內(nèi)蒙古貧困與反貧困的經(jīng)濟(jì)學(xué)研究

【摘要】:貧困是世界各國無法回避的現(xiàn)實(shí)問題,每個(gè)國家都致力于通過反貧困擺脫這一現(xiàn)實(shí),但這個(gè)過程卻極其漫長曲折。中國自改革開放以來,通過有計(jì)劃、有組織的大規(guī)模扶貧開發(fā),取得了舉世矚目的成就,然而少數(shù)民族地區(qū)反貧困成績卻不容樂觀,今后仍是我國反貧困的重點(diǎn)和難點(diǎn)。內(nèi)蒙古的反貧困事業(yè)起步較晚,雖然目前已與國家步調(diào)一致,但反貧困形勢(shì)依然相當(dāng)嚴(yán)峻。本文以經(jīng)濟(jì)學(xué)視角構(gòu)建內(nèi)蒙古貧困與反貧困評(píng)估指標(biāo)體系和多級(jí)模糊綜合評(píng)估模型,并對(duì)其進(jìn)行貧困程度與反貧困效果評(píng)估,提出深化內(nèi)蒙古反貧困的對(duì)策建議。這一研究對(duì)深化和完善貧困與反貧困理論、調(diào)整和制定反貧困戰(zhàn)略、創(chuàng)新和調(diào)整反貧困模式、建立貧困和反貧困監(jiān)測(cè)系統(tǒng)具有重要的理論和現(xiàn)實(shí)意義。 本文共八章。第一章為緒論。第二章為理論基礎(chǔ),從經(jīng)濟(jì)學(xué)視角科學(xué)地界定貧困與反貧困的內(nèi)涵,構(gòu)建由福利經(jīng)濟(jì)學(xué)、發(fā)展經(jīng)濟(jì)學(xué)、收入分配理論和人力資本理論四個(gè)模塊構(gòu)成的貧困與反貧困理論分析框架。第三章選取美、意、日三個(gè)發(fā)達(dá)國家和印度、巴西、孟加拉三個(gè)發(fā)展中國家進(jìn)行反貧困經(jīng)驗(yàn)和啟示的總結(jié)歸納,回顧中國反貧困的歷程及成效并進(jìn)行經(jīng)驗(yàn)總結(jié)。第四章在貧困與反貧困評(píng)估理論的基礎(chǔ)上,結(jié)合內(nèi)蒙古貧困的特點(diǎn)構(gòu)建內(nèi)蒙古貧困與反貧困評(píng)估指標(biāo)體系。第五章和第六章分別在建立多級(jí)模糊綜合評(píng)估模型的基礎(chǔ)上,使用評(píng)估指標(biāo)體系中的指標(biāo),對(duì)內(nèi)蒙古反貧困效果和貧困程度進(jìn)行評(píng)估,分析內(nèi)蒙古的致貧原因及反貧困過程中存在的問題。第七章提出深化內(nèi)蒙古反貧困的對(duì)策建議。第八章總結(jié)全文并提出研究展望。 研究表明,目前學(xué)術(shù)界對(duì)貧困和反貧困的界定沒有揭示出貧困的本質(zhì)和反貧困的要求,為此,應(yīng)該賦予貧困和反貧困新的內(nèi)涵,即以“能力”為核心,強(qiáng)調(diào)貧困是因“能力”低導(dǎo)致“缺乏”,從而被“社會(huì)排斥”;將反貧困與“減少貧困”、“扶貧”和“根除、消滅貧困”嚴(yán)格區(qū)分,突出對(duì)貧困群體自身發(fā)展能力提高的重視。從經(jīng)濟(jì)學(xué)視角構(gòu)建的貧困與反貧困理論分析框架構(gòu)成本文研究內(nèi)蒙古貧困與反貧困問題的完整的理論基礎(chǔ),該框架將為深化和完善貧困與反貧困理論提供研究思路。由于內(nèi)蒙古貧困成因錯(cuò)綜復(fù)雜,因此,構(gòu)建的貧困與反貧困評(píng)估指標(biāo)體系是多層次、多因素的綜合評(píng)價(jià)指標(biāo)體系,相應(yīng)的評(píng)估模型也是多級(jí)的、綜合的,通過貧困程度和反貧困效果評(píng)估揭示出內(nèi)蒙古貧困的顯著差異性與深化反貧困的艱巨性,提出一系列符合內(nèi)蒙古實(shí)際的、科學(xué)可行的反貧困對(duì)策建議。
[Abstract]:Poverty is a realistic problem that countries in the world cannot avoid. Every country is committed to getting rid of this reality through anti-poverty, but the process is extremely long and tortuous. Since the reform and opening up, China has adopted a systematic approach. Organized large-scale poverty alleviation and development, has made remarkable achievements, but the achievements of anti-poverty in minority areas are not optimistic. In the future, it will still be the key and difficult point of anti-poverty in our country. The cause of anti-poverty in Inner Mongolia started relatively late, although it has been in step with the country at present. However, the situation of anti-poverty is still quite severe. This paper constructs the index system of poverty and anti-poverty evaluation in Inner Mongolia and the multi-level fuzzy comprehensive evaluation model from the perspective of economics, and evaluates the degree of poverty and the anti-poverty effect. This study will help to deepen and perfect the theory of poverty and anti-poverty, adjust and formulate anti-poverty strategy, and innovate and adjust anti-poverty model. The establishment of poverty and anti-poverty monitoring system has important theoretical and practical significance. The first chapter is the introduction, the second chapter is the theoretical basis, scientifically defines the connotation of poverty and anti-poverty from the perspective of economics, and constructs welfare economics and development economics. Income distribution theory and human capital theory four modules of poverty and anti-poverty theory analysis framework. Chapter III selected the United States, Italy, Japan and three developed countries and India, Brazil. Three developing countries in Bangladesh have summarized the anti-poverty experience and enlightenment, reviewed the course and effect of anti-poverty in China and summarized the experience. Chapter 4th is based on the theory of poverty and anti-poverty evaluation. Combined with the characteristics of Inner Mongolia poverty evaluation index system of Inner Mongolia poverty and anti-poverty. Chapter 5th and 6th on the basis of the establishment of multi-level fuzzy comprehensive evaluation model the use of indicators in the evaluation index system. The anti-poverty effect and poverty degree of Inner Mongolia were evaluated. This paper analyzes the causes of poverty in Inner Mongolia and the existing problems in the process of anti-poverty. Chapter 7th puts forward countermeasures and suggestions for deepening anti-poverty in Inner Mongolia. Chapter 8th summarizes the full text and puts forward the research prospect. The research shows that the current definition of poverty and anti-poverty in academic circles does not reveal the essence of poverty and anti-poverty requirements. Therefore, the new connotation of poverty and anti-poverty should be given, that is, "ability" is the core. Emphasizing that poverty is "lacking" as a result of "low capacity", thereby being "socially excluded"; A strict distinction is made between anti-poverty and "poverty reduction", "poverty alleviation" and "eradication and eradication of poverty". From the perspective of economics, the theoretical analysis framework of poverty and anti-poverty constitutes the complete theoretical basis for the study of poverty and anti-poverty in Inner Mongolia. The framework will provide research ideas for deepening and perfecting the theory of poverty and anti-poverty. Because the causes of poverty in Inner Mongolia are complex, therefore, the evaluation index system of poverty and anti-poverty is multi-level. Multi-factor comprehensive evaluation index system, the corresponding evaluation model is multi-level, comprehensive, through the degree of poverty and anti-poverty effect evaluation to reveal the significant difference of poverty in Inner Mongolia and deepen the arduous nature of anti-poverty. Put forward a series of practical, scientific and feasible anti-poverty countermeasures and suggestions.
