中國產(chǎn)業(yè)經(jīng)濟(jì)福利水平測(cè)度及提升策略研究

【摘要】:當(dāng)前,產(chǎn)業(yè)結(jié)構(gòu)失衡已經(jīng)嚴(yán)重制約了我國經(jīng)濟(jì)的可持續(xù)發(fā)展。2015年11月10日,中共中央總書記、中央財(cái)經(jīng)領(lǐng)導(dǎo)小組組長習(xí)近平在中央財(cái)經(jīng)領(lǐng)導(dǎo)小組第十一次會(huì)議上提出了“供給側(cè)結(jié)構(gòu)性改革”。產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是供給側(cè)改革的一個(gè)重要方面。以什么樣的方式,什么樣的目的,如何進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是我國當(dāng)前面對(duì)的核心問題。以往的研究都是以增進(jìn)GDP增長為核心或標(biāo)準(zhǔn)來進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、產(chǎn)業(yè)層次升級(jí)。然而產(chǎn)業(yè)GDP在增長的同時(shí),我國的民生福祉并沒有同步增長,導(dǎo)致我國經(jīng)濟(jì)可持續(xù)性發(fā)展能力較弱,甚至陷入惡性循環(huán)。經(jīng)濟(jì)發(fā)展的最終目的是提高人民群眾生活水平,增進(jìn)人民的福祉。因此,有必要轉(zhuǎn)變研究思路,以提高福利水平為出發(fā)點(diǎn)和落腳點(diǎn),不單純立足于GDP貢獻(xiàn),更重要立足于國民福利(工資福利,公共稅收福利、環(huán)境福利)的貢獻(xiàn),以提升產(chǎn)業(yè)經(jīng)濟(jì)福利水平為標(biāo)準(zhǔn),調(diào)整我國產(chǎn)業(yè)結(jié)構(gòu)是一條可持續(xù)的發(fā)展路徑,符合以人為本的發(fā)展理念。本文立足產(chǎn)業(yè)GDP基礎(chǔ),在經(jīng)濟(jì)福利測(cè)度框架的基礎(chǔ)上,結(jié)合產(chǎn)業(yè)經(jīng)濟(jì)福利(絕對(duì)數(shù))和產(chǎn)業(yè)經(jīng)濟(jì)福利貢獻(xiàn)兩個(gè)方面對(duì)中國產(chǎn)業(yè)經(jīng)濟(jì)福利水平進(jìn)行測(cè)度分析,通過我國產(chǎn)業(yè)經(jīng)濟(jì)福利的影響因素分析,產(chǎn)業(yè)經(jīng)濟(jì)福利水平提升的經(jīng)濟(jì)效應(yīng)分析,尋找產(chǎn)業(yè)層次與經(jīng)濟(jì)福利之間的內(nèi)在聯(lián)系,最終提出以增進(jìn)福利為標(biāo)準(zhǔn),進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,合理布局,提升產(chǎn)業(yè)經(jīng)濟(jì)福利水平,進(jìn)而提升社會(huì)總福利水平的理論設(shè)想。產(chǎn)業(yè)經(jīng)濟(jì)福利是指在一定時(shí)期內(nèi)(本文以年為單位),能用貨幣單位來衡量的產(chǎn)業(yè)所有經(jīng)濟(jì)活動(dòng)直接或間接分配給人的利益支出。本文從產(chǎn)業(yè)經(jīng)濟(jì)福利內(nèi)涵界定出發(fā),在經(jīng)濟(jì)福利測(cè)度框架的基礎(chǔ)上,以產(chǎn)業(yè)實(shí)際勞動(dòng)收入、產(chǎn)業(yè)稅收收入、產(chǎn)業(yè)環(huán)境污染損失成本、產(chǎn)業(yè)個(gè)人工資福利系數(shù)、產(chǎn)業(yè)公共稅收福利系數(shù)、產(chǎn)業(yè)就業(yè)福利系數(shù)、產(chǎn)業(yè)環(huán)境污染損失系數(shù)為指標(biāo)構(gòu)建了中國產(chǎn)業(yè)經(jīng)濟(jì)福利核算模型和產(chǎn)業(yè)經(jīng)濟(jì)福利系數(shù)模型。利用1993年以來我國三次產(chǎn)業(yè)及典型行業(yè)的數(shù)據(jù),結(jié)合產(chǎn)業(yè)層次經(jīng)濟(jì)福利數(shù)量和產(chǎn)業(yè)層次經(jīng)濟(jì)福利貢獻(xiàn)兩個(gè)方面,本文對(duì)中國產(chǎn)業(yè)經(jīng)濟(jì)福利水平進(jìn)行了測(cè)度分析。研究發(fā)現(xiàn):我國產(chǎn)業(yè)經(jīng)濟(jì)發(fā)展的福利效應(yīng)不明顯。1993年以來,我國第二、三產(chǎn)業(yè)經(jīng)濟(jì)福利(絕對(duì)數(shù))水平增長很快,但是產(chǎn)業(yè)GDP的經(jīng)濟(jì)福利貢獻(xiàn)水平增長緩慢;產(chǎn)業(yè)經(jīng)濟(jì)福利水平變動(dòng)規(guī)律,即產(chǎn)業(yè)經(jīng)濟(jì)福利水平逐步提升,產(chǎn)業(yè)福利層次升級(jí)是必然趨勢(shì)。1993-2009年,中國產(chǎn)業(yè)經(jīng)濟(jì)福利水平第二產(chǎn)業(yè)高于第三產(chǎn)業(yè)高于第一產(chǎn)業(yè),2010年以后,第三產(chǎn)業(yè)高于第二產(chǎn)業(yè)高于第一產(chǎn)業(yè),實(shí)現(xiàn)產(chǎn)業(yè)福利水平層次升級(jí);中國產(chǎn)業(yè)產(chǎn)值結(jié)構(gòu)與產(chǎn)業(yè)福利結(jié)構(gòu)承繼變動(dòng)規(guī)律,產(chǎn)業(yè)福利結(jié)構(gòu)先于產(chǎn)值結(jié)構(gòu)變動(dòng),對(duì)產(chǎn)值結(jié)構(gòu)升級(jí)具有引導(dǎo)作用。2010年第三產(chǎn)業(yè)福利系數(shù)(0.638)超過第二產(chǎn)業(yè)(0.626),實(shí)現(xiàn)了產(chǎn)業(yè)福利結(jié)構(gòu)層次升級(jí)。2013年,中國第三產(chǎn)業(yè)產(chǎn)值超過第二產(chǎn)業(yè),實(shí)現(xiàn)產(chǎn)值結(jié)構(gòu)層次升級(jí)。通過對(duì)我國產(chǎn)業(yè)經(jīng)濟(jì)福利的影響因素分析,結(jié)合產(chǎn)業(yè)福利經(jīng)濟(jì)戰(zhàn)略選擇理論,文章從理論上闡釋了產(chǎn)業(yè)經(jīng)濟(jì)福利水平提升具有顯著的經(jīng)濟(jì)效應(yīng),提出了以“國民福利”為標(biāo)準(zhǔn),以產(chǎn)業(yè)經(jīng)濟(jì)福利系數(shù)為具體標(biāo)準(zhǔn),即不單純立足于GDP貢獻(xiàn),更重要的是立足于國民福利(工資福利,公共稅收福利、環(huán)境福利)的貢獻(xiàn),進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級(jí),提升我國產(chǎn)業(yè)經(jīng)濟(jì)福利水平的戰(zhàn)略選擇設(shè)想。最后本文總結(jié)了文章的基本結(jié)論,即產(chǎn)業(yè)福利系數(shù)是研究產(chǎn)業(yè)經(jīng)濟(jì)福利水平的合理指標(biāo);現(xiàn)階段我國產(chǎn)業(yè)經(jīng)濟(jì)福利水平有待提升;產(chǎn)業(yè)經(jīng)濟(jì)福利水平提升具有良好的經(jīng)濟(jì)效應(yīng);福利系數(shù)標(biāo)準(zhǔn)是我國產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級(jí)的合理選擇。提出了文章的政策建議,包括:大力發(fā)展高科技產(chǎn)業(yè),加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級(jí);提高勞動(dòng)收入份額,增進(jìn)個(gè)人福利;多渠道增加就業(yè)崗位,實(shí)現(xiàn)就業(yè)福利大幅提升;調(diào)整稅制結(jié)構(gòu),實(shí)現(xiàn)三大產(chǎn)業(yè)福利協(xié)同增長;更新傳統(tǒng)產(chǎn)業(yè)生產(chǎn)模式,助推資源環(huán)境永續(xù)發(fā)展等。
[Abstract]:At present, the imbalance of industrial structure has seriously restricted the sustainable development of China's economy in November 10th.2015, general secretary of the CPC Central Committee, the central financial work leading group leader Xi Jinping put forward the "supply side structural reform" at the eleventh meeting of the central financial work leading group. The adjustment of industrial structure is an important aspect of the reform of the supply side to what. Kind of way, what kind of purpose, how to adjust the industrial structure is the core problem in our country at present. The previous research is to promote the growth of GDP as the core or standard to adjust the industrial structure, upgrade the industrial level. However, in the GDP industry growth at the same time, China's people's livelihood and well-being of the growth is not synchronized, lead to economic sustainable development ability of our country is weak, or even into a vicious spiral. The ultimate goal of economic development is to improve people's living standards, improve people's well-being. Therefore, it is necessary to transform the research ideas, in order to improve the welfare level as the starting point and end point, not only based on the contribution of GDP, more important is based on national welfare (wages and welfare, public welfare tax, environmental benefits) the contribution of industry to improve economic welfare standards, China's industrial structure adjustment is a sustainable the path of development, in line with the development of people-oriented concept. Based on the GDP industry foundation, based on the measurement of welfare framework, combined with industrial economic welfare (absolute) to measure and analyze the economic welfare level in the domestic industry in two aspects and industrial economic welfare contributions, through the influence factors of China's industrial economic benefits analysis, economic analysis effect of industrial economic welfare level, find the intrinsic link between the industrial level and economic benefits, finally put forward to promote the welfare as the standard, in the adjustment of industrial structure, and The layout, improve industrial economic welfare level, and enhance the theoretical assumption of social welfare. The industrial economic welfare refers to in a certain period (in years), can use the monetary unit to measure industry of all economic activities directly or indirectly assigned to the interests of expenditure. This paper from the industrial economic welfare connotation based on the definition of economic welfare measurement framework, based on industry actual labor income, industry revenue, industry environmental pollution loss cost, industry personal wages and welfare coefficient, industry public welfare coefficient, industry employment welfare coefficient, industry environmental pollution loss coefficient of construction industry China welfare accounting economic model and industrial economic welfare coefficient the model for the index. Using the data of three industries in China and the typical industry since 1993, with the industry's level of economic welfare quantity and industrial level of economic welfare Two contributions, this paper measure analysis of economic welfare level China industry. It is found that the welfare effects of economic development of our country industry is not obvious.1993 years, the second, third industry of our country economic welfare (absolute) level increased rapidly, but the industry GDP economic welfare contribution level of slow growth; the change of industrial law the economic welfare level, namely industrial and economic welfare level gradually increase the level of industrial upgrading, welfare is the inevitable trend of.1993-2009, China industrial economic welfare level of the second industry is higher than that of the third industry is higher than that of the first industry, since 2010, third higher than the second industry industry is higher than that of the first industry, to achieve the level of industrial welfare level upgrade; Chinese industry structure and industrial structure succession welfare the change of industrial structure changes, welfare before production structure, has a guiding role in the upgrading of the structure of output value of.2010 The three industry welfare coefficient (0.638) more than second industry (0.626), the level of industrial structure upgrading in.2013 China welfare, industrial output value of third more than second industries, to achieve output structure upgrading. The influence factors of China's industrial economic benefits analysis, combined with the economic welfare industry strategic choice theory, this paper theoretically explained has significant economic effects of industrial economic welfare level, put forward to the "national welfare" as the standard, with the industry economic welfare coefficient of specific criteria, is not only based on the contribution of GDP, more important is based on national welfare (wages and welfare, public welfare tax, environmental benefits) the contribution of industrial structure adjustment of upgrade, enhance the strategic choice of ideas of China's industrial and economic welfare level. Finally, this paper summarizes the basic conclusions of the article, namely the industrial welfare coefficient is research on industrial economic welfare Reasonable index level; at the present stage of China's industrial and economic welfare level needs to be improved; has good economic effect and improve the level of industrial economic welfare; welfare coefficient standard is a reasonable choice for China's industrial restructuring and upgrading. Put forward the policy recommendations, including: vigorously develop the high-tech industries, accelerate the adjustment of industrial structure upgrading; improve labor the share of income, improve individual welfare; increase the channels of employment, employment and welfare increase; adjust the tax structure, the three industries to achieve welfare coordinated growth; update the production mode of traditional industry, boost the sustainable development of resources and environment.
