青島開發(fā)區(qū)人力資源開發(fā)與區(qū)域經(jīng)濟增長關系的實證研究

【摘要】:人力資源是當前經(jīng)濟生產(chǎn)過程中最活躍、最積極、最富有創(chuàng)造性的因素,在多種資源幾近枯竭、環(huán)境危機日益加劇、經(jīng)濟漸趨增長極限之際,知識經(jīng)濟時代要求人類未來發(fā)展方向必須由依靠自然資源開發(fā)為主轉向人力資源開發(fā)為主,人力資源的開發(fā)和利用已經(jīng)成為區(qū)域經(jīng)濟增長的核心問題。通過分析青島開發(fā)區(qū)的人力資源開發(fā)的實際情況,以人力資源理論和經(jīng)濟增長理論為指導,對青島開發(fā)區(qū)人力資源、經(jīng)濟增長現(xiàn)狀進行總結,以青島開發(fā)區(qū)經(jīng)濟增長的近十年具體數(shù)據(jù)為依托,建立經(jīng)濟模型進行實證分析,研究了人力資源開發(fā)要素對地區(qū)經(jīng)濟增長的影響。其中從人力資源數(shù)量、素質,三大產(chǎn)業(yè)從業(yè)人數(shù)以及外部人力資源流入三個方面入手,對人力資源與青島開發(fā)區(qū)經(jīng)濟增長進行了實證研究,結果表明:第一,人力資源數(shù)量及素質影響方面:選取了青島開發(fā)區(qū)國內生產(chǎn)總值與專業(yè)技術人員數(shù)、各類在校學生數(shù)、全區(qū)職工人數(shù)、教育科技費用投資等多個指標,,并以此建立多元回歸方程,以找到人力資源開發(fā)要素對經(jīng)濟增長影響的主要作用。通過實證分析,得出教育科技費用投資是人力資源開發(fā)中促進青島開發(fā)區(qū)地區(qū)經(jīng)濟增長的重要因素,專業(yè)技術人員數(shù)量次之。第二,三大產(chǎn)業(yè)從業(yè)人數(shù)影響方面:對于人力資源與區(qū)域經(jīng)濟增長,第三產(chǎn)業(yè)從業(yè)人員數(shù)對國內生產(chǎn)總值的影響最顯著,第二產(chǎn)業(yè)從業(yè)人員數(shù)次之,青島開發(fā)區(qū)當前應加快第一產(chǎn)業(yè)人員向第二、第三產(chǎn)業(yè)轉移。第三,外部人力資源流入方面:青島開發(fā)區(qū)國內生產(chǎn)總值與社會新流入中專畢業(yè)生數(shù)關系是顯著的,若是區(qū)域外相同素質的人力資源能流入?yún)^(qū)域內顯然對青島開發(fā)區(qū)經(jīng)濟增長是有利的。通過實證分析得到的結果,探究青島開發(fā)區(qū)通過人力資源開發(fā)對于促進經(jīng)濟增長所帶來的顯著效應。文章再充分結合區(qū)域經(jīng)濟學,人力資源開發(fā)理論以及技術性方法的運用,對問題進行綜合分析,在此基礎上探究促進地區(qū)經(jīng)濟增長的途徑,并在文章中從多方面、多角度提出具體的有針對性的政策建議以期對青島開發(fā)區(qū)的人力資源合理開發(fā)提供幫助,這對地區(qū)經(jīng)濟增長也具有一定的現(xiàn)實意義。綜上所述,文章在行文過程中既實現(xiàn)了從總體上把握,又在細節(jié)上深入分析。
[Abstract]:Human resources are the most active, active and creative factors in the current economic production process. In the era of knowledge economy, the direction of human development in the future must be changed from relying on the development of natural resources to the development of human resources. The development and utilization of human resources has become the core problem of regional economic growth. By analyzing the actual situation of human resources development in Qingdao Development Zone, and guided by the theory of human resources and economic growth, the paper gives an analysis of the human resources of Qingdao Development Zone. The current situation of economic growth is summarized. Based on the specific data of Qingdao Development Zone in the past ten years, an economic model is established for empirical analysis. This paper studies the influence of human resource development factors on regional economic growth, including the quantity of human resources, the quality of human resources, the number of employees in three industries and the inflow of external human resources. An empirical study on human resources and economic growth in Qingdao Development Zone is conducted. The results show that: first, the number of human resources and the impact of quality: the gross domestic product of Qingdao Development Zone, the number of professional and technical personnel, the number of students in various schools, In order to find out the main effect of the factors of human resource development on economic growth, this paper establishes the multiple regression equation, such as the number of staff in the whole region, the investment of education and science and technology, and so on. It is concluded that investment in educational science and technology expenditure is an important factor in promoting economic growth in Qingdao Development Zone in the development of human resources, followed by the number of professional and technical personnel. Second, In terms of the number of employees in three major industries, the number of employees in the tertiary industry has the most significant impact on the GDP for human resources and regional economic growth, and the number of employees in the secondary industry has a number of impacts on GDP. At present, Qingdao Development Zone should speed up the transfer of primary industry personnel to the second and third industries. Third, the external human resources inflow: the relationship between the gross domestic product of Qingdao Development Zone and the number of new social inflow secondary school graduates is significant. If human resources of the same quality outside the region can flow into the region, it is obviously beneficial to the economic growth of Qingdao Development Zone. This paper probes into the remarkable effect of human resource development in Qingdao Development Zone on promoting economic growth. The paper also fully combines the application of regional economics, human resource development theory and technical methods to analyze the problems comprehensively. On this basis, this paper explores the ways to promote regional economic growth, and puts forward specific and targeted policy recommendations from many aspects and angles in order to provide help for the rational development of human resources in Qingdao Development Zone. To sum up, in the process of writing, the article not only realized the overall grasp, but also in-depth analysis in detail.
