馬來西亞陷入“中等收入陷阱”的原因分析和政策應(yīng)對

【摘要】:“中等收入陷阱”是發(fā)展中國家經(jīng)濟社會發(fā)展所面臨的共同難題,馬來西亞也面臨相同的壓力和困境。自1996年邁入偏上中等收入國家行列以來,馬來西亞人均GNI始終難以突破全球高收入水平分界線,被困于“中等收入陷阱”難以自拔。在馬來西亞現(xiàn)行經(jīng)濟社會發(fā)展中,收入分配結(jié)構(gòu)失衡,人力資源發(fā)展遲緩,自主創(chuàng)新能力薄弱,民主進程緩慢,權(quán)力尋租和金錢政治等問題對馬來西亞經(jīng)濟社會結(jié)構(gòu)轉(zhuǎn)型構(gòu)成極大的阻礙,不消除這些阻礙因素,馬來西亞就難以突破“中等收入陷阱”,進入高收入國家行列。 為了擺脫“中等收入陷阱”的困擾,實現(xiàn)2020年把馬來西亞建成高收入國家的國家宏愿,新世紀(jì)以來,馬來西亞政府采取一系列政策措施,積極應(yīng)對“中等收入陷阱”的挑戰(zhàn)。馬來西亞政府相繼推出經(jīng)濟、政治和社會轉(zhuǎn)型計劃,適時調(diào)整國家科技政策,推進人才激勵機制建立,深化金融領(lǐng)域改革,整頓金融秩序,逐步放寬對外國資本的重重限制。馬來西亞政府期冀通過以上改革措施,掃除其經(jīng)濟社會結(jié)構(gòu)轉(zhuǎn)型中的阻礙因素,重燃馬來西亞經(jīng)濟活力,突破經(jīng)濟發(fā)展瓶頸,并且最終擺脫困擾馬來西亞近20年的“中等收入陷阱” 2010年,我國人均GNI達(dá)4240美元。按照世界銀行公布的最新標(biāo)準(zhǔn),我國已經(jīng)正式步入偏上中等收入國家行列,開始面臨“中等收入陷阱”的挑戰(zhàn)。馬來西亞與中國地域相鄰,同處于經(jīng)濟社會結(jié)構(gòu)調(diào)整的關(guān)鍵階段,因此,研究馬來西亞應(yīng)對“中等收入陷阱”的轉(zhuǎn)型實踐,認(rèn)真吸取其經(jīng)濟社會結(jié)構(gòu)轉(zhuǎn)型的經(jīng)驗和教訓(xùn),對于加快我國經(jīng)濟發(fā)展方式轉(zhuǎn)變,成功規(guī)避“中等收入陷阱”具有極其重要的參考作用和借鑒意義。
[Abstract]:The "middle-income trap" is a common challenge for the economic and social development of developing countries, and Malaysia faces the same pressures and difficulties. Malaysia's per capita GNI has always been difficult to break through the global high-income level dividing line and trapped in the "middle-income trap". In the current economic and social development of Malaysia, the income distribution structure is unbalanced and human resources development is slow. The weak capacity for indigenous innovation, the slowness of the democratic process, the problems of rent-seeking and monetary politics, which constitute a major obstacle to the structural transformation of Malaysia's economy and society, do not eliminate these obstacles, Malaysia will struggle to break through the middle-income trap and enter the ranks of high-income countries. In order to get rid of the "middle-income trap" and realize the national ambition of turning Malaysia into a high-income country by 2020, the Malaysian government has adopted a series of policy measures since the new century. The Malaysian government has successively launched plans for economic, political and social transformation, readjusted the state's science and technology policies, promoted the establishment of a talent incentive mechanism, deepened financial sector reform, and rectified the financial order. The Malaysian government hopes that through the above reform measures, it will remove the obstacles in the transformation of its economic and social structure, rekindle Malaysia's economic vitality and break through the bottleneck of economic development. And finally get rid of the "middle-income trap" that has plagued Malaysia for nearly 20 years. In 2010, China's GNI per capita reached US $4240. According to the latest standards published by the World Bank, China has officially stepped into the ranks of middle-income countries and is beginning to face the challenge of a "middle-income trap." Malaysia is adjacent to China. We are also at the critical stage of economic and social restructuring. Therefore, to study Malaysia's transition practice in response to the "middle-income trap" and to conscientiously absorb the experience and lessons of its economic and social structural transformation will speed up the transformation of the mode of economic development in our country. To avoid the middle-income trap successfully has the extremely important reference function and the reference significance.
