【摘要】：內(nèi)蒙古共有牧業(yè)旗(縣)33個,牧區(qū)不僅對內(nèi)蒙古經(jīng)濟社會發(fā)展和地區(qū)穩(wěn)定有著舉足輕重的地位,而且內(nèi)蒙古牧區(qū)直接關系到國家畜牧業(yè)發(fā)展和宏觀全局的統(tǒng)籌。由于歷史、地理等一些客觀原因和人為破壞等一些主觀原因的存在,牧區(qū)的發(fā)展和牧民的生活依然面臨許多困難,相對落后的狀況還沒有徹底改變。從根本上來講,這是少數(shù)民族地區(qū),特別是牧區(qū)經(jīng)濟、社會、生態(tài)多元系統(tǒng)失衡,進而引致的地區(qū)發(fā)展可持續(xù)性不足所致。公共政策作為政府的行為規(guī)范,具有強制性、合法性、穩(wěn)定性等特征,它是政府實現(xiàn)一定時期工作目標的重要手段和工具。要將牧區(qū)可持續(xù)思想變?yōu)楝F(xiàn)實,必須以公共政策為基石。從內(nèi)蒙古牧區(qū)公共政策歷史演變來看,原有公共政策長期制約牧區(qū)可持續(xù)發(fā)展。內(nèi)蒙古牧區(qū)在經(jīng)濟、社會和生態(tài)領域都采取了一系列措施以實現(xiàn)長期發(fā)展,而且在各個領域也取得顯著成就,但是產(chǎn)業(yè)技術水平低,社會矛盾凸顯,生態(tài)環(huán)境脆弱困擾牧區(qū)實現(xiàn)可持續(xù)發(fā)展。從公共政策的角度分析,公共政策制定、執(zhí)行、評估、監(jiān)督和變動各個環(huán)節(jié)都還存在問題和不足。為了實現(xiàn)牧區(qū)可持續(xù)發(fā)展,必須要從這幾個方面入手,對整個公共政策過程進行修正,促使公共政策符合牧區(qū)可持續(xù)發(fā)展要求。
[Abstract]:There are 33 animal husbandry banners (counties) in Inner Mongolia. Pastoral areas not only play an important role in the economic and social development of Inner Mongolia and regional stability, but also have a direct bearing on the development of national animal husbandry and overall overall planning of the macro situation. With the existence of some objective reasons, such as geography and man-made destruction, the development of pastoral areas and the life of herdsmen still face many difficulties, and the relative backwardness has not completely changed. Basically, this is a minority area. In particular, the economic, social and ecological systems in pastoral areas are out of balance, resulting in a lack of sustainability of regional development. As a government code of conduct, public policies are characterized by mandatory, legitimacy and stability. It is an important means and tool for the government to achieve the goal of work in a certain period. In order to turn the sustainable thought of pastoral areas into reality, it must be based on public policies. From the historical evolution of public policies in pastoral areas of Inner Mongolia, The original public policy has restricted the sustainable development of pastoral areas for a long time. In Inner Mongolia pastoral areas, a series of measures have been taken to achieve long-term development in the economic, social and ecological fields, and remarkable achievements have been made in various fields, but the level of industrial technology is low. Social contradictions highlight, the fragile ecological environment puzzles pastoral areas to achieve sustainable development. From the perspective of public policy analysis, public policy formulation, implementation, evaluation, In order to realize the sustainable development of pastoral areas, it is necessary to amend the whole process of public policy from these aspects to promote the public policies to meet the requirements of sustainable development of pastoral areas.
