【摘要】：產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展與就業(yè)結(jié)構(gòu)的調(diào)整既相互影響又相互制約,如何協(xié)調(diào)人口就業(yè)與經(jīng)濟發(fā)展的關系,是湖南省經(jīng)濟持續(xù)發(fā)展要面臨的重要問題。目前湖南省經(jīng)濟發(fā)展勢頭一路向好,在經(jīng)濟增長的過程中,產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級速度很快,然而與之相應的勞動力就業(yè)結(jié)構(gòu)的變化并未跟上產(chǎn)業(yè)結(jié)構(gòu)變化的腳步,產(chǎn)業(yè)與就業(yè)結(jié)構(gòu)偏離指數(shù)偏高,勞動力轉(zhuǎn)移受到了阻礙,使得就業(yè)壓力倍增。目前,湖南省正處于工業(yè)化中后期,是產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型的關鍵時期。在產(chǎn)業(yè)結(jié)構(gòu)升級和就業(yè)壓力增大的雙重背景下,如何協(xié)調(diào)勞動力就業(yè)與經(jīng)濟發(fā)展的關系,使就業(yè)結(jié)構(gòu)變化跟上經(jīng)濟發(fā)展的腳步,是一個重大現(xiàn)實問題。 本文在國內(nèi)外相關研究的基礎上,結(jié)合配第—克拉克定理、劉易斯和拉尼斯—費景漢研究模型以及勞動力供需理論,分析了湖南省產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的作用關系。根據(jù)湖南省目前產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的發(fā)展趨勢,從就業(yè)彈性,結(jié)構(gòu)偏離度,結(jié)構(gòu)協(xié)同度三個方面分析了兩者發(fā)展的協(xié)調(diào)度。并總結(jié)分析了湖南省產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)協(xié)調(diào)發(fā)展所面臨的問題以及導致問題產(chǎn)生的影響因素。最后在湖南省經(jīng)濟社會政策協(xié)調(diào)發(fā)展的目標基礎上,提出了促進湖南省產(chǎn)業(yè)轉(zhuǎn)型和就業(yè)結(jié)構(gòu)調(diào)整的具體政策措施。
[Abstract]:The development of industrial structure and employment structure adjustment can affect each other, how to coordinate the relationship between employment and economic development, is an important problem facing the sustainable development of economy in Hunan province. The current momentum of economic development in Hunan province is a good direction, in the economic growth process, the optimization and upgrading of industrial structure is very fast. However, changes in the employment structure and the industrial structure did not keep up with the pace of change, industry and employment structure deviation index is high, labor transfer is hindered, the employment pressure. At present, Hunan province is in the middle and late industrialization, is a critical period of transformation of industrial structure. In the dual background of the upgrading of the industrial structure and employment pressure increasing, how to coordinate the relationship between the labor employment and the economic development, the employment structure change to keep up with the pace of economic development, is a major practical problem.
Based on the research at home and abroad, combined with the petty - Clark theorem, Lewis and Fei Jinghan Ranis model and the labor supply and demand theory, analyzes the relationship between industrial structure and employment in Hunan province. According to the present Hunan province industry structure and development trend of industry structure, the employment elasticity, structure deviation degree, of the three aspects of the coordination between the development of coordination structure and summarizes the influence factors faced by the Hunan Province industrial structure and employment structure coordinated development problems and cause problems. Finally in the target of coordinated development of economy and society in Hunan province policy, put forward specific policies to promote industrial restructuring and measures in Hunan province the employment structure adjustment.
