【摘要】：現(xiàn)代經(jīng)濟(jì)增長方式本質(zhì)上是以產(chǎn)業(yè)結(jié)構(gòu)變動為核心的經(jīng)濟(jì)成長模式，經(jīng)濟(jì)發(fā)展過程在很大程度上體現(xiàn)為產(chǎn)業(yè)結(jié)構(gòu)的不斷升級和優(yōu)化。因此，，在西部大開發(fā)中，產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級具有重要的意義，是推進(jìn)西部經(jīng)濟(jì)可持續(xù)發(fā)展的基礎(chǔ)。產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化除了要依靠市場的力量外，政府也可以通過各種政策工具發(fā)揮作用，其中產(chǎn)業(yè)政策便屬于宏觀調(diào)節(jié)機(jī)制中的重要內(nèi)容，而投資結(jié)構(gòu)既是產(chǎn)業(yè)政策的重要內(nèi)容，又是實(shí)現(xiàn)產(chǎn)業(yè)政策進(jìn)而推動產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的重要手段。因此，根據(jù)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的要求改善投資結(jié)構(gòu)具有重要的意義。 投資結(jié)構(gòu)是指一定時(shí)期固定資產(chǎn)投資總量在國民經(jīng)濟(jì)和社會發(fā)展各產(chǎn)業(yè)、各地區(qū)的分配比例以及相互關(guān)系。有什么樣的投資結(jié)構(gòu)就會有什么樣的產(chǎn)業(yè)結(jié)構(gòu)，特有的投資結(jié)構(gòu)塑造特有的產(chǎn)業(yè)結(jié)構(gòu)，這已經(jīng)得到經(jīng)濟(jì)學(xué)界的共識。投資的作用主要有兩個(gè)，一個(gè)是促進(jìn)經(jīng)濟(jì)的增長，另外一個(gè)是調(diào)整產(chǎn)業(yè)結(jié)構(gòu)。目前，目前甘肅省經(jīng)濟(jì)發(fā)展主要存在“量”和“質(zhì)”的問題，即總量發(fā)展不足，經(jīng)濟(jì)增長模式也有一定問題，即產(chǎn)業(yè)結(jié)構(gòu)不夠合理。產(chǎn)業(yè)結(jié)構(gòu)問題成為制約甘肅省增長的主要因素之一。要處理好甘肅經(jīng)濟(jì)發(fā)展中存在的問題，我們就要從投資上入手，分析投資對經(jīng)濟(jì)增長產(chǎn)產(chǎn)業(yè)結(jié)構(gòu)的影響機(jī)制，然后通過調(diào)整優(yōu)化投資結(jié)構(gòu)來解決當(dāng)前的問題。 西部大開發(fā)，標(biāo)志著甘肅省經(jīng)濟(jì)進(jìn)入了一個(gè)新的發(fā)展時(shí)期。這一時(shí)期，甘肅省加快轉(zhuǎn)變經(jīng)濟(jì)增長方式，積極的調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)。目前，甘肅省在全國還處于相對落后的階段，產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整要服從經(jīng)濟(jì)增長的需要，只有經(jīng)濟(jì)增長了，才有條件去升級產(chǎn)業(yè)。而要對產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行調(diào)整，最有效的方法是對產(chǎn)業(yè)投資結(jié)構(gòu)進(jìn)行調(diào)整，產(chǎn)業(yè)投資結(jié)構(gòu)的調(diào)整要服從產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化。在未來一段時(shí)期里，甘肅省仍主要靠投資拉動經(jīng)濟(jì)的增長，這就需要我們把有限的投資合理的分配，是之產(chǎn)生最大的經(jīng)濟(jì)效益。鑒于此，本論文在分析了2000-2009年甘肅產(chǎn)業(yè)結(jié)構(gòu)與投資結(jié)構(gòu)的基礎(chǔ)上，通過計(jì)算并分析固定資產(chǎn)投資與產(chǎn)業(yè)增加值之間的灰色關(guān)聯(lián)度，以及比較分析三次產(chǎn)業(yè)投資效率，研究了以經(jīng)濟(jì)增長為目標(biāo)，產(chǎn)業(yè)投資結(jié)構(gòu)的調(diào)整與優(yōu)化。這對甘肅省產(chǎn)業(yè)投資政策的制定，有一定的借鑒意義。
[Abstract]:The mode of modern economic growth is essentially an economic growth model with the change of industrial structure as the core, and the process of economic development to a large extent reflects the continuous upgrading and optimization of industrial structure. Therefore, in the development of the western region. The adjustment and upgrading of industrial structure is of great significance and is the basis of promoting the sustainable development of the western economy. In addition to relying on the market forces, the government can also play a role in the optimization of industrial structure through various policy tools. Among them, industrial policy is an important part of macro-regulation mechanism, and investment structure is not only an important content of industrial policy, but also an important means to realize industrial policy and promote industrial structure optimization. It is of great significance to improve the investment structure according to the requirements of industrial structure adjustment. Investment structure refers to the fixed assets investment in a certain period of time in the national economy and social development of the various industries, the distribution of the proportion of the region and the relationship. What kind of investment structure will have what kind of industrial structure. The unique investment structure molds the unique industrial structure, which has been agreed by the economists. There are two main functions of investment, one is to promote economic growth, the other is to adjust the industrial structure. At present, the economic development of Gansu Province mainly exists the problems of "quantity" and "quality", that is, the total amount of development is insufficient, and the economic growth pattern also has certain problems. That is, the industrial structure is not reasonable. The problem of industrial structure has become one of the main factors restricting the growth of Gansu Province. In order to deal with the problems in Gansu's economic development, we should start with investment. This paper analyzes the influence mechanism of investment on the industrial structure of economic growth, and then solves the current problems by adjusting and optimizing the investment structure. The development of the western region marks a new period of economic development in Gansu Province. During this period, Gansu Province speeds up the transformation of economic growth mode and actively adjusts and optimizes the industrial structure. Gansu Province is still in a relatively backward stage in the whole country. The adjustment of industrial structure should be satisfied with the need of economic growth. Only when the economy grows, can the industry be upgraded, and the industrial structure should be adjusted. The most effective method is to adjust the industrial investment structure. The adjustment of the industrial investment structure should be based on the optimization of the industrial structure. In the future, Gansu Province still mainly depends on investment to stimulate economic growth. In view of this, this paper analyzes the industrial structure and investment structure of Gansu from 2000 to 2009. By calculating and analyzing the grey correlation degree between fixed asset investment and industrial added value, and comparing and analyzing the efficiency of three industrial investment, this paper studies the target of economic growth. The adjustment and optimization of industrial investment structure is of great significance to the formulation of industrial investment policy in Gansu Province.
