【摘要】：礦業(yè)是我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的基礎(chǔ)性產(chǎn)業(yè)，礦產(chǎn)資源的持續(xù)穩(wěn)定供應(yīng)，直接關(guān)系到國(guó)家經(jīng)濟(jì)社會(huì)、生態(tài)文明建設(shè)和民族復(fù)興。隨著我國(guó)經(jīng)濟(jì)的持續(xù)快速增長(zhǎng),對(duì)各種礦產(chǎn)資源的需求日益增加,而全球經(jīng)濟(jì)一體化的深入發(fā)展和礦產(chǎn)資源分布的不均衡性，決定了礦產(chǎn)資源等生產(chǎn)要素要在全球范圍內(nèi)優(yōu)化配置。我國(guó)地質(zhì)勘查單位在走出國(guó)門的時(shí)候，可以抓住國(guó)家進(jìn)一步實(shí)施“走出去”戰(zhàn)略，積極鼓勵(lì)和支持有條件的企業(yè)“走出去”的契機(jī)，更多更好地利用國(guó)外資源。 由于境外礦產(chǎn)勘查是一種長(zhǎng)周期、高風(fēng)險(xiǎn)、高回報(bào)的投資，地勘單位不僅要堅(jiān)持“走出去”戰(zhàn)略，充分利用“兩種資源，兩個(gè)市場(chǎng)”，尋找我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展所需的礦產(chǎn)資源，而且要在境外投資的環(huán)境中確保企業(yè)以正確的方式“走出去”并且安全的“走回來”，要把"走出去"與"走回來"結(jié)合好,實(shí)現(xiàn)跨國(guó)經(jīng)營(yíng)的穩(wěn)定成長(zhǎng)和持續(xù)發(fā)展。因此，地勘單位在實(shí)施礦產(chǎn)資源“走出去”策略之前進(jìn)行合理的戰(zhàn)略規(guī)劃至關(guān)重要。 本文以HK地勘集團(tuán)為研究對(duì)象，采取了理論與實(shí)證相結(jié)合的研究方法，首先介紹我國(guó)地勘行業(yè)“走出去”的背景，及本課題的研究意義；第二章具體介紹HK地勘集團(tuán)的概況，及HK地勘集團(tuán)“走出去”的現(xiàn)狀分析；第三章主要分析境外礦產(chǎn)勘查的風(fēng)險(xiǎn)因素及境外礦產(chǎn)勘查項(xiàng)目可行性分析。第四章及第五章是本文的核心部分，在第四章中，針對(duì)HK地勘集團(tuán)的實(shí)際情況，采用PEST分析模型，對(duì)HK地勘集團(tuán)的外部環(huán)境進(jìn)行分析，總結(jié)HK地勘集團(tuán)在“走出去”過程中面臨的外部環(huán)境關(guān)鍵因素；第五章主要運(yùn)用SWOT分析工具詳細(xì)分析了HK地勘集團(tuán)的優(yōu)勢(shì)、劣勢(shì)、現(xiàn)有的機(jī)會(huì)及面臨的威脅，，對(duì)HK地勘集團(tuán)的內(nèi)部環(huán)境進(jìn)行分析，找到競(jìng)爭(zhēng)優(yōu)勢(shì)。最后，在第六章中，制定“走出去”戰(zhàn)略的具體目標(biāo)及實(shí)施“走出去”的策略。通過本文的研究，最終確定該地勘集團(tuán)實(shí)施礦產(chǎn)資源“走出去”戰(zhàn)略具有可行性、可操作性及可推廣性。對(duì)于地勘單位礦產(chǎn)資源“走出去”戰(zhàn)略的實(shí)施有著一定的現(xiàn)實(shí)和指導(dǎo)意義。
[Abstract]:The mining industry is the basic industry of the economic and social development of our country. The sustainable and stable supply of mineral resources is directly related to the national economy and society, the construction of ecological civilization and the national rejuvenation. The demand for all kinds of mineral resources is increasing day by day, while the further development of global economic integration and the uneven distribution of mineral resources. It is decided that the factors of production, such as mineral resources, should be allocated optimally on a global scale. When the geological exploration units of our country go abroad, they can grasp the further implementation of the "going out" strategy by the state. Actively encourage and support conditional enterprises to "go out", more and better use of foreign resources. Because offshore mineral exploration is a kind of investment with long period, high risk and high return, geological prospecting units should not only adhere to the strategy of "going out", but also make full use of "two kinds of resources and two markets". We should look for the mineral resources needed for the economic and social development of our country, and ensure that enterprises "go out" and "come back" safely in the environment of overseas investment. We should combine "going out" with "coming back" so as to realize the steady growth and sustainable development of transnational operations. It is very important for geological prospecting units to carry out rational strategic planning before carrying out the strategy of "going out" of mineral resources. This paper takes HK Geological Prospecting Group as the research object, and adopts the research method of combining theory with demonstration. Firstly, it introduces the background of "going abroad" in the geological prospecting industry of our country, and the research significance of this subject. The second chapter introduces the general situation of HK Geological Prospecting Group and the present situation of "going out" of HK Geological Prospecting Group. The third chapter mainly analyzes the risk factors of offshore mineral exploration and the feasibility analysis of offshore mineral exploration projects. Chapter 4th and Chapter 5 are the core of this paper. In Chapter 4th, the actual situation of HK Geological Prospecting Group is pointed out. The external environment of HK Geological Prospecting Group is analyzed by using PEST analysis model, and the key factors of external environment in the process of "going out" are summarized. Chapter 5th mainly uses SWOT analysis tool to analyze the advantages, disadvantages, existing opportunities and threats of HK Geological Prospecting Group in detail, and analyzes the internal environment of HK Geological Prospecting Group. Finally, in the 6th chapter, make the specific goal of "going out" strategy and implement "go out" strategy. Finally, it is feasible for the geological prospecting group to carry out the "going out" strategy of mineral resources. It has practical and guiding significance for the implementation of "going out" strategy of mineral resources in geological prospecting units.
