【摘要】：20世紀(jì)90年代以后,隨著全球經(jīng)濟(jì)的發(fā)展與人口數(shù)量的上升,人們逐漸的意識(shí)到石化能源等常規(guī)能源的大量使用造成的嚴(yán)重環(huán)境問(wèn)題,可持續(xù)發(fā)展逐漸成為世界的發(fā)展主題。在我國(guó),面對(duì)粗放性的經(jīng)濟(jì)和日趨嚴(yán)重的環(huán)境污染問(wèn)題,于是政府提出了建設(shè)環(huán)境友好型和資源節(jié)約型社會(huì)、升級(jí)產(chǎn)業(yè)結(jié)構(gòu)、大力發(fā)展循環(huán)經(jīng)濟(jì)的號(hào)召。 靜脈產(chǎn)業(yè)園區(qū)作為靜脈產(chǎn)業(yè)的主要存在方式,是以減量化、再利用、再循環(huán)(Reduce、 Reuse、Recycle)為指導(dǎo)原則,采用先進(jìn)的生態(tài)技術(shù),將生產(chǎn)、流通、消費(fèi)過(guò)程中產(chǎn)生的廢棄物資源化的新型生態(tài)工業(yè)園區(qū),從而達(dá)到減少?gòu)U物排放、降低環(huán)境污染、節(jié)約資源的目標(biāo)。將傳統(tǒng)經(jīng)濟(jì)以”資源—產(chǎn)品—污染排放”單向流動(dòng)線性經(jīng)濟(jì)發(fā)展模式轉(zhuǎn)變?yōu)椤辟Y源—產(chǎn)品—再生資源”為特征的閉合循環(huán)式流程的靜脈產(chǎn)業(yè)園區(qū),已經(jīng)成為世界工業(yè)園區(qū)未來(lái)發(fā)展的重要方向,發(fā)達(dá)國(guó)家早已開展靜脈產(chǎn)業(yè)園的理論和實(shí)踐的研究。隨著我國(guó)循環(huán)經(jīng)濟(jì)的快速發(fā)展,靜脈產(chǎn)業(yè)園區(qū)的規(guī)劃建設(shè)也逐漸成為生態(tài)工業(yè)園區(qū)研究的重要方向之一 我國(guó)靜脈產(chǎn)業(yè)園區(qū)規(guī)劃建設(shè)尚處于剛剛起步階段,理論研究滯后、實(shí)踐經(jīng)驗(yàn)較少,我還沒(méi)有形成統(tǒng)一的規(guī)劃思路,以至于開發(fā)建設(shè)中產(chǎn)生了諸多的問(wèn)題。引起了社會(huì)學(xué)、環(huán)境學(xué)、生態(tài)學(xué)以及經(jīng)濟(jì)學(xué)方面家專學(xué)者的廣泛關(guān)注,但在城市規(guī)劃領(lǐng)域相關(guān)研究成果較少,而且從宏觀的城市規(guī)劃角度闡述靜脈產(chǎn)業(yè)園區(qū)與城市產(chǎn)業(yè)布局、產(chǎn)業(yè)鏈關(guān)系的相關(guān)研究更加稀少。 本文通過(guò)總結(jié)國(guó)內(nèi)外靜脈產(chǎn)業(yè)園區(qū)的建設(shè)實(shí)踐,梳理各學(xué)科的相關(guān)研究成果,從城市規(guī)劃的視角總結(jié)了靜脈產(chǎn)業(yè)園區(qū)的概念、功能、特征,并就其與城市的關(guān)系從產(chǎn)業(yè)與布局選址兩個(gè)方面進(jìn)行了探索,同時(shí)提出園區(qū)的空間布局應(yīng)該統(tǒng)籌產(chǎn)業(yè)鏈的構(gòu)建。并從園區(qū)布局不同的布局模式入手,以期從城市規(guī)劃角度為靜脈產(chǎn)業(yè)園區(qū)建設(shè)指明方向。
[Abstract]:After 1990s, with the development of global economy and the increase of population, people gradually realized the serious environmental problems caused by the extensive use of conventional energy, such as fossil energy. Sustainable development has gradually become the theme of development in the world. In our country, in the face of extensive economy and increasingly serious environmental pollution, the government has proposed to build an environment-friendly and resource-saving society and upgrade the industrial structure. The call for vigorously developing circular economy. As the main mode of existence of vein industry, the venous industrial park is based on the guiding principle of reducing, reusing, recycling and reusing, adopting advanced ecological technology to produce and circulate. A new type of eco-industrial park with recycling of waste produced in the process of consumption, thus reducing waste emissions and reducing environmental pollution, The goal of saving resources is to change the traditional economy from "resource-product-pollution emission" one-way flow linear economic development model to "resource-product-regenerative resource" closed circulation process of venous industrial park, It has become an important direction for the future development of industrial parks in the world. The theory and practice of venous industrial parks have been studied in developed countries for a long time. With the rapid development of circular economy in China, The planning and construction of the venous industrial park has gradually become one of the important research directions of the ecological industrial park. The planning and construction of the venous industrial park in China is still in its infancy, the theoretical research is lagging behind, and the practical experience is less. I have not formed a unified planning idea, so that a lot of problems have arisen in the development and construction of the park, which has given rise to sociology. Scholars in the fields of environment, ecology and economics have paid close attention to it, but there are few related research results in the field of urban planning, and the venous industrial parks and the layout of urban industries are expounded from the perspective of macro urban planning. The related research of industrial chain relation is more rare. This paper summarizes the construction practice of venous industrial park at home and abroad, combs the related research results of various disciplines, summarizes the concept, function and characteristics of venous industrial park from the perspective of urban planning. The relationship between the park and the city is explored from the two aspects of industry and location, and the spatial layout of the park should be integrated with the construction of the industrial chain. In order to point out the direction of venous industrial park construction from the angle of urban planning.
