【摘要】：產(chǎn)業(yè)集群在區(qū)域經(jīng)濟(jì)的發(fā)展中扮演著重要的角色。區(qū)域經(jīng)濟(jì)的快速發(fā)展，都離不開產(chǎn)業(yè)集群的形成和升級(jí)。就如何利用產(chǎn)業(yè)集群來促進(jìn)區(qū)域經(jīng)濟(jì)的發(fā)展問題歸根到底是產(chǎn)業(yè)集群的升級(jí)問題。如何促進(jìn)產(chǎn)業(yè)集群的升級(jí)，是國(guó)內(nèi)外研究的熱點(diǎn)和難點(diǎn)。本文認(rèn)為，創(chuàng)新是產(chǎn)業(yè)集群升級(jí)的根本因素，當(dāng)創(chuàng)新從線性模式發(fā)展到網(wǎng)絡(luò)模式的時(shí)候，加強(qiáng)和完善區(qū)域創(chuàng)新網(wǎng)絡(luò)是產(chǎn)業(yè)集群升級(jí)的重要途徑。 本文的研究對(duì)象是遼寧省產(chǎn)業(yè)集群。遼寧省產(chǎn)業(yè)集群已經(jīng)初步的形成并快速發(fā)展。主要的特點(diǎn)是：沿海地區(qū)經(jīng)濟(jì)發(fā)展速度快潛力大、龍頭企業(yè)帶動(dòng)是重點(diǎn)產(chǎn)業(yè)集群形成的主體、中小型企業(yè)產(chǎn)業(yè)集群有力地推動(dòng)了技術(shù)進(jìn)步和產(chǎn)業(yè)集群的升級(jí)。與經(jīng)濟(jì)快速發(fā)展地區(qū)的產(chǎn)業(yè)集群對(duì)比，可知制約遼寧省產(chǎn)業(yè)集群升級(jí)的關(guān)鍵因素是：產(chǎn)業(yè)集群內(nèi)產(chǎn)業(yè)關(guān)聯(lián)性差、產(chǎn)業(yè)集聚度不高、企業(yè)自主創(chuàng)新能力弱以及產(chǎn)業(yè)集群內(nèi)中介服務(wù)體系不完善。 本文闡述了區(qū)域創(chuàng)新網(wǎng)絡(luò)的內(nèi)涵及其對(duì)產(chǎn)業(yè)集群升級(jí)的影響，分析了遼寧省區(qū)域創(chuàng)新網(wǎng)絡(luò)的現(xiàn)狀，，得出以下結(jié)論：○1完善的、適宜創(chuàng)新的區(qū)域創(chuàng)新網(wǎng)絡(luò)能夠促進(jìn)產(chǎn)業(yè)集群的升級(jí)；○2遼寧省區(qū)域創(chuàng)新網(wǎng)絡(luò)的創(chuàng)新能力處在中等水平；○3加大創(chuàng)新資源的投入，增強(qiáng)創(chuàng)新網(wǎng)絡(luò)的協(xié)同創(chuàng)新能力，改善創(chuàng)新環(huán)境，提高創(chuàng)新績(jī)效可以增強(qiáng)區(qū)域創(chuàng)新網(wǎng)絡(luò)的創(chuàng)新能力從而促進(jìn)產(chǎn)業(yè)集群的升級(jí)。 本文運(yùn)用信度檢驗(yàn)和因子分析的方法處理調(diào)查問卷數(shù)據(jù)，結(jié)果驗(yàn)證了遼寧省的區(qū)域創(chuàng)新網(wǎng)絡(luò)能夠促進(jìn)產(chǎn)業(yè)集群升級(jí)。 本文在對(duì)遼寧省產(chǎn)業(yè)集群現(xiàn)狀和區(qū)域創(chuàng)新網(wǎng)絡(luò)現(xiàn)狀的分析的基礎(chǔ)上，結(jié)合產(chǎn)業(yè)集群的相關(guān)理論和實(shí)證分析的結(jié)果，提出基于區(qū)域創(chuàng)新網(wǎng)絡(luò)的促進(jìn)遼寧省產(chǎn)業(yè)集群升級(jí)的六條建議，它們分別是：完善中介服務(wù)體系、充分發(fā)揮政府職能、增強(qiáng)區(qū)域創(chuàng)新網(wǎng)絡(luò)中企業(yè)的創(chuàng)新能力、提高區(qū)域創(chuàng)新網(wǎng)絡(luò)整體的學(xué)習(xí)能力、積極參與國(guó)際分工以融入全球價(jià)值鏈和加快基礎(chǔ)設(shè)施的建設(shè)。
[Abstract]:Industrial clusters play an important role in the development of regional economy. The problem of how to use industrial cluster to promote the development of regional economy is, in the final analysis, the problem of upgrading of industrial cluster, how to promote the upgrading of industrial cluster, and how to promote the upgrading of industrial cluster. This paper holds that innovation is the fundamental factor of industrial cluster upgrading. When innovation develops from linear mode to network mode, strengthening and perfecting regional innovation network is an important way to upgrade industrial cluster. The research object of this paper is Liaoning Province industrial cluster, which has been formed and developed rapidly. The main characteristics of this paper are: the rapid economic development of coastal areas has great potential. Leading enterprises drive is the main body of the formation of key industrial clusters. Industrial clusters of small and medium-sized enterprises have promoted technological progress and upgrading of industrial clusters, compared with industrial clusters in areas with rapid economic development. The key factors that restrict the upgrading of industrial clusters in Liaoning Province are the poor industrial relevance, the low degree of industrial concentration, the weak independent innovation ability of enterprises and the imperfect intermediary service system in industrial clusters. This paper expounds the connotation of regional innovation network and its influence on the upgrading of industrial cluster, analyzes the present situation of regional innovation network in Liaoning Province, and draws the following conclusions: 1. The regional innovation network suitable for innovation can promote the upgrading of industrial cluster. The innovation ability of Liaoning regional innovation network is at the middle level. It can increase the input of innovation resources, enhance the collaborative innovation ability of innovation network, and improve the innovation environment. Improving innovation performance can enhance the innovation ability of regional innovation network and promote the upgrading of industrial clusters. In this paper, the reliability test and factor analysis are used to process the questionnaire data. The results show that the regional innovation network in Liaoning Province can promote the upgrading of industrial clusters. Based on the analysis of the status quo of industrial clusters and regional innovation networks in Liaoning Province, this paper combines the relevant theories and empirical results of industrial clusters. Six suggestions are put forward to promote the upgrading of Liaoning industrial cluster based on regional innovation network. They are: perfect intermediary service system, give full play to government function, and enhance the innovation ability of enterprises in regional innovation network. Improve the learning ability of the regional innovation network, actively participate in the international division of labor to integrate into the global value chain and accelerate the construction of infrastructure.
