【摘要】：隨著我國(guó)經(jīng)濟(jì)的不斷發(fā)展，西部大開發(fā)戰(zhàn)略的實(shí)施，作為新疆首府的烏魯木齊市經(jīng)濟(jì)實(shí)現(xiàn)了快速、持續(xù)、穩(wěn)步發(fā)展，各項(xiàng)惠民政策不斷落實(shí)，人民生活得到了極大地改善，居民收入快速增長(zhǎng)，，然而居民收入分配存在諸多問(wèn)題，居民內(nèi)部之間的收入差距不斷擴(kuò)大。低收入群體的產(chǎn)生可能會(huì)引起相當(dāng)大的社會(huì)磨擦和社會(huì)影響。烏魯木齊城鎮(zhèn)居民收入差距日益拉大，低收入群體與高收入群體之間的貧富差距的擴(kuò)大，在制約經(jīng)濟(jì)增長(zhǎng)的同時(shí)，會(huì)影響社會(huì)和諧與穩(wěn)定。近年來(lái)，居民消費(fèi)價(jià)格指數(shù)(CPI)的快速上漲，給各收入階層居民的日常生活帶來(lái)了不同程度的影響,直接影響到城鄉(xiāng)居民家庭的生活水平和質(zhì)量，尤其是城市低收入群體。關(guān)注低收入群體生活，加強(qiáng)對(duì)在物價(jià)上漲下烏魯木齊城市低收入家庭生活狀況的研究，也成為當(dāng)前事關(guān)烏魯木齊改革、發(fā)展、穩(wěn)定全局的一項(xiàng)重要任務(wù)。本文對(duì)2007-2011年來(lái)烏魯木齊市低收入居民收入、支出、消費(fèi)結(jié)構(gòu)變化以及與物價(jià)上漲的關(guān)系進(jìn)行研究，并結(jié)合近年來(lái)烏魯木齊市已出臺(tái)的民生政策，就如何減輕物價(jià)上漲對(duì)低收入居民生活水平的影響，保障和改善民生進(jìn)行有益探討。希望能為烏魯木齊市研究落實(shí)民生政策、實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)與人的全面健康發(fā)展提供參考意見。
[Abstract]:With the continuous economic development of our country and the implementation of the strategy of developing the western region, Urumqi, as the capital of Xinjiang, has achieved rapid, sustained and steady economic development, and various policies for the benefit of the people have been continuously implemented, and people's lives have been greatly improved. Residents' income is growing rapidly. However, there are many problems in the distribution of residents' income. The income gap among residents is constantly widening. The generation of low-income groups may cause considerable social friction and social impact. The income gap among urban residents in Urumqi is widening day by day. The widening gap between the rich and the poor between the low-income group and the high-income group will not only restrict economic growth, but also affect social harmony and stability. In recent years, the consumer price index (CPI) has risen rapidly. Affecting the daily life of all income groups to varying degrees, directly affecting the standard of living and the quality of life of urban and rural households, especially the low-income groups in urban areas, and paying close attention to the life of low-income groups, Strengthening the research on the living conditions of low-income families in Urumqi under the rising prices has also become an important task concerning the reform, development and stability of Urumqi. This paper focuses on the income of low-income residents in Urumqi from 2007 to 2011. The relationship between expenditure, changes in consumption structure and price rise is studied. Combining with the policies on people's livelihood that have been issued in Urumqi in recent years, this paper discusses how to reduce the impact of rising prices on the living standards of low-income residents. It is hoped that this paper can provide reference for Urumqi city to study and implement the policy of people's livelihood and realize the comprehensive and healthy development of economy, society and people.
