【摘要】：循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)是一種以資源的高效利用和循環(huán)利用為核心的新型產(chǎn)業(yè)模式，遵循資源利用減量化、產(chǎn)品再使用和廢棄物再循環(huán)的原則，形式上表現(xiàn)為相關(guān)價(jià)值鏈節(jié)點(diǎn)上開(kāi)展循環(huán)經(jīng)濟(jì)活動(dòng)的若干企業(yè)集合或系統(tǒng)。循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)的高投入、高風(fēng)險(xiǎn)、社會(huì)性等特征，決定其快速發(fā)展必須借助金融的資源優(yōu)化配置作用。 金昌作為一座典型的資源型城市，隨著自然資源的不斷開(kāi)發(fā)，，環(huán)境保護(hù)問(wèn)題日益突出。為實(shí)現(xiàn)可持續(xù)發(fā)展，金昌通過(guò)走循環(huán)經(jīng)濟(jì)發(fā)展的道路，初步形成了帶有金昌特色的循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)。但作為西部欠發(fā)達(dá)地區(qū)，龐大的建設(shè)資金需求一直是制約金昌循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)發(fā)展的瓶頸。研究如何通過(guò)金融支持作用解決金昌循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)發(fā)展中的資金需求問(wèn)題，具有重要的理論和現(xiàn)實(shí)意義。 結(jié)合金昌循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)發(fā)展現(xiàn)狀，本文對(duì)金昌循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)發(fā)展中的金融供需進(jìn)行了分析，認(rèn)為金融在支持金昌循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)發(fā)展中存在金融組織體系不完善、支持途徑單一、循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)發(fā)展特征與銀行信貸管理矛盾突出以及金融生態(tài)環(huán)境不佳等問(wèn)題。為解決上述問(wèn)題，本文從完善金融支持政策體系、建立多元化投融資機(jī)制、加強(qiáng)信貸支持、完善保障機(jī)制等方面系統(tǒng)的提出了相應(yīng)的對(duì)策建議，以期為金融支持循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)理論提供現(xiàn)實(shí)依據(jù)和政策參考。
[Abstract]:Circular economy industry is a new type of industrial model with the core of efficient utilization and recycling of resources. It follows the principles of resource utilization reduction, product reuse and waste recycling. Formally, it is manifested as the collection or system of some enterprises carrying out circular economy activities on the relevant value chain node, the characteristics of high investment, high risk and sociality of circular economy industry, etc. Determine its rapid development must rely on the role of financial resources optimization allocation. Jinchang as a typical resource-based city, with the continuous development of natural resources, environmental protection problems become increasingly prominent. In order to achieve sustainable development, Jinchang takes the road of circular economic development. A circular economy industry with Jinchang characteristics was initially formed. However, as a less-developed region in the west, The huge demand for construction funds has been the bottleneck restricting the development of Jinchang circular economy industry. It is of great theoretical and practical significance to study how to solve the problem of capital demand in the development of Jinchang circular economy industry through the function of financial support. Combined with the present situation of Jinchang circular economy industry, this paper analyzes the financial supply and demand in Jinchang circular economy industry development, and points out that the financial organization system is not perfect in supporting Jinchang circular economy industry development. In order to solve the problems, such as single way of support, contradiction between the characteristics of circular economy industry development and bank credit management, and poor financial ecological environment, this paper tries to improve the financial support policy system and establish a diversified investment and financing mechanism. In order to provide practical basis and policy reference for the theory of circular economy industry, this paper puts forward corresponding countermeasures and suggestions in the aspects of strengthening credit support, perfecting security mechanism and so on.
