【摘要】：科技競爭力對經(jīng)濟、社會、文化、生態(tài)等方面起著非常重的作用。本文的主要研究對象就是科技競爭力，著重探討怎么建立適合于兵團區(qū)域科技競爭力評價體系及對兵團區(qū)域科技競爭力的評價，并提出相應的對策建議。本文的主體部分主要是： (1)對國內(nèi)外有關科技競爭力及其評價的文獻綜述。對科技競爭力的相關概念和科技競爭力的評價的基礎理論進行了闡述，并總結自己的觀點和想法。 (2)對兵團的科技現(xiàn)有狀況的描述，分析存在的問題。從科技投入和科技產(chǎn)出兩個方面，根據(jù)兵團統(tǒng)計年鑒上所給出的數(shù)據(jù)，進行分析。 (3)構建兵團區(qū)域科技綜合競爭力評價體系，界定了評價的范圍，建立使用的理論和構建原則，對指標的選取和數(shù)據(jù)的搜集，，最后是評價方法的選擇，其中對各種常用的評價方法做了詳細的介紹，分析各自的優(yōu)點和缺點。 (4)對數(shù)據(jù)進行標準化處理，將其帶入給定的數(shù)學模型，得到評價結果，對其進行分類。從二級指標對科技競爭力差異性分析，找到影響科技競爭力的制約因素。 (5)對兵團區(qū)域科技綜合競爭力提出發(fā)展對策。 了解兵團各個師在科技綜合競爭力發(fā)展上的現(xiàn)狀差異和存在的問題對其評價，并提出了發(fā)展對策。這將有助于兵團各個師了解自身科技競爭過程中的優(yōu)勢與不足，及時調(diào)整科技發(fā)展對策，對于兵團各個師的經(jīng)濟、社會、環(huán)境的持續(xù)的又好又快地發(fā)展提供重要參考。同時，對于兵團總部而言，及時了解所屬各個師的科技競爭力情況，有利于制定區(qū)域社會經(jīng)濟發(fā)展政策，通過兵團科技實力的提升，帶動對社會經(jīng)濟高效率增長。
[Abstract]:The competitiveness of science and technology plays a very important role in economic, social, cultural and ecological aspects. The main research object of this paper is the competitiveness of science and technology. This paper mainly discusses how to establish the evaluation system for the regional scientific and technological competitiveness of the bingtuan and the evaluation of the regional scientific and technological competitiveness of the bingtuan, and puts forward the corresponding countermeasures and suggestions. The main part of this paper is as follows:. 1) A review of domestic and foreign literature on scientific and technological competitiveness and its evaluation is given. The related concepts of scientific and technological competitiveness and the basic theory of scientific and technological competitiveness evaluation are expounded, and their own views and ideas are summarized. 2) describe the present situation of science and technology of the bingtuan, analyze the existing problems, analyze from the two aspects of input and output of science and technology, according to the data given in the statistical yearbook of bingtuan. (3) constructing the comprehensive competitiveness evaluation system of regional science and technology of bingtuan, defining the scope of evaluation, establishing the theory and construction principle of use, selecting the index and collecting data, and finally, choosing the evaluation method. Among them, various common evaluation methods are introduced in detail, and their advantages and disadvantages are analyzed. 4) the data is standardized, brought into the given mathematical model, evaluated, classified, and analyzed from the second level index to the difference of the scientific and technological competitiveness, and the restrictive factors affecting the scientific and technological competitiveness are found out. 5) to put forward the development countermeasure to the regional comprehensive competitiveness of science and technology of the bingtuan. Understanding the differences in the present situation and the existing problems in the development of the comprehensive competitiveness of science and technology of the divisions of the Corps, and putting forward the development countermeasures, which will help the divisions of the Corps to understand the advantages and disadvantages in the process of their own scientific and technological competition. Timely adjustment of scientific and technological development countermeasures will provide an important reference for the sustained, sound and rapid development of the economy, society and environment of the divisions of the Corps. At the same time, for the headquarters of the Corps, it is timely to understand the scientific and technological competitiveness of the respective divisions. It is propitious to formulate the regional social and economic development policy and promote the high efficiency growth of the social economy through the enhancement of the scientific and technological strength of the Corps.
