【摘要】：2012年9月，南沙新區(qū)成為繼上海浦東新區(qū)、天津?yàn)I海新區(qū)、重慶兩江新區(qū)、浙江舟山群島新區(qū)和蘭州新區(qū)之后的國(guó)家第六個(gè)、華南地區(qū)首個(gè)國(guó)家級(jí)新區(qū)，南沙新區(qū)晉升為最年輕的國(guó)家級(jí)新區(qū)，與長(zhǎng)三角的浦東新區(qū)，環(huán)渤海的濱海新區(qū)一樣，珠三角的南沙新區(qū)承擔(dān)著國(guó)家戰(zhàn)略布局新的歷史使命。南沙新區(qū)的謀篇布局、發(fā)展規(guī)劃直接決定了發(fā)展成果。本文以南沙的發(fā)展歷程和發(fā)展成果為參照，國(guó)內(nèi)外先進(jìn)城市和地區(qū)的經(jīng)驗(yàn)為借鑒，結(jié)合南沙的特點(diǎn)和條件，運(yùn)用公共政策相關(guān)理論分析了適合南沙的發(fā)展方向和道路，對(duì)南沙的發(fā)展規(guī)劃、發(fā)展戰(zhàn)略問(wèn)題尤其是產(chǎn)業(yè)發(fā)展戰(zhàn)略提出了建議。 首先，本文分析了南沙的發(fā)展歷程，，以番禺市（區(qū)）南沙鎮(zhèn)——廣州南沙建設(shè)指揮部——廣州市南沙區(qū)——廣州南沙新區(qū)為時(shí)間主線，對(duì)不同時(shí)期南沙的發(fā)展戰(zhàn)略、產(chǎn)業(yè)布局、發(fā)展成果進(jìn)行了回顧，分析了南沙發(fā)展過(guò)程中的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇、挑戰(zhàn)，指出了南沙發(fā)展定位和發(fā)展戰(zhàn)略由于經(jīng)過(guò)數(shù)次調(diào)整，缺乏統(tǒng)一規(guī)劃和上級(jí)支持，導(dǎo)致產(chǎn)業(yè)定位不準(zhǔn)確、總體發(fā)展相對(duì)緩慢，南沙新區(qū)發(fā)展戰(zhàn)略亟待調(diào)整并以法律形式固化。 其次，本文介紹了國(guó)內(nèi)外領(lǐng)先城市或南沙追趕目標(biāo)城市的發(fā)展經(jīng)驗(yàn)，尤其是南沙新區(qū)明確提出的追趕目標(biāo)香港和新加坡，結(jié)合南沙自身優(yōu)勢(shì)條件，提出了區(qū)位優(yōu)勢(shì)強(qiáng)化戰(zhàn)略、創(chuàng)新驅(qū)動(dòng)戰(zhàn)略、港航產(chǎn)業(yè)高端化發(fā)展戰(zhàn)略、綠色崛起戰(zhàn)略、開(kāi)放合作戰(zhàn)略等總體發(fā)展戰(zhàn)略和城市功能定位要依托產(chǎn)業(yè)來(lái)形成自己的核心競(jìng)爭(zhēng)力，要體現(xiàn)前瞻性，視野廣闊，兼顧其他區(qū)域，保持相對(duì)的穩(wěn)定性和延續(xù)性。 最后，在對(duì)優(yōu)勢(shì)、劣勢(shì)、機(jī)遇、挑戰(zhàn)的分析研究和國(guó)內(nèi)外其他城市的經(jīng)驗(yàn)借鑒基礎(chǔ)上，本文提出了南沙新區(qū)發(fā)展戰(zhàn)略目標(biāo)與舉措的政策建議，包括：創(chuàng)新開(kāi)發(fā)模式和管理模式，大力推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)，創(chuàng)新完善通關(guān)制度，改革創(chuàng)新土地制度，加大財(cái)稅政策支持，加強(qiáng)金融政策支持，打造自主創(chuàng)新人才高地，探索教育國(guó)際合作發(fā)展新模式，創(chuàng)新重大科技項(xiàng)目引進(jìn)和服務(wù)模式，推動(dòng)體制機(jī)制創(chuàng)新，搭建發(fā)展平臺(tái)，推進(jìn)綠色發(fā)展。
[Abstract]:In September 2012, Nansha New area became the sixth national new area after Shanghai Pudong New area, Tianjin Binhai New area, Chongqing Liangjiang New area, Zhejiang Zhoushan Islands New area and Lanzhou New area. Like the Pudong New area in the Yangtze River Delta and the Binhai New area around the Bohai Sea, the Nansha New area in the Pearl River Delta has assumed the new historical mission of the national strategic layout. The development plan directly determines the development achievement. This paper takes Nansha's development course and achievements as reference, and the experience of advanced cities and regions at home and abroad, and combines the characteristics and conditions of Nansha. The development direction and road suitable for Nansha are analyzed by using the relevant theories of public policy, and suggestions are put forward for the development planning and development strategy of Nansha, especially for the industrial development strategy. Firstly, this paper analyzes the development course of Nansha, taking Nansha Town, Guangzhou Nansha Construction Command, Guangzhou Nansha New District as the main line of time, the development strategy and industrial layout of Nansha in different periods. The development achievements are reviewed, the strengths, weaknesses, opportunities and challenges in the development process of Nansha are analyzed, and it is pointed out that the development orientation and development strategy of Nansha lack unified planning and superior support because of several adjustments. As a result, the position of industry is not accurate, the overall development is relatively slow, and the development strategy of Nansha New area needs to be adjusted and solidified in the form of law. Secondly, this paper introduces the development experience of leading cities at home and abroad or Nansha catch-up target cities, especially Hong Kong and Singapore, which are clearly put forward by Nansha New area, and puts forward the strategy of strengthening location advantage according to Nansha's own advantages. The overall development strategies, such as innovation-driven strategy, high-end development strategy of Hong Kong and shipping industry, green rising strategy, opening and cooperation strategy, and urban function positioning should rely on industry to form their own core competitiveness, be forward-looking and have a broad vision. Take into account other areas and maintain relative stability and continuity. Finally, based on the analysis of strengths, weaknesses, opportunities, challenges and experiences of other cities at home and abroad, this paper puts forward the policy recommendations for the development of Nansha New District. These include: innovating the development mode and management mode, vigorously promoting the optimization and upgrading of industrial structure, innovating and perfecting the customs clearance system, reforming and innovating the land system, increasing the financial and tax policy support, strengthening the financial policy support, and building up the talent highland of independent innovation. We should explore a new mode of international cooperation and development of education, innovate the introduction and service mode of major scientific and technological projects, promote the innovation of system and mechanism, build a development platform, and promote green development.
