶鄉(xiāng)的發(fā)展階段，進(jìn)入了加快改造傳統(tǒng)農(nóng)業(yè)、走中國特色農(nóng)業(yè)現(xiàn)代化道路的關(guān)鍵時期，進(jìn)入了著力打破城鄉(xiāng)二元結(jié)構(gòu)、形成城鄉(xiāng)經(jīng)濟(jì)社會發(fā)展一體化新格局的關(guān)鍵時期。 2008年10月黨的十七屆三中全會《中共中央關(guān)于推進(jìn)農(nóng)村改革發(fā)展若干重大問題的決定》，把“統(tǒng)籌城鄉(xiāng)產(chǎn)業(yè)發(fā)展”作為“建立促進(jìn)城鄉(xiāng)經(jīng)濟(jì)社會發(fā)展一體化制度”的一個重要方面。統(tǒng)籌城鄉(xiāng)產(chǎn)業(yè)發(fā)展，是推動城鄉(xiāng)統(tǒng)籌協(xié)調(diào)發(fā)展的經(jīng)濟(jì)基礎(chǔ)和物質(zhì)依托，是科學(xué)發(fā)展戰(zhàn)略思想的重要支撐點，是我國社會經(jīng)濟(jì)發(fā)展戰(zhàn)略的重要一環(huán)。 河湟谷地是青海省經(jīng)濟(jì)社會發(fā)展的核心區(qū)域，區(qū)域面積為35046km~2，在不到青海省總面積5%的土地上，，集中了青海省的主要城鎮(zhèn)和人口，該地區(qū)人口總數(shù)為340.8萬，占青海省總?cè)丝诘?3.92%。因此，統(tǒng)籌河湟谷地城鄉(xiāng)產(chǎn)業(yè)發(fā)展，對于推進(jìn)青海省農(nóng)業(yè)現(xiàn)代化和農(nóng)村工業(yè)化水平，實現(xiàn)區(qū)域經(jīng)濟(jì)可持續(xù)發(fā)展，以及改善民生，提高人民生活水平，與全國同步全面建成小康社會意義重大。 本文論述了河湟谷地統(tǒng)籌城鄉(xiāng)產(chǎn)業(yè)發(fā)展的重要意義，明確了該地區(qū)統(tǒng)籌城鄉(xiāng)產(chǎn)業(yè)發(fā)展的原則、主要任務(wù)、目標(biāo)取向以及統(tǒng)籌模式。通過SWOT分析法分析了該地區(qū)統(tǒng)籌城鄉(xiāng)產(chǎn)業(yè)發(fā)展的優(yōu)勢、劣勢、機(jī)遇和挑戰(zhàn)，并以此為背景提出河湟谷地統(tǒng)籌城鄉(xiāng)產(chǎn)業(yè)發(fā)展的路徑選擇。
[Abstract]:The problems of agriculture, rural areas and peasants are related to the overall situation of the development of the party and the state. China's agriculture is still at a relatively low level of productivity, the agricultural foundation is still weak and needs strengthening most, and the rural development is still lagging behind and most in need of support. It is still difficult for farmers to increase their income, and the most needs to be accelerated. At present, China has generally entered the stage of promoting agriculture by industry and taking cities and townships as the development stage, and has entered a crucial period of speeding up the transformation of traditional agriculture and taking the road of modernization of agriculture with Chinese characteristics. It has entered the key period of breaking the dual structure of urban and rural areas and forming a new pattern of integration of urban and rural economic and social development. In October 2008, the third Plenary session of the 17th CPC Central Committee, "decision of the CPC Central Committee on several important issues concerning the Promotion of Rural Reform and Development", regarded "coordinating the development of urban and rural industries" as "establishing an integrated system for promoting the economic and social development of urban and rural areas" To coordinate the development of urban and rural industries, It is the economic base and material support to promote the coordinated development of urban and rural areas, is the important supporting point of the strategic thought of scientific development, and is an important part of the social and economic development strategy of our country. Hehuang Valley is the core area of economic and social development in Qinghai Province, with an area of 35046 km2. In less than 5% of the total area of Qinghai Province, the main towns and population of Qinghai Province are concentrated. The total population of this region is 3.408 million. Therefore, coordinating the development of urban and rural industries in the Hehuang Valley is of great importance to promoting the modernization of agriculture and the level of rural industrialization in Qinghai Province, realizing the sustainable development of regional economy, improving the people's livelihood, and raising the living standards of the people. It is of great significance to build a well-off society in an all-round way with the whole country. This paper discusses the significance of coordinating the development of urban and rural industries in Hehuang valley, and clarifies the principles and main tasks of coordinating the development of urban and rural industries in this area. Through SWOT analysis, this paper analyzes the advantages, disadvantages, opportunities and challenges of urban and rural industrial development in this area, and puts forward the path choice of urban and rural industrial development in Hehuang Valley.
