【摘要】：人口壓力、資源短缺、環(huán)境脅迫、生態(tài)危機等一系列的世界性難題，對人類的未來發(fā)展提出了嚴(yán)峻的挑戰(zhàn)。而人類活動帶來溫室氣體排放急劇上升是全球氣候變暖的最主要因素之一。我國傳統(tǒng)的以“高能耗、高物耗、高排放”為特征的高碳經(jīng)濟(jì)模式的弊端已暴露無遺，必須代之以“低排放、低消耗、低污染”為主要特征的低碳經(jīng)濟(jì)模式。發(fā)展低碳經(jīng)濟(jì)，政府應(yīng)該在低碳經(jīng)濟(jì)發(fā)展中發(fā)揮重要作用，財政政策作為政府實現(xiàn)其職能調(diào)節(jié)整體經(jīng)濟(jì)發(fā)展的重要工具，在低碳經(jīng)濟(jì)發(fā)展中起著舉足輕重的作用，政府財政政策的強力支撐是推動低碳經(jīng)濟(jì)發(fā)展的必要條件。面對低碳經(jīng)濟(jì)這一新挑戰(zhàn)，根據(jù)我國經(jīng)濟(jì)和社會發(fā)展情況，走低碳發(fā)展之路是我國的必然選擇，而如何通過公共財政政策支持確保低碳經(jīng)濟(jì)的發(fā)展是亟待考慮的問題。 面對我國目前低碳經(jīng)濟(jì)發(fā)展中存在多層面問題，探討政府財政政策與低碳經(jīng)濟(jì)發(fā)展之間的內(nèi)在關(guān)系，從財政政策方面提出具體建議，對我國低碳發(fā)展的問題不僅有重要的學(xué)術(shù)價值，也有很重要的實踐意義，并為積極推動低碳經(jīng)濟(jì)發(fā)展提供新穎的視角。本文首先綜述國內(nèi)外關(guān)于低碳經(jīng)濟(jì)研究的理論成果，系統(tǒng)闡述低碳經(jīng)濟(jì)的相關(guān)理論，從而分析當(dāng)前我國低碳經(jīng)濟(jì)的發(fā)展現(xiàn)狀及財政政策工具在低碳經(jīng)濟(jì)發(fā)展中的運用及特點；在此基礎(chǔ)上具體分析東莞市低碳經(jīng)濟(jì)發(fā)展的現(xiàn)狀，指出東莞發(fā)展低碳經(jīng)濟(jì)中財政政策方面主要存在問題，并針對存在問題提出具有建設(shè)性的建議。研究主要框架為：第1章：本研究的研究背景和研究意義，以及國內(nèi)外對于低碳經(jīng)濟(jì)發(fā)展的研究現(xiàn)狀；第2章：綜述國內(nèi)外低碳經(jīng)濟(jì)的相關(guān)理論及研究，系統(tǒng)闡述低碳經(jīng)濟(jì)的提出背景、內(nèi)涵、體系等等；第3章：具體闡述我國低碳經(jīng)濟(jì)發(fā)展現(xiàn)狀，以及我國發(fā)展低碳經(jīng)濟(jì)的財政支持；第4章：具體闡述東莞市低碳經(jīng)濟(jì)發(fā)展現(xiàn)狀及其財政政策支持，，提出當(dāng)前東莞市低碳經(jīng)濟(jì)發(fā)展中財政政策的不足之處；第5章：介紹發(fā)達(dá)國家發(fā)展低碳經(jīng)濟(jì)過程中的財政政策及經(jīng)驗借鑒；第6章：在總結(jié)借鑒國外先進(jìn)經(jīng)驗的基礎(chǔ)上，提出適合東莞市國情的財政政策改進(jìn)措施。本研究對于推動?xùn)|莞低碳經(jīng)濟(jì)發(fā)展和政府財政政策的完善具有重要意義。
[Abstract]:Population pressure, shortage of resources, environmental stress, ecological crisis and a series of worldwide problems. It poses a severe challenge to the future development of human beings, and the sharp increase of greenhouse gas emissions caused by human activities is one of the most important factors of global warming. China's traditional "high energy consumption, high material consumption". The disadvantages of the high carbon economy model characterized by high emission have been exposed, and must be replaced by the low carbon economy model characterized by low emission, low consumption and low pollution to develop the low carbon economy. The government should play an important role in the development of low-carbon economy. As an important tool for the government to realize its function to regulate the overall economic development, fiscal policy plays an important role in the development of low-carbon economy. The strong support of government financial policy is a necessary condition to promote the development of low-carbon economy. Facing the new challenge of low-carbon economy, according to the economic and social development situation of our country, the road of low-carbon development is the inevitable choice of our country. How to support the development of low-carbon economy through public finance policy is an urgent problem to be considered. In the face of the multi-level problems existing in the development of low-carbon economy in our country, this paper probes into the internal relationship between the government fiscal policy and the development of low-carbon economy, and puts forward some concrete suggestions from the aspect of fiscal policy. It is not only of great academic value but also of great practical significance to the development of low carbon in China. And in order to actively promote the development of low-carbon economy to provide a novel perspective. Firstly, this paper summarizes the theoretical results of low-carbon economy research at home and abroad, and systematically expounds the relevant theories of low-carbon economy. Therefore, it analyzes the current development situation of low-carbon economy in China and the application and characteristics of fiscal policy tools in the development of low-carbon economy. On this basis, the paper analyzes the current situation of the development of low carbon economy in Dongguan, and points out the main problems of fiscal policy in developing low carbon economy in Dongguan. The main framework of the study is as follows: chapter 1: the research background and significance of this study, as well as the domestic and foreign research on the development of low-carbon economy; Chapter 2: summarized the domestic and foreign low-carbon economy related theories and the research, elaborated the low-carbon economy systematically proposed the background, the connotation, the system and so on; Chapter 3: the development of low-carbon economy in China, and the financial support of the development of low-carbon economy in China; Chapter 4: the development of low-carbon economy in Dongguan City and its financial policy support, put forward the current development of low-carbon economy in Dongguan fiscal policy deficiencies; Chapter 5: introduce the fiscal policy and experience of developed countries in the process of developing low-carbon economy; Chapter 6: on the basis of summing up the advanced experience of foreign countries. This study is of great significance to promote the development of low carbon economy in Dongguan and the improvement of government fiscal policy.
