【摘要】：改革開放以來，我國經(jīng)濟迅速發(fā)展的同時也帶來了一系列的生態(tài)環(huán)境問題。自然災(zāi)害頻發(fā)、生態(tài)環(huán)境污染、資源低效利用不僅違背了國家經(jīng)濟又好又快發(fā)展的初衷，更危害著人們的日常生活和健康。進入21世紀，以“3R”原則—減量化、再利用、資源化—為基礎(chǔ)建立起來的循環(huán)經(jīng)濟模式無疑是實現(xiàn)可持續(xù)發(fā)展的根本途徑。 近年來，隨著我國經(jīng)濟的迅猛發(fā)展，單個區(qū)域的經(jīng)濟行為關(guān)聯(lián)性早已不僅僅局限于其區(qū)域范圍本身。區(qū)域經(jīng)濟的本質(zhì)之一就是其外部性，是區(qū)域間的相互影響，隨著國家區(qū)域開發(fā)重點由南向北推移，京津冀區(qū)域經(jīng)濟一體化發(fā)展已成為我國區(qū)域經(jīng)濟發(fā)展的一項重要內(nèi)容。在北京建設(shè)世界城市大背景下，京津冀區(qū)域發(fā)展所面臨的經(jīng)濟增長方式粗放，，生態(tài)環(huán)境污染嚴重，資源日益枯竭等問題更為凸顯，嚴重的霧霾天氣為京津冀傳統(tǒng)產(chǎn)業(yè)的發(fā)展敲響了警鐘。京津冀地理接壤，產(chǎn)業(yè)發(fā)展階段和結(jié)構(gòu)相似，面對資源、環(huán)境、人口等壓力，生態(tài)產(chǎn)業(yè)鏈作為經(jīng)濟與環(huán)境協(xié)調(diào)發(fā)展的有效模式是促進區(qū)域間合作的一種必然選擇。 論文首先對循環(huán)經(jīng)濟和生態(tài)產(chǎn)業(yè)鏈的國內(nèi)外研究進行綜述和評析，介紹了本文用到的一些基本理論：循環(huán)經(jīng)濟理論、生態(tài)產(chǎn)業(yè)鏈理論、關(guān)鍵種理論等。隨后對京津冀地區(qū)的生態(tài)產(chǎn)業(yè)鏈現(xiàn)狀進行了分析，列舉了當前開發(fā)的一些生態(tài)產(chǎn)業(yè)園，找出了生態(tài)產(chǎn)業(yè)體系中存在的問題。為了解決以上問題，在京津冀生態(tài)產(chǎn)業(yè)現(xiàn)狀分析的基礎(chǔ)上，優(yōu)選關(guān)鍵種產(chǎn)業(yè)，提出“建鏈”、“增鏈”、“補鏈”的思路及手段，設(shè)計和構(gòu)建了幾條主導(dǎo)生態(tài)產(chǎn)業(yè)鏈：鋼鐵、生物醫(yī)藥、石油化工、煤炭和農(nóng)業(yè)產(chǎn)業(yè)鏈。接下來從產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)業(yè)集中度和產(chǎn)業(yè)轉(zhuǎn)移的角度，對京津冀生態(tài)產(chǎn)業(yè)進行比較，最終確定區(qū)域循環(huán)經(jīng)濟發(fā)展的重點。根據(jù)各項指標得出的結(jié)論，將京津冀劃分出四個重點產(chǎn)業(yè)區(qū)和三條生態(tài)產(chǎn)業(yè)鏈，并繪制了空間布局圖。在文章的最后，依次從企業(yè)層面、園區(qū)層面和社會層面，結(jié)合文中所介紹的理論和分析結(jié)果，提出了促進京津冀生態(tài)產(chǎn)業(yè)一體化的對策建議。
[Abstract]:Since the reform and opening up, the rapid economic development of our country has also brought about a series of ecological environmental problems. Frequent natural disasters, pollution of ecological environment and inefficient utilization of resources not only violate the original intention of good and rapid development of the national economy. In 21th century, the circular economy model established on the basis of the "3R" principle-reduction, reuse and resource-is undoubtedly the fundamental way to realize sustainable development. In recent years, with the rapid development of China's economy, the relevance of economic behavior in a single region has long been not limited to its regional scope itself. One of the essence of regional economy is its externality, which is the mutual influence between regions. With the development of national regional development from south to north, regional economic integration between Beijing, Tianjin and Hebei has become an important part of regional economic development in China. The problems such as extensive economic growth, serious ecological pollution and resource depletion in the development of Beijing-Tianjin-Hebei region have become more prominent. The severe haze weather has sounded the alarm for the development of traditional industry in Beijing-Tianjin-Hebei, which borders on the geography of Beijing-Tianjin-Hebei. In the face of the pressure of resources, environment and population, the eco-industrial chain, as an effective model for the coordinated development of economy and environment, is an inevitable choice to promote interregional cooperation. First of all, the paper summarizes and evaluates the domestic and foreign research on circular economy and eco-industrial chain, and introduces some basic theories used in this paper: circular economy theory, eco-industrial chain theory, and ecological industrial chain theory. Then it analyzes the current situation of ecological industrial chain in Beijing-Tianjin-Hebei region, enumerates some eco-industrial parks currently being developed, and finds out the problems existing in the eco-industrial system. In order to solve the above problems, On the basis of the analysis of the present situation of ecological industry in Beijing-Tianjin-Hebei province, the key industries are selected, the train of thought and means of "building chain", "increasing chain" and "mending chain" are put forward, and several leading ecological industrial chains are designed and constructed: iron and steel, biomedicine, petroleum and chemical industry. The industrial chain of coal and agriculture. From the angle of industrial structure, industrial concentration and industrial transfer, this paper compares the ecological industry of Beijing-Tianjin-Hebei, and finally determines the key point of regional circular economy development. This paper divides Beijing, Tianjin and Hebei into four key industrial zones and three ecological industrial chains, and draws a spatial layout map. At the end of the article, the author combines the theory and analysis results introduced in the paper from the enterprise level, the park level and the social level. The countermeasures and suggestions to promote the integration of Beijing, Tianjin and Hebei ecological industry are put forward.
