【摘要】：最低工資制度對(duì)勞動(dòng)就業(yè)、收入分配和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)具有多重影響。文章通過(guò)構(gòu)建一個(gè)納入調(diào)整成本的勞動(dòng)力需求模型,利用省級(jí)分行業(yè)數(shù)據(jù),分析了最低工資制度的就業(yè)效應(yīng)與工資性收入分配效應(yīng)。結(jié)果發(fā)現(xiàn),最低工資制度對(duì)低工資部門(mén)的就業(yè)存在一定的負(fù)面影響,尤其會(huì)造成經(jīng)濟(jì)欠發(fā)達(dá)的中西部省份就業(yè)機(jī)會(huì)的損失;最低工資制度目前未起到縮小工資收入分配差距的作用。因此文章建議,各級(jí)政府在實(shí)施勞動(dòng)力市場(chǎng)干預(yù)制度時(shí),應(yīng)制定有針對(duì)性的促進(jìn)低技術(shù)勞動(dòng)者人力資本積累的配套政策。
[Abstract]:The minimum wage system has many effects on labor employment, income distribution and industrial structure upgrading. This paper analyzes the employment effect of the minimum wage system and the wage income distribution effect. The results show that the minimum wage system has a certain negative impact on the employment of the low-wage sector. In particular, it will result in the loss of employment opportunities in the economically underdeveloped central and western provinces; At present, the minimum wage system has not played a role in narrowing the gap between wage and income distribution. Therefore, the article suggests that governments at all levels should implement the labour market intervention system. It is necessary to formulate a supporting policy to promote the accumulation of human capital of low-skilled workers.
