【摘要】：現(xiàn)階段在新一輪西部大開發(fā)與19省市對(duì)口援疆的背景下,以及“一帶一路”重大戰(zhàn)略的規(guī)劃與實(shí)施,為被納入國(guó)家級(jí)城市群的天山北坡經(jīng)濟(jì)帶開辟了新的發(fā)展空間。天山北坡經(jīng)濟(jì)帶作為新疆國(guó)民經(jīng)濟(jì)發(fā)展的重要增長(zhǎng)極以及其價(jià)值與地位的進(jìn)一步凸顯,圍繞各經(jīng)濟(jì)區(qū)的功能定位,解決在推進(jìn)新型城鎮(zhèn)化建設(shè)與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化時(shí)存在的一些問(wèn)題是實(shí)現(xiàn)新疆城鄉(xiāng)統(tǒng)籌的重要渠道�；诖�,本文以天山北坡經(jīng)濟(jì)帶為例證,探討了其新型城鎮(zhèn)化和產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的互動(dòng)關(guān)系。本文緊抓天山北坡經(jīng)濟(jì)帶新型城鎮(zhèn)化與產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的互動(dòng)關(guān)系這一關(guān)鍵點(diǎn),對(duì)國(guó)內(nèi)外城鎮(zhèn)化以及產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的相關(guān)文獻(xiàn)研究進(jìn)行了回顧和梳理,以歷年的統(tǒng)計(jì)數(shù)據(jù)為依據(jù),具體分析了天山北坡經(jīng)濟(jì)帶城鎮(zhèn)化進(jìn)程和產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的現(xiàn)狀和問(wèn)題,并在此基礎(chǔ)上通過(guò)格蘭杰因果檢驗(yàn),建立VAR模型與脈沖分析就天山北坡經(jīng)濟(jì)帶新型城鎮(zhèn)化和產(chǎn)業(yè)結(jié)構(gòu)發(fā)展之間的相互影響進(jìn)行了研究,得出新型城鎮(zhèn)化與三次產(chǎn)業(yè)產(chǎn)值存在雙向影響關(guān)系,與三次產(chǎn)業(yè)就業(yè)存在單向影響關(guān)系,并且這種影響是正向持續(xù)的。接著引入?yún)f(xié)調(diào)度模型對(duì)天山北坡經(jīng)濟(jì)帶新型城鎮(zhèn)化系統(tǒng)和產(chǎn)業(yè)結(jié)構(gòu)系統(tǒng)這兩大系統(tǒng)的協(xié)調(diào)度及協(xié)調(diào)發(fā)展程度進(jìn)行了評(píng)價(jià),得出天山北坡經(jīng)濟(jì)帶新型城鎮(zhèn)化與產(chǎn)業(yè)結(jié)構(gòu)的協(xié)調(diào)度及協(xié)調(diào)程度也在不斷提升,但仍要保持兩者間協(xié)調(diào)度的持續(xù)性從而向優(yōu)質(zhì)協(xié)調(diào)等級(jí)發(fā)展。最后因地制宜結(jié)合天山北坡經(jīng)濟(jì)帶新型城鎮(zhèn)和產(chǎn)業(yè)結(jié)構(gòu)的自身發(fā)展特點(diǎn)提出了相關(guān)政策建議。
[Abstract]:At this stage, under the background of the new round of western development and the aid to Xinjiang from 19 provinces and cities, as well as the planning and implementation of "Belt and Road" 's major strategy, It has opened up a new development space for the northern slope economic belt of Tianshan Mountain, which has been incorporated into the national urban agglomeration. As an important growth pole of the national economic development of Xinjiang, the northern slope economic belt of Tianshan Mountain further highlights its value and status. It is an important channel to realize the overall planning of urban and rural areas in Xinjiang to solve some problems existing in promoting the construction of new urbanization and optimizing the industrial structure around the functional positioning of each economic zone. Based on this, this paper takes the northern slope economic belt of Tianshan Mountain as an example. This paper probes into the interactive relationship between the new urbanization and the development of the industrial structure, the key point of which is to grasp the interactive relationship between the new urbanization and the development of the industrial structure in the northern slope of Tianshan economic belt. This paper reviews and combs the literature on urbanization and industrial structure development at home and abroad, and analyzes the current situation and problems of urbanization and industrial structure development in the northern slope of Tianshan Mountain, based on the statistical data of the past years. Based on the Granger causality test, VAR model and pulse analysis are established to study the interaction between new urbanization and industrial structure development in the northern slope of Tianshan Mountain. It is concluded that the new urbanization has a bidirectional influence on the output value of the third industry and a unidirectional influence on the employment of the third industry. Then the coordination degree and the degree of coordinated development of the new urbanization system and the industrial structure system in the northern slope of Tianshan Mountain economic belt are evaluated. It is concluded that the coordination degree and coordination degree between the new urbanization and the industrial structure in the northern slope of Tianshan Mountain economic belt are also continuously improving. However, it is necessary to maintain the continuity of the coordination degree between the two and to develop to the level of high quality coordination. Finally, relevant policy suggestions are put forward according to the local conditions and the characteristics of the new towns and industrial structures in the northern slope of Tianshan Mountain.
