【摘要】：日本是一個(gè)資源稀缺的國家，二十世紀(jì)七十年代以來，連續(xù)爆發(fā)了兩次石油危機(jī)，日本經(jīng)濟(jì)因受兩次石油危機(jī)影響而停滯不前，影響程度之深、影響范圍之廣前所未有。在二十世紀(jì)七十年代之前，日本也曾有過發(fā)展新能源產(chǎn)業(yè)的想法，但因種種原因一直未能實(shí)施。自石油危機(jī)之后，對(duì)新能源的利用被日本政府提上了日程。日本多年來一直通過法律、行政、新聞宣傳等手段推進(jìn)新能源產(chǎn)業(yè)的發(fā)展，努力加大對(duì)新能源產(chǎn)業(yè)的研發(fā)投入，并取得了快速進(jìn)展。 日本是世界上研發(fā)新能源最早的國家之一，其新能源技術(shù)也一直處于世界領(lǐng)先地位，尤其是核能的利用，在日本電力市場(chǎng)一直處于領(lǐng)先地位，日本的核能發(fā)電十分穩(wěn)定，相信如果沒有出現(xiàn)福島核泄漏事故的話，核能是會(huì)被日本長期使用的。2011年東日本大地震的爆發(fā)，引發(fā)了福島核電站核泄漏事故，日本政府結(jié)合日本本國實(shí)際情況，不得不日本的核電站陸續(xù)關(guān)閉。此舉使日本的能源結(jié)構(gòu)發(fā)生了變化，必會(huì)導(dǎo)致日本相應(yīng)的的能源戰(zhàn)略作出調(diào)整，這將給日本新能源產(chǎn)業(yè)的發(fā)展帶來新的變化，對(duì)新能源產(chǎn)業(yè)的發(fā)展形成了挑戰(zhàn)。 新能源產(chǎn)業(yè)發(fā)展的過程是可借鑒的，日本新能源產(chǎn)業(yè)發(fā)展歷史悠久，通過對(duì)日本新能源產(chǎn)業(yè)發(fā)展的歷程進(jìn)行概述，總結(jié)出日本新能源產(chǎn)業(yè)發(fā)展的特點(diǎn)，深入分析日本新能源產(chǎn)業(yè)在發(fā)展過程中所采取的對(duì)策措施，能夠給我國提供很多借鑒之處。本篇論文以研究日本新能源產(chǎn)業(yè)發(fā)展為核心，以促進(jìn)我國新能源產(chǎn)業(yè)發(fā)展為目的。通過系統(tǒng)研究日本的新能源產(chǎn)業(yè)發(fā)展歷程，深刻認(rèn)識(shí)和分析日本的新能源產(chǎn)業(yè)發(fā)展特點(diǎn)，研究日本在新能源產(chǎn)業(yè)發(fā)展過程中的支撐體系，，分析日本新能源產(chǎn)業(yè)發(fā)展的成效和存在的問題，可以使我們充分借鑒其成功經(jīng)驗(yàn)，并將其合理地應(yīng)用于中國國內(nèi)新能源產(chǎn)業(yè)，在我國新能源產(chǎn)業(yè)發(fā)展的過程中適時(shí)調(diào)整我國的能源戰(zhàn)略，促進(jìn)我國新能源產(chǎn)業(yè)的順利發(fā)展。同時(shí)，吸取日本新能源產(chǎn)業(yè)發(fā)展過程中的教訓(xùn)，我們可以做到做到未雨綢繆,對(duì)未來可能出現(xiàn)的問題及早采取應(yīng)對(duì)措施,在新能源產(chǎn)業(yè)發(fā)展過程中能少走彎路。同時(shí)結(jié)合我國新能源產(chǎn)業(yè)發(fā)展的實(shí)際，提出有效意見，也對(duì)促進(jìn)我國新能源產(chǎn)業(yè)的發(fā)展具有相當(dāng)重要的現(xiàn)實(shí)意義。
[Abstract]:Japan is a country with scarce resources. Since 1970s, two successive oil crises have broken out, and the Japanese economy has stagnated because of the impact of the two oil crises. The impact was unprecedented. Before 1970s, Japan had the idea of developing a new energy industry, but for a variety of reasons it had failed to do so since the oil crisis. The use of new energy has been on the agenda of the Japanese government. For many years, Japan has been promoting the development of new energy industry by means of law, administration, news and propaganda, and has made rapid progress in increasing R & D investment in new energy industry. Japan is one of the earliest countries in the world to develop new energy sources, and its new energy technology has always been in a leading position in the world, especially in the use of nuclear energy. It has always been in a leading position in the Japanese electricity market, and its nuclear power generation is very stable. It is believed that nuclear energy will be used by Japan for a long time if there is no Fukushima nuclear accident. The outbreak of the East Japan earthquake on 2011 triggered the nuclear leakage accident at the Fukushima nuclear power plant, and the Japanese government combined with the actual situation in Japan. Japan's nuclear power plants have to be shut down one after another. This has changed Japan's energy structure and will inevitably lead to adjustments in Japan's corresponding energy strategy, which will bring new changes to the development of Japan's new energy industry. The development of new energy industry has formed a challenge. The development process of new energy industry can be used for reference. Japan has a long history of new energy industry development. By summarizing the process of new energy industry development in Japan, the characteristics of new energy industry development in Japan are summarized. A thorough analysis of the countermeasures taken in the process of development of Japan's new energy industry can provide a lot of lessons for our country. This paper focuses on the study of the development of Japan's new energy industry. In order to promote the development of new energy industry in China, through the systematic study of the development course of new energy industry in Japan, the characteristics of new energy industry in Japan are deeply understood and analyzed, and the supporting system of Japan in the process of development of new energy industry is studied. By analyzing the achievements and problems in the development of new energy industry in Japan, we can draw full lessons from its successful experience and apply it to China's domestic new energy industry. In the course of the development of our new energy industry, we should adjust our energy strategy in a timely manner, and promote the smooth development of our new energy industry. At the same time, drawing lessons from the development of the new energy industry in Japan, we can make good preparations ahead of time. The possible problems in the future can be dealt with as soon as possible, so as to avoid detours in the development of new energy industry. At the same time, combined with the reality of the development of new energy industry in China, effective opinions are put forward. Also to promote the development of new energy industry in China has a very important practical significance.
