【摘要】：我國的“十二五”規(guī)劃中首次明確提出了“首都經(jīng)濟(jì)圈”的概念，表明其已納入我國區(qū)域發(fā)展的總體戰(zhàn)略之內(nèi)。積極建設(shè)首都經(jīng)濟(jì)圈的意義重大，是首都北京打造成中國特色世界城市的要求，是實(shí)現(xiàn)可持續(xù)發(fā)展的要求，也是拉動腹地城市經(jīng)濟(jì)發(fā)展的要求。但是目前首都經(jīng)濟(jì)圈的發(fā)展不盡人意，與國內(nèi)已有的其他兩個(gè)經(jīng)濟(jì)圈相比，發(fā)展水平相對落后，究其原因，主要是因?yàn)榻?jīng)濟(jì)圈內(nèi)部地區(qū)間差異太大。目前已到了加快推進(jìn)五省區(qū)市經(jīng)濟(jì)協(xié)調(diào)發(fā)展的新階段，深化圈內(nèi)各地區(qū)之間的合作已經(jīng)在京津冀晉內(nèi)蒙古地區(qū)達(dá)成了廣泛的共識。 縮小區(qū)域差異、實(shí)現(xiàn)首都經(jīng)濟(jì)圈內(nèi)的各地區(qū)間的協(xié)調(diào)發(fā)展，要從首都經(jīng)濟(jì)圈差異產(chǎn)生的原因著手。本文首先比較了首都經(jīng)濟(jì)圈內(nèi)五省區(qū)市間的經(jīng)濟(jì)、人口、環(huán)境資源現(xiàn)狀，，隨之從財(cái)政支出角度出發(fā)，探討首都經(jīng)濟(jì)圈內(nèi)各地區(qū)財(cái)政支出與經(jīng)濟(jì)增長的關(guān)系，發(fā)現(xiàn)財(cái)政支出在促進(jìn)經(jīng)濟(jì)發(fā)展的同時(shí)也引起了區(qū)域效應(yīng)，進(jìn)而量化了五省區(qū)的財(cái)政支出與經(jīng)濟(jì)增長關(guān)系，定量的進(jìn)行區(qū)域效應(yīng)差異比較。論文最后就分析結(jié)果，提出了兩點(diǎn)建議：統(tǒng)籌規(guī)劃財(cái)政支出額、配合及時(shí)性措施。
[Abstract]:China's "12th Five-Year" plan for the first time clearly put forward the concept of "capital economic circle", indicates that it has been incorporated into the overall strategy for regional development in China. The positive significance of the construction of the capital economic circle, is the capital of Beijing into a world city Chinese characteristics requirements, is required to achieve sustainable development, but also stimulate the hinterland the city's economic development. But at present the capital economic circle development. Compared with the other two existing domestic economic circle, the development level is relatively backward, the reason is mainly because the economic circle within the interval difference is too large. We have to accelerate the five provinces and municipalities in the new stage of economic development, between deepen the circle regional cooperation has reached a broad consensus in the Beijing Tianjin Hebei Shanxi Inner Mongolia area.
To narrow the regional differences, realize the coordinated development of all regions of the capital economic circle of the causes to produce from the capital economic circle difference. This paper compares the capital economic circle of five provinces and municipalities in the economy, population, environment and resources situation, then starting from the perspective of financial expenditure, to explore the relationship between fiscal expenditure and economic growth the area of the capital economic circle, shows that the fiscal expenditure also caused the regional effect in the promotion of economic development, and the relationship between fiscal expenditure and economic growth of five provinces to quantify, compare differential regional effects quantitatively. Finally the results of the analysis, put forward two suggestions: overall planning of fiscal expenditure, with timely measures.
