【摘要】：蒙古國是我國北方的重要鄰國,與我國有著漫長的邊境線,戰(zhàn)略位置重要,同時(shí)擁有豐富的自然資源,尤其是銅、鉛鋅、金、鐵、鈾等礦產(chǎn)資源和煤炭資源,因此正確處理中蒙雙邊經(jīng)貿(mào)關(guān)系對(duì)我國經(jīng)濟(jì)發(fā)展和鞏固我國戰(zhàn)略安全有著重要意義。中國政府一直重視發(fā)展同蒙古國的關(guān)系,特別是經(jīng)濟(jì)貿(mào)易方面的合作關(guān)系,自1999年起,中國取代俄羅斯成為蒙古國最大的貿(mào)易伙伴。由于蒙古是一個(gè)礦業(yè)為主的國家,礦業(yè)在中蒙投資與貿(mào)易關(guān)系中占有重要地位,本文側(cè)重從礦業(yè)投資方面研究了中國對(duì)蒙古的直接投資與雙邊貿(mào)易的相關(guān)性,通過對(duì)這種相關(guān)性的把握,試圖在政策上尋找突破點(diǎn),促使中蒙投資和貿(mào)易形成一種良性促進(jìn)的機(jī)制,達(dá)到中蒙兩國在經(jīng)濟(jì)上實(shí)現(xiàn)共贏的目的。本文結(jié)合中蒙雙邊經(jīng)貿(mào)關(guān)系的歷史和現(xiàn)實(shí),采用定性分析和定量檢驗(yàn)的研究方法。首先對(duì)中蒙雙邊貿(mào)易的發(fā)展歷史和現(xiàn)狀以及中國對(duì)蒙古直接投資的現(xiàn)狀進(jìn)行了詳細(xì)而深入的調(diào)查分析；然后在上述調(diào)查研究的基礎(chǔ)上,運(yùn)用國家貿(mào)易和投資學(xué)的理論分析中國對(duì)蒙古直接投資對(duì)中蒙雙邊貿(mào)易產(chǎn)生的效應(yīng)；最后,通過實(shí)證檢驗(yàn)的方法分析中國對(duì)蒙直接投資是如何影響中蒙雙邊貿(mào)易的總量和結(jié)構(gòu)中的各個(gè)變量以及其影響程度。通過一些列的分析得出中國對(duì)蒙古直接投資與中蒙雙邊貿(mào)易規(guī)模具有互補(bǔ)性的結(jié)論,認(rèn)為國家在制定對(duì)蒙經(jīng)濟(jì)政策時(shí),應(yīng)當(dāng)充分運(yùn)用這種互補(bǔ)相關(guān)性來協(xié)調(diào)投資與貿(mào)易的效用,筆者還根據(jù)文章的分析結(jié)論提出了一些政策性建議,以期能夠促進(jìn)中蒙經(jīng)貿(mào)關(guān)系長期、協(xié)調(diào)、可持續(xù)地發(fā)展。
[Abstract]:Mongolia is an important neighbor to the north of China, with a long border with China, strategic position is important, at the same time has rich natural resources, especially copper, lead and zinc, gold, iron, uranium and other mineral resources and coal resources. Therefore, the correct handling of bilateral economic and trade relations between China and Mongolia is of great significance to China's economic development and the consolidation of China's strategic security. The Chinese Government has always attached importance to the development of relations with Mongolia, especially economic and trade cooperation. Since 1999, China has replaced Russia as Mongolia's largest trading partner. As Mongolia is a mining country, mining plays an important role in Sino-Mongolian investment and trade relations. This paper focuses on the relationship between China's direct investment in Mongolia and bilateral trade from the aspect of mining investment, and tries to find a breakthrough point in the policy through the grasp of this correlation. To promote investment and trade between China and Mongolia to form a benign promotion mechanism to achieve the goal of win-win economic cooperation between China and Mongolia. This paper combines the history and reality of bilateral economic and trade relations between China and Mongolia. Firstly, the development history and present situation of bilateral trade between China and Mongolia and the current situation of China's direct investment in Mongolia are investigated and analyzed in detail. Then, on the basis of the above investigation and research, this paper analyzes the effects of China's direct investment in Mongolia on bilateral trade between China and Mongolia by using the theory of national trade and investment. Finally. This paper analyzes how Chinese direct investment in Mongolia affects the total amount and structure of bilateral trade between China and Mongolia and its influence degree by means of empirical test. The conclusion that the scale of bilateral trade between China and Mongolia is complementary. The author thinks that the country should make full use of this complementary correlation to coordinate the effectiveness of investment and trade when formulating economic policy towards Mongolia. The author also puts forward some policy suggestions according to the analysis conclusions of the article. With a view to promoting long-term, coordinated and sustainable development of economic and trade relations between China and Mongolia.
