【摘要】：后危機(jī)時(shí)代,增強(qiáng)產(chǎn)業(yè)的可持續(xù)發(fā)展能力和綜合競爭力,搶占未來科技經(jīng)濟(jì)發(fā)展的制高點(diǎn)是世界各國產(chǎn)業(yè)政策的重點(diǎn)內(nèi)容和最終目的,戰(zhàn)略性新興產(chǎn)業(yè)以其具備改善經(jīng)濟(jì)結(jié)構(gòu)和環(huán)境友好的雙重優(yōu)勢成為世界各國共同的選擇。在我國明確提出要大力發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)之后,各城市在自己的“十二五”規(guī)劃中也都提出了本地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)重點(diǎn)發(fā)展領(lǐng)域。然而,由于對戰(zhàn)略性新興產(chǎn)業(yè)的研究還處于初級階段,很多城市對其內(nèi)涵的理解不夠全面,導(dǎo)致區(qū)域之間的產(chǎn)業(yè)選擇存在過度趨同問題。研究現(xiàn)階段長沙市戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展重點(diǎn)和影響因素從而有針對性地制定發(fā)展政策,對推進(jìn)新型工業(yè)化向縱深發(fā)展,高起點(diǎn)構(gòu)建現(xiàn)代產(chǎn)業(yè)體系,增強(qiáng)經(jīng)濟(jì)社會(huì)持續(xù)發(fā)展的能力具有重要作用。 首先,本文在全面梳理國內(nèi)外關(guān)于戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展動(dòng)態(tài)和理論成果的基礎(chǔ)上,明確了戰(zhàn)略性新興產(chǎn)業(yè)的內(nèi)涵、特征及與相關(guān)產(chǎn)業(yè)的區(qū)別和聯(lián)系。本文認(rèn)為戰(zhàn)略性新興產(chǎn)業(yè)是一個(gè)國家或地區(qū)在一定時(shí)期內(nèi)通過技術(shù)創(chuàng)新和科研成果的產(chǎn)業(yè)化推動(dòng)新興科技和新興產(chǎn)業(yè)的深度融合,具有廣闊的市場前景、較好的經(jīng)濟(jì)效益和較強(qiáng)的產(chǎn)業(yè)輻射帶動(dòng)效用,代表未來科技和產(chǎn)業(yè)發(fā)展新方向,并且能夠通過一段時(shí)期成長為對國家綜合實(shí)力和經(jīng)濟(jì)社會(huì)進(jìn)步具有重大影響力的先導(dǎo)產(chǎn)業(yè)、主導(dǎo)產(chǎn)業(yè)或支柱產(chǎn)業(yè)的產(chǎn)業(yè)。 其次,在選用長沙市2011年的統(tǒng)計(jì)數(shù)據(jù)對工業(yè)細(xì)分產(chǎn)業(yè)進(jìn)行綜合評價(jià)的基礎(chǔ)上,采用層次分析法對長沙市目前發(fā)展前景良好的9個(gè)新興產(chǎn)業(yè)進(jìn)行分析,初步確定了長沙市七大戰(zhàn)略性新興產(chǎn)業(yè)。但考慮到長沙市的資源環(huán)境承載力和經(jīng)濟(jì)實(shí)力難以支撐所有產(chǎn)業(yè)齊頭并進(jìn)的發(fā)展,故根據(jù)分析結(jié)果和各產(chǎn)業(yè)的發(fā)展情況將初步確定的戰(zhàn)略性新興產(chǎn)業(yè)分為三個(gè)梯度：先進(jìn)裝備制造業(yè)、新材料產(chǎn)業(yè)、文化創(chuàng)意產(chǎn)業(yè)為優(yōu)先發(fā)展的第一梯度,生物產(chǎn)業(yè)、新能源汽車產(chǎn)業(yè)為第二梯度,信息產(chǎn)業(yè)、新能源與節(jié)能環(huán)保產(chǎn)業(yè)為第三發(fā)展梯度。 再次,借鑒波特關(guān)于產(chǎn)業(yè)競爭優(yōu)勢的鉆石模型,結(jié)合長沙市戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展現(xiàn)狀,從產(chǎn)業(yè)基礎(chǔ)、科技實(shí)力、產(chǎn)業(yè)發(fā)展環(huán)境、市場需求和政策支持五個(gè)方面梳理影響長沙市戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的主要因素。 最后,根據(jù)前文對長沙市戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展?fàn)顩r和影響因素的分析,從優(yōu)化產(chǎn)業(yè)空間格局、建產(chǎn)政產(chǎn)學(xué)研聯(lián)盟、優(yōu)化產(chǎn)業(yè)發(fā)展環(huán)境、強(qiáng)化高端人才支撐、擴(kuò)寬投融資渠道五個(gè)方而提出對策建議,以期為長沙市戰(zhàn)略性新興產(chǎn)業(yè)的培育和發(fā)展提供一定借鑒。
[Abstract]:In the post-crisis era, it is the key content and ultimate goal of the industrial policies of the world to strengthen the ability of sustainable development and comprehensive competitiveness of industries and seize the commanding heights of the future economic development of science and technology. With its dual advantages of improving economic structure and environmental friendliness, strategic emerging industries have become the common choice of all countries in the world. In their 12th Five-Year Plan, each city has also proposed key areas for the development of strategic emerging industries in the region. However, because the research on strategic emerging industries is still in its infancy, many cities do not have a comprehensive understanding of its connotation. This will lead to the problem of excessive convergence in the choice of industries between regions. This paper studies the development priorities and influencing factors of the strategic emerging industries in Changsha at the present stage, so as to formulate development policies in a targeted manner, which will promote the development of new types of industrialization in depth. Constructing modern industrial system with high starting point and enhancing the ability of sustainable economic and social development play an important role. First of all, on the basis of comprehensively combing the development trends and theoretical achievements of strategic emerging industries at home and abroad, this paper clarifies the connotation of strategic emerging industries. This paper holds that the strategic emerging industry is a country or a region to promote the deep integration of emerging technology and emerging industries through the industrialization of technological innovation and scientific research results within a certain period of time. It has broad market prospects, better economic benefits and stronger industrial radiation driving effect, which represents a new direction for the development of science and technology and industry in the future. And through a period of time to grow into a national comprehensive strength and economic and social progress of the leading industry, leading industries or pillar industries. Secondly, on the basis of the comprehensive evaluation of Changsha's 2011 statistical data, this paper analyzes the nine emerging industries in Changsha, which have a good development prospect at present, by using the Analytic hierarchy process (AHP). Initially identified seven strategic emerging industries in Changsha. However, considering that the carrying capacity of resources and environment and economic strength in Changsha cannot support the simultaneous development of all industries, Therefore, according to the results of the analysis and the development of various industries, the strategic emerging industries initially determined are divided into three gradients: advanced equipment manufacturing, new materials industry, cultural and creative industries as the first gradient of priority development, and biological industry. New energy automobile industry is the second gradient, information industry, new energy and energy conservation and environmental protection industry is the third development gradient. Thirdly, referring to Porter's diamond model of industrial competitive advantage, combining the present situation of Changsha's strategic emerging industries, from the industrial basis, scientific and technological strength, industrial development environment, Market demand and policy support are the main factors affecting the development of strategic emerging industries in Changsha. Finally, according to the analysis of the development situation and influencing factors of the strategic emerging industries in Changsha, from optimizing the industrial spatial pattern, establishing the alliance of production, politics, education and research, optimizing the industrial development environment, strengthening the support of high-end talents, In order to provide some reference for the cultivation and development of strategic emerging industries in Changsha, this paper puts forward some countermeasures and suggestions to widen the channels of investment and financing.
