【摘要】：擺脫貧困、尋求發(fā)展、縮小差距是全世界發(fā)展中國(guó)家普遍面臨的嚴(yán)峻挑戰(zhàn)。中國(guó)是世界上人口最多的發(fā)展中國(guó)家，也是貧困人口最多的國(guó)家之一。新中國(guó)成立后，特別是改革開放以來(lái)，我國(guó)政府組織實(shí)施了大規(guī)模的扶貧開發(fā)行動(dòng)，探索出具有中國(guó)特色的扶貧開發(fā)道路，在聯(lián)合國(guó)千年發(fā)展目標(biāo)國(guó)家中，唯一提前實(shí)現(xiàn)貧困人口減半的目標(biāo)，為世界減貧事業(yè)做出了重大貢獻(xiàn)。但我國(guó)貧困人口依然眾多，而且主要集中在西部地區(qū)。對(duì)我國(guó)西部貧困地區(qū)發(fā)展進(jìn)行深入分析研究，找出制約發(fā)展的關(guān)鍵因素，找到新形勢(shì)下扶貧開發(fā)的突破口，不僅對(duì)于西部貧困地區(qū)發(fā)展具有現(xiàn)實(shí)意義，而且對(duì)于促進(jìn)全國(guó)區(qū)域協(xié)調(diào)發(fā)展、全面建成小康社會(huì)也具有重要意義。 本研究立足于黨的十八大提出的二○二○年全面建成小康社會(huì)目標(biāo)和國(guó)家推動(dòng)實(shí)施新一輪西部大開發(fā)及農(nóng)村扶貧開發(fā)綱要的大背景，對(duì)具有西部貧困地區(qū)典型特征的四川省巴中市扶貧開發(fā)的案例進(jìn)行了分析研究，回顧了國(guó)內(nèi)外反貧困理論研究和實(shí)踐探索進(jìn)展情況，闡述了新階段西部貧困地區(qū)扶貧開發(fā)面臨的形勢(shì)和主要任務(wù)，對(duì)巴中建地設(shè)市20年來(lái)扶貧開發(fā)歷程和取得的成就進(jìn)行了回顧總結(jié)，深入分析了巴中在基礎(chǔ)設(shè)施建設(shè)、骨干產(chǎn)業(yè)培育、人力資源開發(fā)方面的做法、經(jīng)驗(yàn)和不足之處，并對(duì)下步工作提出了對(duì)策建議。 通過(guò)對(duì)巴中市扶貧開發(fā)案例的深入分析，總結(jié)出對(duì)當(dāng)前西部貧困地區(qū)扶貧開發(fā)工作的幾點(diǎn)啟示：一是要遵循經(jīng)濟(jì)社會(huì)發(fā)展規(guī)律，準(zhǔn)確把握發(fā)展定位科學(xué)確立發(fā)展目標(biāo)；二是要一切從自身實(shí)際出發(fā)，發(fā)揮比較優(yōu)勢(shì)探索特色發(fā)展道路；三是要強(qiáng)化地方政府扶貧開發(fā)主導(dǎo)作用，加速稀缺生產(chǎn)要素集聚進(jìn)程；四是要發(fā)揚(yáng)自力更生艱苦奮斗精神，依靠自身努力改變貧窮落后面貌。 在此基礎(chǔ)上，進(jìn)一步提出新階段西部貧困地區(qū)扶貧開發(fā)工作的建議：一是在扶貧開發(fā)目標(biāo)上，要加快脫貧致富步伐全面推進(jìn)小康社會(huì)建設(shè)；二是在扶貧開發(fā)戰(zhàn)略上，，要著眼全面發(fā)展實(shí)施重點(diǎn)突破；三是在扶貧開發(fā)路徑上，要走開發(fā)式扶貧道路推進(jìn)可持續(xù)發(fā)展；四是在扶貧開發(fā)機(jī)制上，要充分發(fā)揮政府主導(dǎo)作用、市場(chǎng)基礎(chǔ)作用和貧困人口主體作用。
[Abstract]:Getting rid of poverty, seeking development and narrowing the gap is a serious challenge facing developing countries all over the world. China is the most populous developing country in the world and one of the most impoverished countries. After the founding of New China, In particular, since the reform and opening up, the Chinese government has organized large-scale poverty alleviation and development actions to explore the path of poverty alleviation and development with Chinese characteristics. In the United Nations Millennium Development goal countries, the goal of halving the number of people living in poverty is only achieved ahead of time. It has made a great contribution to the cause of poverty reduction in the world. However, the number of poor people in China is still large, and it is mainly concentrated in the western region. The development of the poverty-stricken areas in the western part of China has been deeply analyzed and studied to find out the key factors restricting the development. Finding a breakthrough in poverty alleviation and development under the new situation is of practical significance not only to the development of the poverty-stricken areas in the west, but also to the promotion of regional coordinated development in the whole country and the building of a well-off society in an all-round way. This research is based on the background of the goal of building a well-off society in 2020 put forward by the Party's 18 National Congress and the national promotion of the implementation of a new round of western development and the outline of poverty alleviation in rural areas. This paper analyzes and studies the case of poverty alleviation and development in Bazhong City, Sichuan Province, which has typical characteristics in the west of China, and reviews the progress of theoretical and practical research on anti-poverty at home and abroad. This paper expounds the situation and main tasks faced by poverty alleviation and development in the western poverty-stricken areas in the new stage, reviews and summarizes the course and achievements of poverty alleviation and development in the past 20 years since the establishment of Bazhong as a city, and analyzes in depth the construction of infrastructure in Bazhong. The methods, experiences and deficiencies in the cultivation of backbone industry and the development of human resources are discussed, and the countermeasures and suggestions for the next step are put forward. Through the in-depth analysis of the case of poverty alleviation and development in Bazhong City, this paper sums up some enlightenments to the work of poverty alleviation and development in the poverty-stricken areas of western China at present: first, we should follow the law of economic and social development, accurately grasp the development orientation and scientifically establish the development goal; Second, it is necessary to start from their own reality, to give play to their comparative advantages to explore the road of development with characteristics; third, to strengthen the leading role of local governments in poverty alleviation and development, and to accelerate the process of gathering scarce production elements; and fourth, to carry forward the spirit of self-reliance and hard struggle. Rely on one's own efforts to change the face of poverty and backwardness. On this basis, further suggestions are put forward for the new stage of poverty alleviation and development in the poverty-stricken areas of western China: first, in the goal of poverty alleviation and development, we should speed up the pace of getting rid of poverty and become rich and promote the building of a well-off society in an all-round way; and second, in the strategy of poverty alleviation and development, We should focus on comprehensive development and implementation of key breakthroughs; third, in the path of poverty alleviation and development, we should take the path of poverty alleviation through development and promote sustainable development; fourth, in the mechanism of poverty alleviation and development, we should give full play to the leading role of the government. The basic role of the market and the role of the main body of the poor population.
