系統(tǒng)論視角下的園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流模型與實證研究

【摘要】:摘要:循環(huán)經(jīng)濟(jì)以資源的高效利用和循環(huán)利用為核心,以“減量化、再利用、資源化”為原則,以低消耗、低排放、高效率為基本特征。產(chǎn)業(yè)園是循環(huán)經(jīng)濟(jì)實踐的主要載體,建設(shè)循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)園是優(yōu)化生產(chǎn)力空間布局、形成合理產(chǎn)業(yè)分工體系的有效途徑,是推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、加快經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的必然要求,也是符合區(qū)域可持續(xù)發(fā)展理念的經(jīng)濟(jì)增長模式。 目前學(xué)界相關(guān)研究呈現(xiàn)三個特征:①在城市、省域和企業(yè)層面研究多,園區(qū)層面研究少,而園區(qū)又恰恰是實施循環(huán)經(jīng)濟(jì)戰(zhàn)略的重要平臺,存在研究與實踐需求在空間上的脫節(jié)。②物質(zhì)流分析方法多,且主要創(chuàng)新是在對不同區(qū)域、行業(yè)進(jìn)行研究時的物質(zhì)流分析指標(biāo)體系創(chuàng)新,對物質(zhì)流管理研究少,而物質(zhì)流規(guī)劃與管理恰恰是實現(xiàn)循環(huán)經(jīng)濟(jì)戰(zhàn)略的關(guān)鍵途徑,存在研究與實踐需求在技術(shù)方法上的不匹配。③園區(qū)循環(huán)經(jīng)濟(jì)研究重結(jié)果不重過程,園區(qū)循環(huán)經(jīng)濟(jì)綜合評價往往只評價經(jīng)濟(jì)效益,忽視物質(zhì)流過程效率,存在研究與實踐需求在側(cè)重點(diǎn)上的錯位。 基于當(dāng)前學(xué)界研究的上述問題,本文擬通過系統(tǒng)論視角,重新審視循環(huán)經(jīng)濟(jì)的物質(zhì)流過程,通過對關(guān)鍵物質(zhì)流節(jié)點(diǎn)的識別,進(jìn)行切合實際的物質(zhì)流管理優(yōu)化。并結(jié)合案例研究,修訂物質(zhì)流管理理論模型,使之能夠應(yīng)用于指導(dǎo)循環(huán)經(jīng)濟(jì)園區(qū)的建設(shè)與管理實踐。具體工作如下: 在理論研究方面,本文在第一章與第二章主要圍繞循環(huán)經(jīng)濟(jì)相關(guān)理論基礎(chǔ)及物質(zhì)流分析的理論基礎(chǔ)展開。在系統(tǒng)論視角下審視循環(huán)經(jīng)濟(jì)理論,認(rèn)為①循環(huán)經(jīng)濟(jì)理論基礎(chǔ)來自系統(tǒng)論,通過系統(tǒng)論認(rèn)知循環(huán)經(jīng)濟(jì)過程,就會回避當(dāng)前國內(nèi)外過分重視循環(huán)經(jīng)濟(jì)末端排放要素,轉(zhuǎn)而重視循環(huán)系統(tǒng)中各個環(huán)節(jié)參與的子過程;②對于循環(huán)系統(tǒng)內(nèi)部過程的探究應(yīng)當(dāng)采用物質(zhì)流分析方法,明確“量”和“向”,在刻畫循環(huán)經(jīng)濟(jì)物質(zhì)流過程的基礎(chǔ)上向物質(zhì)流規(guī)劃與管理延伸;③對物質(zhì)流效率的考察有不同的角度,在對循環(huán)經(jīng)濟(jì)物質(zhì)流效率分析時更應(yīng)當(dāng)看重系統(tǒng)內(nèi)部循環(huán)代謝過程中的資源利用率等過程指標(biāo)。④循環(huán)經(jīng)濟(jì)建設(shè)的目的不僅是提高經(jīng)濟(jì)效益,在綜合評價中應(yīng)當(dāng)基于復(fù)合生態(tài)系統(tǒng)理論評估循環(huán)經(jīng)濟(jì)帶來的社會效益和其他非節(jié)能減排類的環(huán)境效益。 在模型研究方面,本文在第三章、第四章、第五章分別從三個方面展開:首先,第三章提出針對園區(qū)循環(huán)經(jīng)濟(jì)過程的園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流模型。對園區(qū)循環(huán)經(jīng)濟(jì)的企業(yè)層面和系統(tǒng)層面進(jìn)行模式識別,并提出了多種循環(huán)經(jīng)濟(jì)物質(zhì)流組織模式,辨識了循環(huán)經(jīng)濟(jì)物質(zhì)流過程中的關(guān)鍵因素。其次,第四章在企業(yè)層面和園區(qū)層面提出了園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流管理的模型。包括針對企業(yè)的環(huán)境成本控制方法和多主體博弈分析模型,以及針對園區(qū)循環(huán)經(jīng)濟(jì)系統(tǒng)的物質(zhì)流自適應(yīng)管理模型和物質(zhì)流時空過程管理模型。認(rèn)為在企業(yè)層面,園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流管理的重點(diǎn)在于副產(chǎn)品交易價格與技術(shù)改造成本;在系統(tǒng)層面,管理的重點(diǎn)在于物質(zhì)流過程設(shè)計,通過物質(zhì)流過程規(guī)劃不僅可以增強(qiáng)效率,還可以增強(qiáng)系統(tǒng)自適應(yīng)能力。最后,第五章討論了園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流系統(tǒng)評價模型。包括基于主成分分析的循環(huán)經(jīng)濟(jì)綜合評價模型和基于能值分析的循環(huán)經(jīng)濟(jì)能值效率評價模型。前者定量與定性分析結(jié)合更有利于識別園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流過程中的問題;后者通過定量分析,從能量轉(zhuǎn)換與消化角度反映了系統(tǒng)的效率,分析過程邏輯性更緊密,但分析角度有限。 在實證研究方面,本文第六章圍繞分析、管理、評價三個模型分別進(jìn)行實證研究。案例一,循環(huán)經(jīng)濟(jì)物質(zhì)流分析實證研究,以甘肅省為研究對象,從時間序列角度分析了甘肅省物質(zhì)流特征,并檢驗了其時間滯后特征,從而獲得了影響甘肅省循環(huán)經(jīng)濟(jì)物質(zhì)流效率的主要因素,據(jù)此提出政策建議;案例二,園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流管理實證研究,以新興的揚(yáng)州靜脈產(chǎn)業(yè)園為研究對象,提出LCA-MFA的園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流規(guī)劃方并實踐,通過情景分析,模擬出2015年和2020年園區(qū)發(fā)展情況;案例三,園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流評價實證研究,以揚(yáng)州經(jīng)濟(jì)技術(shù)開發(fā)區(qū)和無錫新區(qū)生態(tài)工業(yè)示范區(qū)為研究對象,將兩個園區(qū)2008至2011年數(shù)據(jù)進(jìn)行對比分析,特別是對揚(yáng)州經(jīng)濟(jì)技術(shù)開發(fā)區(qū)進(jìn)行能值分析,并針對新興園區(qū)循環(huán)經(jīng)濟(jì)特征來優(yōu)化傳統(tǒng)循環(huán)經(jīng)濟(jì)的評價指標(biāo)體系。綜合前述三個案例實證分析,認(rèn)為①較省域?qū)用?園區(qū)層面的物質(zhì)流數(shù)據(jù)不易獲得,而且系統(tǒng)內(nèi)的社會效益程度不同,因此在園區(qū)循環(huán)經(jīng)濟(jì)物質(zhì)流的實踐中需要對傳統(tǒng)的指標(biāo)體系進(jìn)行適應(yīng)性調(diào)整;②能值分析較傳統(tǒng)綜合評價方法更側(cè)重自然環(huán)境,解釋范圍不如后者;③當(dāng)前我國園區(qū)的循環(huán)經(jīng)濟(jì)建設(shè)經(jīng)濟(jì)效益不太顯著,循環(huán)經(jīng)濟(jì)建設(shè)速度不如傳統(tǒng)經(jīng)濟(jì)速度,因此雖然園區(qū)經(jīng)濟(jì)總量提升,但可持續(xù)性下降。
[Abstract]:Abstract: circular economy to the efficient use of resources and recycling as the core, with "reduction, reuse, recycle" as the principle, low consumption, low emission, high efficiency as the basic features. The industrial park is the main carrier of circular economy practice, the construction of circular economy industrial park is the effective way to optimize the spatial distribution of productive forces. The formation of a reasonable industrial division system, is to promote the adjustment of industrial structure, a necessary requirement to accelerate the transformation of economic development mode, the mode of economic growth is in line with the regional sustainable development.
At present, the related research shows three characteristics: in the city, provincial and enterprise level research, the park level research less, and the park is an important platform for the implementation of the strategy of circular economy, there is demand for research and practice in space on the line. Analysis method of multi flow of material, and the main innovation is on in different regions, analysis the innovation index system of the material flow industry, research on management of material flow, and material flow planning and management is a key approach to the strategy of circular economy, demand research and practice does not match the technical method of the recycling economy park. The result is not heavy weight process, comprehensive evaluation the circular economy park only evaluation of economic benefit, ignoring the material flow process efficiency, deficiency in the research and practice focus on demand.
The problems in the academic research based on this paper, through the perspective of system theory, re-examine the circular economy material flow process, through the identification of key nodes of material flow, practical material flow management optimization. Combined with case study, the revised material flow management theory model, the construction and management of practice can be applied to guide the circular economy park. The specific work is as follows:
In the aspect of theory research, this paper carried out in the first chapter and the second chapter focuses on the theoretical basis of circular economy theory and material flow analysis. From the perspective of system theory to examine the theory of circular economy, that the basic theory of circular economy from the system theory, the system theory knowledge of circular economy, will avoid too much attention at home and abroad the circular economy at the end of emission factors, and pay more attention to all aspects of participation in the circulation system of sub process; to explore the internal process of the circulatory system should adopt the material flow analysis method, clear the "quantity" and "to", based on the characterization of circular economy material flow process of the planning and management of material flow to study the flow efficiency of extension; the material has a different perspective in the analysis of the material flow efficiency of circular economy should be more valued utilization system of internal circulation in the metabolic process of resources Process index. 4. The pattern recognition of the park of circular economy enterprise level and system level, and put forward a variety of circular economy material flow organization the identification model, circular economy material flow key factor in the process. Secondly, the fourth chapter puts forward the circular economy park of material flow management model in the enterprise level and the level of park. According to the analysis model including the environmental cost of enterprise control method and multi agent game, as well as for the park of circular economy system of material flow and material adaptive management model flow time process management model. In the enterprise level, the focus of material flow management of Circular Economy Park by-product transaction price and technical transformation cost ; at the system level, management focuses on the material flow process design, not only can enhance the efficiency of material flow through the process of planning, but also can enhance the adaptive ability of the system. Finally, the fifth chapter discusses the model of evaluation system of recycling economy park. Including the material flow based on Circular economy comprehensive evaluation model and principal component analysis based on emergy analysis circular economy energy efficiency evaluation model. The quantitative and qualitative analysis combined with the identification of circular economy park is more conducive to the material flow in the process of the problem; the latter through quantitative analysis, from the angle of energy conversion and digestion reflects the efficiency of the system, the logic analysis process more closely, but the analysis is limited.
