【摘要】：通過(guò)政策工具的創(chuàng)新,采用區(qū)域資源開(kāi)發(fā)中過(guò)程導(dǎo)向的調(diào)適性政策模式,將區(qū)域資源開(kāi)發(fā)過(guò)程視為一個(gè)生命周期,并通過(guò)激勵(lì)約束機(jī)制和傳導(dǎo)反饋機(jī)制進(jìn)行運(yùn)作;小湯山地區(qū)的經(jīng)驗(yàn)即是對(duì)于這種政策模式的實(shí)踐,分別從政策手段、運(yùn)作模式兩個(gè)維度展示了本地區(qū)經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)協(xié)調(diào)機(jī)制的實(shí)現(xiàn)路徑和政策效果;這種調(diào)適性政策模式為區(qū)域經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)協(xié)調(diào)提供了有效的政策選擇。
[Abstract]:Through the innovation of policy tools, the process of regional resource development is regarded as a life cycle, and the process of regional resource development is operated through the mechanism of incentive and restraint and the mechanism of conduction feedback. The experience of Xiaotangshan area is the practice of this kind of policy mode, which shows the realization path and policy effect of the coordination mechanism of economic development and environmental protection in this region from the two dimensions of policy means and operation mode. This adaptive policy model provides an effective policy choice for the coordination of regional economic development and environmental protection.
