【摘要】：人們常常注意到俄羅斯與中國(guó)發(fā)展道路的差異,但對(duì)兩國(guó)的相似之處卻討論不多。文章認(rèn)為,俄羅斯的政治體制通常被定義為"選舉式威權(quán)主義"或者"競(jìng)爭(zhēng)性威權(quán)主義",而中國(guó)則被中國(guó)問(wèn)題專家稱為碎片化的威權(quán)主義。兩國(guó)在諸如稅收、再分配支出以及公共產(chǎn)品供給等重要問(wèn)題的政策制定程序上具有相似之處。在由國(guó)家提供公共產(chǎn)品、匯集和再分配社會(huì)資源的行政結(jié)構(gòu)改革之后,中俄兩國(guó)都不同程度地出現(xiàn)了收入和社會(huì)福利的分化。在中國(guó),經(jīng)濟(jì)增長(zhǎng)幾乎使所有社會(huì)階層的收入都有所增加,而俄羅斯卻沒(méi)有做到這一點(diǎn)。中俄兩國(guó)面臨的共同問(wèn)題是:改革受益者收入的迅速集中使得地區(qū)和階層的貧富差距愈加明顯。
[Abstract]:People often notice the differences between Russia and China, but there is not much discussion about the similarities between the two countries. Russia's political system is often defined as "electioneering authoritarianism" or "competitive authoritarianism", while China is called fragmented authoritarianism by Chinese experts. There are similarities in policy making procedures on such important issues as redistribution of expenditure and provision of public goods, following the reform of the administrative structure in which the State provides public goods and aggregates and redistributes social resources. Income and social welfare are divided to varying degrees in both China and Russia. In China, economic growth has increased the income of almost all social strata. Russia has failed to do so. China and Russia face a common problem: the rapid concentration of income for the beneficiaries of reform has made the gap between the rich and the poor more pronounced at the regional and social levels.
