【摘要】：為貫徹實施區(qū)域發(fā)展的總體戰(zhàn)略，加快縮小地區(qū)差距，國家制定了一系列重大區(qū)域規(guī)劃、區(qū)域政策。作用顯著、效果明顯的區(qū)域經(jīng)濟發(fā)展規(guī)劃不僅能有效解決區(qū)域發(fā)展中存在的問題，而且還能促進區(qū)域社會經(jīng)濟更快更好地發(fā)展，使區(qū)域經(jīng)濟發(fā)展具有良好的投入產(chǎn)出比。在已經(jīng)發(fā)布的區(qū)域規(guī)劃和區(qū)域政策中，部分已經(jīng)實施了一定時日，因此，區(qū)域規(guī)劃的階段性后評估已經(jīng)具備條件。 首先，通過梳理大量國內(nèi)外相關(guān)文獻，發(fā)現(xiàn)一直以來，區(qū)域規(guī)劃對資源的分配更側(cè)重于指導(dǎo)區(qū)域未來的發(fā)展，卻較少顧及規(guī)劃實施效果如何。尤其是我國的規(guī)劃評估研究開展滯后，為數(shù)不多的規(guī)劃評估也只集中在對城市總體規(guī)劃、土地或環(huán)境、科技政策、十一五規(guī)劃等專題規(guī)劃的評估，而真正意義上嚴重缺失對一個具體的區(qū)域規(guī)劃的實施效果進行全面綜合的評估。因此，對一項具體的區(qū)域規(guī)劃進行后評估，具有很強的學(xué)術(shù)研究價值。 然后，對后評估理論的理論基礎(chǔ)、原則、特點、程序等方面進行深入研究，在后評估理論的基礎(chǔ)上，闡述了用后評估理論評估區(qū)域規(guī)劃的幾種方法，并將后評估理論運用于區(qū)域規(guī)劃實施效果的評估。 其次，本文選取皖江城市帶為典型區(qū)域，在進行大量實地調(diào)研、深度座談等基礎(chǔ)上，搜集最真實、最可靠的資料，聽取了當?shù)氐南嚓P(guān)部門的匯報后，利用后評估理論，運用數(shù)據(jù)計量、系統(tǒng)分析法和定性與定量相結(jié)合分析法等對《皖江城市帶承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)規(guī)劃》的實施效果進行評估。希望能夠彌補區(qū)域規(guī)劃后評估研究領(lǐng)域的不足，為區(qū)域規(guī)劃評估理論的實際應(yīng)用及未來發(fā)展提供借鑒。 最后，對皖江城市帶示范區(qū)實施規(guī)劃取得階段性的成果進行指標評價，得出安徽省經(jīng)濟總量提升較快，承接產(chǎn)業(yè)轉(zhuǎn)移效果顯著，但《規(guī)劃》實施過程中也存在土地、金融等一系列問題。在評價實施效果同時，總結(jié)安徽省在實施《規(guī)劃》時的經(jīng)驗，，并針對《規(guī)劃》實施過程中產(chǎn)生的問題提出針對性的政策建議，為中西部承接產(chǎn)業(yè)轉(zhuǎn)移提供示范。
[Abstract]:In order to implement the overall strategy of regional development and accelerate the reduction of regional disparities, the state has formulated a series of major regional plans, and regional policies have played a significant role. The effective regional economic development planning can not only effectively solve the problems existing in regional development, but also promote the regional social and economic development faster and better. The regional economic development has a good input-output ratio. Some of the published regional plans and policies have been implemented for a certain period of time. First of all, by combing a large number of domestic and foreign literature, we find that the allocation of resources in regional planning has been more focused on guiding the future development of the region. However, little attention is paid to the effect of planning implementation. Especially, the research on planning evaluation in China lags behind, and the few planning assessments focus on urban master planning, land or environment, science and technology policy. The evaluation of thematic planning such as the 11th Five-Year Plan is seriously lacking in a comprehensive evaluation of the implementation effect of a specific regional planning. Therefore, a specific regional planning for post-evaluation. Have very strong academic research value. Then, the theoretical basis, principles, characteristics, procedures and other aspects of post-evaluation theory are studied in depth. On the basis of post-evaluation theory, several methods of evaluating regional planning with post-evaluation theory are expounded. The post-evaluation theory is applied to evaluate the effect of regional planning. Secondly, this paper selects the city belt of Wanjiang River as a typical region, on the basis of a large number of field research, in-depth discussions, collect the most real and reliable information, listen to the report of the local departments. Using post-evaluation theory, using data measurement. System analysis and qualitative and quantitative analysis are used to evaluate the effect of the implementation of "Wanjiang urban belt to undertake industrial transfer demonstration zone planning", hoping to make up for the deficiencies in the field of post-regional planning evaluation. It provides reference for the practical application and future development of regional planning evaluation theory. Finally, the implementation of the urban demonstration zone in Anhui Province, the implementation of the implementation of the results of the evaluation indicators, Anhui Province, the total economic volume of the rapid increase, to undertake the effect of industrial transfer is remarkable. However, there are a series of problems such as land, finance and so on in the implementation of "Planning". At the same time, the experience of Anhui Province in the implementation of "Planning" is summarized. In the light of the problems arising from the implementation of the Plan, some policy suggestions are put forward to provide a model for the central and western regions to undertake industrial transfer.
