【摘要】：改革開放以來,我國經(jīng)濟(jì)發(fā)迅猛發(fā)展,全國居民整體收入水平迅速提高,但是城鄉(xiāng)收入差距卻不斷拉大。針對這一問題,國內(nèi)外學(xué)者對其產(chǎn)生的原因進(jìn)行了研究,并且從不同角度對城鄉(xiāng)收入差距問題做出了解釋。隨著人力資本理論的產(chǎn)生與發(fā)展,許多學(xué)者開始用人力資本理論對城鄉(xiāng)居民收入差距問題進(jìn)行分析探討,他們的研究方向和具體成果雖然存在一定差異,但基本上形成了一個(gè)共識：人力資本存量的大小會對其載體的收入分配產(chǎn)生相當(dāng)大的影響。然而,就我國目前人力資本理論的研究狀況看,雖然有關(guān)人力資本與城鄉(xiāng)收入差距的相關(guān)性研究較多,但大多數(shù)的研究沒有闡明二者的本質(zhì)聯(lián)系。人力資本要想真正對城鄉(xiāng)收入造成影響,就必須以一定的制度保障為基礎(chǔ),否則人力資本自身很難發(fā)揮其作用,這些制度保障從本質(zhì)上講其實(shí)就是人力資本產(chǎn)權(quán)及其相關(guān)制度等問題。人力資本也是一種資本,那就必然存在著與物質(zhì)資本一樣的產(chǎn)權(quán)及產(chǎn)權(quán)歸屬關(guān)系等問題,如果居民自身的人力資本產(chǎn)權(quán)得不到有效的保障,就會使其人力資本的真實(shí)價(jià)值受到很大損失,即主體的人力資本水平與其自身的收入水平不存在有效的對應(yīng)關(guān)系,這樣就會造成人力資本理論對城鄉(xiāng)收入差距解釋的失效,因此探討和研究人力資本產(chǎn)權(quán)問題具有重要的理論意義與現(xiàn)實(shí)意義。文章在繆爾達(dá)爾所提出的“累積性循環(huán)因果”的理論基礎(chǔ)之上,將人力資本理論與產(chǎn)權(quán)理論結(jié)合起來,致力于運(yùn)用人力資本產(chǎn)權(quán)理論對我國居民的城鄉(xiāng)收入差距做出了分析與解釋,并提出相關(guān)的政策建議。
[Abstract]:Since the reform and opening up, the economy of our country has developed rapidly, the whole income level of the whole country has been raised rapidly, but the income gap between urban and rural areas has been widening. In view of this problem, the domestic and foreign scholars have studied the reasons for this problem. With the emergence and development of the theory of human capital, many scholars began to use the theory of human capital to analyze the income gap between urban and rural residents. Although there are some differences in their research direction and specific results, there is a consensus that the size of human capital stock will have a considerable impact on the income distribution of their carriers. As far as the current research situation of human capital theory in China is concerned, although there are more studies on the correlation between human capital and urban-rural income gap, However, most studies have not clarified the essential link between the two. If human capital is to have a real impact on urban and rural income, it must be based on a certain system of protection, otherwise, human capital itself is very difficult to play its role. These institutional safeguards are essentially human capital property rights and their related systems. Human capital is also a kind of capital, so there must be problems such as property rights and the ownership of property rights as well as material capital. If the property rights of human capital of residents are not effectively guaranteed, the real value of human capital will suffer a great loss, that is, the level of human capital of the main body does not have an effective corresponding relationship with its own income level. This will result in the failure of human capital theory to explain the income gap between urban and rural areas. Therefore, it is of great theoretical and practical significance to explore and study the property rights of human capital. On the basis of the theory of "cumulative cyclic causality" put forward by Muirdar, this paper combines the theory of human capital with the theory of property right. This paper analyzes and explains the urban-rural income gap of Chinese residents by using the theory of human capital property right, and puts forward some relevant policy suggestions.
