【摘要】：能源自古以來就是人類賴以生存和社會進步以及經(jīng)濟發(fā)展的重要物質(zhì)基礎,社會發(fā)展進入工業(yè)化時代以來能源更是一躍成為實現(xiàn)經(jīng)濟增長的決定性生產(chǎn)要素。21世紀,能源不僅成為全球性、戰(zhàn)略性的問題,也成為了影響一個地區(qū)乃至一個國家發(fā)展的基礎性、關鍵性問題。但是對能源的過度開采帶來了能源儲量的銳減的同時對生態(tài)環(huán)境也造成了極其嚴重的污染。能源可持續(xù)發(fā)展問題愈加嚴重,如果繼續(xù)放任下去就會有對人類及其不利的后果。構建一個資源消耗低、環(huán)境污染少、經(jīng)濟效益好的國民經(jīng)濟體系和資源節(jié)約型、環(huán)境友好型社會,是中國乃至世界解決能源矛盾的根本途徑。 霍林郭勒市作為中國重要的能源基地之一,在能源經(jīng)濟發(fā)展過程中更是遇到了很多具有代表性的問題。本文在可持續(xù)發(fā)展理論的指導下,研究如何構建霍林郭勒市能源經(jīng)濟可持續(xù)發(fā)展系統(tǒng)、提升霍林郭勒市的可持續(xù)發(fā)展能力,對于實現(xiàn)霍林郭勒市經(jīng)濟的持續(xù)、協(xié)調(diào)、全面發(fā)展具有重要的理論和現(xiàn)實意義。同時,本文還結合霍林郭勒市能源資源利用情況,展開對霍林郭勒市能源經(jīng)濟可持續(xù)發(fā)展的研究和探討。本文分析了能源經(jīng)濟發(fā)展對霍林郭勒市經(jīng)濟發(fā)展所做出的貢獻,而后指出了能源經(jīng)濟在推動經(jīng)濟快速發(fā)展的同時所引發(fā)的問題,特別是可持續(xù)發(fā)展問題,最后針對這些問題提出了一些個人的淺見,旨在為構建霍林郭勒市能源經(jīng)濟可持續(xù)發(fā)展系統(tǒng)提出行之有效的策略。
[Abstract]:Since ancient times, energy has been an important material basis for human survival, social progress and economic development. Since the social development has entered the industrialization era, energy has become the decisive factor of production to realize economic growth. Energy has become not only a global and strategic issue. It has also become the foundation that affects the development of a region and even a country. However, the over-exploitation of energy has brought about a sharp decline in energy reserves and caused extremely serious pollution to the ecological environment. The problem of energy sustainable development is becoming more and more serious. If we continue to laissez-faire, there will be adverse consequences for mankind. Build a low consumption of resources, less environmental pollution, good economic benefits of the national economic system and resource-saving, environment-friendly society. It is a fundamental way for China and the world to solve energy conflicts. As one of the important energy bases in China, Hollingor has encountered many representative problems in the process of energy economy development. This paper is guided by the theory of sustainable development. This paper studies how to construct the sustainable development system of energy economy in Hollinggauler and improve the ability of sustainable development of Hollinggauler to realize the sustained and coordinated economic development of Hollinggauler. Comprehensive development has important theoretical and practical significance. At the same time, this paper also combined with the use of energy resources in Hollingor City. This paper analyzes the contribution of the energy economy development to the economic development of the city. Then pointed out the energy economy in promoting the rapid development of the economy at the same time caused by the problems, especially sustainable development, and finally put forward some personal views on these problems. The purpose of this paper is to put forward some effective strategies for constructing the sustainable development system of energy economy in Hollingor.
