【摘要】：京津冀區(qū)域經(jīng)濟(jì)概念的提出已有近30年的歷史,其區(qū)域協(xié)調(diào)發(fā)展的理想幾度提及又幾度沉寂。目前這一具有國家戰(zhàn)略意義的"第三極",依然表現(xiàn)出諸多與自身地位和作用極不相稱的尷尬,存在著諸如"大樹底下不長草"與"虹吸"現(xiàn)象,以及行政區(qū)劃級差效應(yīng)對城鎮(zhèn)化進(jìn)程的遲滯,環(huán)境污染嚴(yán)重和交通基礎(chǔ)設(shè)施建設(shè)滯后,科學(xué)、權(quán)威而有效的協(xié)同管理機(jī)制缺乏等區(qū)域協(xié)同發(fā)展所亟須破解的難題。要以解放思想改變觀念為先導(dǎo),徹底打破固守自己"一畝三分地"的區(qū)劃分割和利益分配觀念,以積極探索京津冀協(xié)同發(fā)展的體制機(jī)制創(chuàng)新為統(tǒng)領(lǐng),以大力促進(jìn)城市群建設(shè)為核心,以治理環(huán)境污染和加強(qiáng)交通基礎(chǔ)設(shè)施建設(shè)為突破口,打開京津冀協(xié)同發(fā)展的新局面。
[Abstract]:The concept of Beijing-Tianjin-Hebei regional economy has been put forward for nearly 30 years, and the ideal of its regional coordinated development has been mentioned several times and has been silent several times. There are still a lot of embarrassment which is out of proportion with their own status and function, such as the phenomenon of "not growing grass under big trees" and "siphon", as well as the lag of the difference effect of administrative divisions on the process of urbanization. Environmental pollution and transportation infrastructure construction lags behind, scientific, authoritative and effective cooperative management mechanism is lacking and other regional coordinated development problems need to be solved. To emancipate the mind to change the concept of the leading. We should thoroughly break down the concept of division and benefit distribution of "one mu and three parts of land", take active exploration of the system and mechanism innovation of Beijing-Tianjin-Hebei coordinated development as the leading point, and make great efforts to promote the construction of urban agglomeration as the core. To control environmental pollution and strengthen traffic infrastructure construction as a breakthrough, open a new situation of Beijing, Tianjin and Hebei coordinated development.
