【摘要】：河北省是中國北方非常重要的沿海省份，全省共有大陸海岸線487公里。自70年代至今，在渤海灣西岸形成了北有秦皇島港和唐山港（由京唐港區(qū)和曹妃甸港區(qū)組成），南有黃驊港的三大港口發(fā)展格局�？梢�?yàn)闅v史等因素，河北省在港口開發(fā)、臨港產(chǎn)業(yè)、腹地產(chǎn)業(yè)及沿海經(jīng)濟(jì)的發(fā)展方面比較緩慢，與國內(nèi)其他沿海省份相比發(fā)展相對滯后，沿海經(jīng)濟(jì)優(yōu)勢在相當(dāng)長時(shí)期內(nèi)未得到有效開發(fā)與利用。 進(jìn)入21世紀(jì)后，河北省提出了新的區(qū)域經(jīng)濟(jì)發(fā)展構(gòu)想，要逐步打破舊的內(nèi)陸發(fā)展模式，更有力的發(fā)揮沿海優(yōu)勢。2006年11月，河北省第七次黨代會(huì)就首次明確提出了建設(shè)沿海經(jīng)濟(jì)社會(huì)發(fā)展強(qiáng)省的宏偉目標(biāo)，這就要求無論是沿海地區(qū)還是內(nèi)陸地區(qū)都要在此目標(biāo)下重新考慮產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與產(chǎn)業(yè)發(fā)展方向。2008年12月份的省經(jīng)濟(jì)工作會(huì)議更進(jìn)一步地將我省經(jīng)濟(jì)區(qū)域劃分為以京津?yàn)辇堫^的環(huán)京津、冀東、冀中南三大經(jīng)濟(jì)板塊，我們不難看出這三大經(jīng)濟(jì)板塊的劃分具有明顯的港口指向性，即：秦皇島港、唐山港和黃驊港三大港口。這三大經(jīng)濟(jì)板塊的劃分為打破我省各設(shè)區(qū)市之間畫地為牢、封閉發(fā)展的舊格局以及港口、臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)這種近乎獨(dú)立發(fā)展的狀況提供了新的政策機(jī)遇，也為形成沿海城市與內(nèi)陸城市區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展，臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)共生共榮的新格局提供了新的發(fā)展契機(jī)。 國內(nèi)外的發(fā)展經(jīng)驗(yàn)充分證明，只有沿海與內(nèi)陸實(shí)現(xiàn)協(xié)調(diào)聯(lián)動(dòng)地發(fā)展，區(qū)域經(jīng)濟(jì)才能健康、和諧、快速地發(fā)展；只有統(tǒng)籌安排臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)的發(fā)展，推動(dòng)臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生，才能真正實(shí)現(xiàn)以港口為龍頭，以腹地為龍身的區(qū)域經(jīng)濟(jì)協(xié)調(diào)與快速發(fā)展。否則，區(qū)域經(jīng)濟(jì)將面臨長期嚴(yán)重失衡的狀態(tài)。而本文正是從港口角度與產(chǎn)業(yè)鏈角度對河北省臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生的路徑選擇進(jìn)行分析研究，以期望能尋找到我省臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生的最佳路徑。而這也必將有助于我省產(chǎn)業(yè)結(jié)構(gòu)布局的優(yōu)化及沿海經(jīng)濟(jì)社會(huì)發(fā)展強(qiáng)省的建設(shè)。 本文共分為六個(gè)部分。第一部分首先介紹了河北省臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生的路徑選擇這一選題的背景及研究意義，敘述了這一選題的國內(nèi)外研究現(xiàn)狀，隨后介紹了本文的研究內(nèi)容、思路與方法及論文的重點(diǎn)、難點(diǎn)與創(chuàng)新點(diǎn)。第二部分介紹了臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生的相關(guān)理論，首先對文中涉及的相關(guān)概念進(jìn)行了理論界定，而后對相關(guān)理論依據(jù)做了詳細(xì)地介紹，，同時(shí)還對促進(jìn)臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生的主要推動(dòng)力進(jìn)行了簡單地描述。第三部分是本文的重點(diǎn)，主要從港口功能角度和產(chǎn)業(yè)鏈角度分別闡述了臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生的路徑選擇，得出了港腹產(chǎn)業(yè)演進(jìn)共生路徑選擇的一般規(guī)律及特殊情況，為后面的實(shí)證分析做了理論鋪墊。第四部分對河北省臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生路徑選擇的現(xiàn)狀進(jìn)行分析，其中包括對三大港口及臨港產(chǎn)業(yè)、三大港口腹地及腹地產(chǎn)業(yè)所做的詳細(xì)介紹，并結(jié)合這些介紹對河北省港腹產(chǎn)業(yè)演進(jìn)共生路徑進(jìn)行分析，發(fā)現(xiàn)問題并提出問題。第五部分從港口、腹地及體質(zhì)等方面尋找制約河北省臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生路徑選擇的因素。第六部分尋找并總結(jié)概括出能切合實(shí)際推動(dòng)河北省臨港產(chǎn)業(yè)與腹地產(chǎn)業(yè)演進(jìn)共生路徑提檔升級的建議措施。
[Abstract]:Hebei province is an important coastal province of North Chinese, the province's total mainland coastline of 487 kilometers. Since 70s, on the west coast of Bohai bay formed north of Qinhuangdao port and Tangshan port (composed of Caofeidian and Jingtang Port), south of Huanghua port three port development pattern. Because of historical factors in Hebei Province, the development of the port, the port industry, the development of industry and the coastal economic hinterland is relatively slow, compared with other domestic coastal provinces is lagging behind the development of the coastal economic advantages have not been exploited and utilized in a quite long period of time.
After entering in twenty-first Century, Hebei province put forward the new concept of regional economic development, to gradually break the old inland development model, better play the coastal advantage.2006 in November, Hebei Province, the Seventh Party Congress for the first time explicitly put forward the grand goal of economy, which requires both coastal areas or inland areas to this object to reconsider the industrial structure adjustment and industrial development direction of.2008 in December, the provincial economic work conference will further our province economic area is divided into Beijing and Tianjin, Beijing and Tianjin as the leader of the east to Hebei, Hebei three economic sectors, it is not difficult to see that the division of three major economic sectors have obvious port orientation, namely: Qinhuangdao port, Tangshan port and Huanghua port three port. The division of the three economic sectors for the prison break my city, closed development The old pattern and the port, the port industry and hinterland industry this almost independent development provides new opportunities, but also for the formation of the coastal city inland city and the coordinated development of regional economy, provides new opportunities for the development of port industry and hinterland industrial symbiosis pattern of the new prosperity.
The domestic and foreign development experience has proved that only the coastal and inland areas to realize the coordinated development of regional economic linkage, healthy, harmonious and rapid development; only the overall arrangement for the development of the port industry and hinterland industry, promote the port industry and hinterland industry Symbiosis Evolution, in order to realize the port leading to the hinterland of regional economic coordination body with the rapid development of regional economy. Otherwise, will face serious long-term imbalance. And this paper is to choose the path from the port angle and the angle of industrial chain of Hebei port industry and hinterland industry symbiosis evolution were analyzed, in order to find the best path in our province symbiotic port industry and hinterland industry evolution. This will be helpful to build the province's industrial structure optimization and layout of the coastal economic and social development of the province.
This paper is divided into six parts. The first part introduces the background and significance of this research topic of symbiosis path Hebei port industry and hinterland industry evolution, describes the research status of this topic at home and abroad, then introduces the research content of this paper, the key ideas and methods and the difficulties and innovation point. The second part introduces the related theory of symbiosis of port industry and hinterland industry evolution, firstly, the related concepts are defined theoretically, then the related theoretical basis in detail, but also the main driving force to promote the symbiosis of port industry and hinterland industry evolution. This paper simply describes the third part the focus of this paper, mainly from the perspective of the port function and industrial chain angle respectively expounds the path choice of port industry and hinterland Industrial Symbiosis Evolution, the evolution of industry of Hong Kong Web General rules of symbiosis and special circumstances of path selection, as the theoretical foundation for the empirical analysis. The fourth part of the evolution of symbiosis path analysis to Hebei port industry and hinterland industry, including the three major ports and port industry, port and hinterland industry three diet made in detail, combined with the the introduction of Hebei Province Industrial Symbiosis Evolution Path abdominal analysis, found the problem and put forward the problems. The fifth part from the port hinterland, and physical aspects for restricting Hebei Province port industry and hinterland industry co evolution factors of path selection. The sixth part is to find and summarize practical promotion of Hebei port industry and hinterland industry the evolution of symbiosis measures path upgrading.
