【摘要】：自2006年胡錦濤主席在中國(guó)文聯(lián)第八次全國(guó)代表大會(huì)、中國(guó)作協(xié)第七次全國(guó)代表大會(huì)上的講話中提出，“提升國(guó)家軟實(shí)力是擺在我們面前的一個(gè)重大現(xiàn)實(shí)課題”以來，，國(guó)內(nèi)的軟實(shí)力理論研究如火如荼。國(guó)家在“十一五”、“十二五”規(guī)劃中不斷推行環(huán)渤海區(qū)域的經(jīng)濟(jì)一體化戰(zhàn)略，說明環(huán)渤海區(qū)域內(nèi)部加強(qiáng)溝通合作已勢(shì)在必行。本文立足于環(huán)渤海區(qū)域打造繼長(zhǎng)江三角洲、珠江三角洲后中國(guó)競(jìng)爭(zhēng)力的“第三極”角度，認(rèn)為環(huán)渤海區(qū)域的競(jìng)爭(zhēng)力提升不能僅僅依靠提升硬實(shí)力，更應(yīng)考慮在“硬實(shí)力”發(fā)展中“軟實(shí)力”彰顯的作用與價(jià)值。 本文主要內(nèi)容分為以下幾個(gè)方面： 首先，分析國(guó)內(nèi)外軟實(shí)力理論、區(qū)域競(jìng)爭(zhēng)力理論及區(qū)域軟實(shí)力理論，并結(jié)合自身對(duì)軟實(shí)力的認(rèn)識(shí)，重新界定區(qū)域軟實(shí)力內(nèi)涵、要素構(gòu)成，以此作為本文寫作的理論支撐。 其次，根據(jù)構(gòu)成要素構(gòu)建區(qū)域軟實(shí)力指標(biāo)體系，并提出LISREL理論模型與研究假設(shè)。運(yùn)用LISREL軟件，對(duì)區(qū)域軟實(shí)力結(jié)構(gòu)方程模型進(jìn)行擬合、檢驗(yàn)并分析。通過結(jié)構(gòu)方程模型潛變量間效應(yīng)結(jié)果，分析并計(jì)算出全國(guó)290個(gè)城市軟實(shí)力構(gòu)建得分及排名，按區(qū)域劃分方法將全國(guó)290個(gè)城市劃分為六大區(qū)域，通過聚類分析及多元尺度等分析方法發(fā)現(xiàn)，環(huán)渤海區(qū)域軟實(shí)力發(fā)展雖與東南地區(qū)相近，但與東南地區(qū)中的長(zhǎng)江三角洲、珠江三角洲差距較大。 最后，本文基于結(jié)構(gòu)方程模型中軟實(shí)力各要素角度，對(duì)現(xiàn)階段環(huán)渤海區(qū)域的人力資源、文化資源、民眾意識(shí)、城市宣傳及政府執(zhí)政力度各要素的發(fā)展進(jìn)行分析并給以提升策略，并針對(duì)現(xiàn)階段國(guó)家大力推行環(huán)渤海區(qū)域發(fā)展戰(zhàn)略角度，說明環(huán)渤海區(qū)域軟實(shí)力未來發(fā)展方向。
[Abstract]:Since President Hu Jintao put forward in his speech at the 8th National Congress of the Chinese Federation of Literary and Cultural Affairs and the 7th National Congress of the Chinese Writers Association on 2006, "upgrading national soft power is a major realistic issue before us," The study of domestic soft power theory is in full swing. In the 11th Five-Year Plan and the 12th Five-Year Plan, the country has been carrying out the economic integration strategy of the Bohai Rim region. It shows that it is imperative to strengthen communication and cooperation within the Bohai Rim region. This paper bases on the Bohai Rim region to build the "third pole" angle of China's competitiveness after the Yangtze River Delta and the Pearl River Delta. It is concluded that the enhancement of the competitiveness of the Bohai region should not only depend on the enhancement of hard power, but also consider the role and value of "soft power" in the development of "hard power". The main contents of this paper are as follows:. Firstly, it analyzes the theory of soft power at home and abroad, the theory of regional competitiveness and the theory of regional soft power, and redefines the connotation and elements of regional soft power in combination with its own understanding of soft power, which is used as the theoretical support of this paper. Secondly, the index system of regional soft power is constructed according to the constituent elements, and the theoretical model and research hypothesis of LISREL are put forward. The model of regional soft power structure equation is fitted by using LISREL software. Test and analyze. Through the result of latent variable effect of structural equation model, analyze and calculate the score and rank of the construction of soft power of 290 cities in China, divide 290 cities into six regions according to the method of regional division. Through cluster analysis and multivariate scale analysis, it is found that the development of soft power in the Bohai Rim region is close to that in the southeast region, but it is far behind the Yangtze River Delta and the Pearl River Delta in the Southeast region. Finally, based on the structural equation model of the soft power elements of the point of view, the current Bohai region around the human resources, cultural resources, public awareness, This paper analyzes the development of various elements of the city propaganda and the government's ruling power and gives the promotion strategy, and explains the future development direction of the soft power around the Bohai Sea region from the point of view of promoting the development strategy of the Bohai Rim region at the present stage.
