【摘要】：改革開放以來,伴隨我國經(jīng)濟(jì)的高速發(fā)展,收入差距持續(xù)擴(kuò)大,并引發(fā)了一系列社會(huì)經(jīng)濟(jì)問題。對(duì)于收入差距的相關(guān)理論研究長(zhǎng)期以來都是社會(huì)各界關(guān)注的焦點(diǎn)之一。 本文提出了研究收入差距的一個(gè)新概念——能力性收入差距,分析了能力性收入差距的內(nèi)涵及本質(zhì)。在全面梳理和廣泛借鑒國內(nèi)外相關(guān)理論和研究成果的基礎(chǔ)上,本文初步構(gòu)建了衡量能力性收入差距的理論模型和指標(biāo)體系,并以甘肅省為例,對(duì)能力性收入差距進(jìn)行了實(shí)證分析。通過與一般性收入差距的比較,探討了導(dǎo)致我國城鄉(xiāng)差距、區(qū)域差距擴(kuò)大的基本原因,并據(jù)此提出了縮小收入差距的對(duì)策建議。 本文的分析表明：一般性收入差距高估了收入差距的實(shí)際水平；非能力性收入差距是導(dǎo)致這種高估的基本原因；城鄉(xiāng)居民收入差距擴(kuò)大的原因存在顯著的能力性因素。從能力性角度觀察,要縮小收入差距,必須增加人力資本投入,適度減少貧困救濟(jì)與轉(zhuǎn)移支出,加速改善居民收入結(jié)構(gòu)。
[Abstract]:Since the reform and opening up, with the rapid development of China's economy, the income gap continues to expand, and has caused a series of social and economic problems. In this paper, we put forward a new concept to study the income gap, namely, the ability income gap, and analyzed the connotation and essence of the ability income gap. On the basis of comprehensively combing and drawing lessons from the relevant theories and research results at home and abroad, This paper constructs a theoretical model and an index system to measure the ability income gap, and takes Gansu Province as an example to make an empirical analysis of the ability income gap. Through the comparison with the general income gap, this paper discusses the causes of the urban-rural gap in China. The basic reasons for the widening of regional disparity are put forward, and the countermeasures and suggestions for narrowing the income gap are put forward. The analysis of this paper shows that the general income gap overestimates the actual level of the income gap, and the incapacity income gap is the basic cause of this overestimation. From the perspective of ability, to narrow the income gap, it is necessary to increase human capital input, reduce poverty relief and transfer expenditure, and accelerate the improvement of resident income structure.
