【摘要】：自2009年哥本哈根氣候大會(huì)及2010年墨西哥坎昆氣候會(huì)議召開(kāi)以后，發(fā)展低碳經(jīng)濟(jì)成為各國(guó)的共識(shí)。2009年，國(guó)家主席胡錦濤在聯(lián)合國(guó)氣候變化峰會(huì)上也明確表示要大力發(fā)展低碳經(jīng)濟(jì)。毫無(wú)疑問(wèn)，低碳經(jīng)濟(jì)已經(jīng)成為當(dāng)前的熱點(diǎn)研究問(wèn)題。江蘇省作為我國(guó)經(jīng)濟(jì)發(fā)展的重要省份之一，研究江蘇省低碳經(jīng)濟(jì)的發(fā)展問(wèn)題對(duì)江蘇省乃至全國(guó)具有重大的意義。 本文在對(duì)國(guó)內(nèi)外低碳經(jīng)濟(jì)發(fā)展相關(guān)文獻(xiàn)進(jìn)行回顧和研究方法進(jìn)行對(duì)比分析的基礎(chǔ)上，首先，從能源消耗、溫室氣體排放、產(chǎn)業(yè)結(jié)構(gòu)、生態(tài)環(huán)境四個(gè)方面分別分析江蘇省低碳經(jīng)濟(jì)發(fā)展的基本情況，并進(jìn)一步指出江蘇省低碳經(jīng)濟(jì)發(fā)展中存在的主要問(wèn)題，即能源需求量大、消費(fèi)結(jié)構(gòu)不合理，產(chǎn)業(yè)結(jié)構(gòu)重型化，政策法規(guī)不完善。然后，建立江蘇省低碳經(jīng)濟(jì)發(fā)展水平評(píng)價(jià)指標(biāo)體系，運(yùn)用層次分析法計(jì)算出指標(biāo)體系中各指標(biāo)的權(quán)重，從而計(jì)算出江蘇省及各地市2005至2010年低碳經(jīng)濟(jì)發(fā)展水平指數(shù)（LCI）,并對(duì)各地市的LCI進(jìn)行聚類分析，得到三個(gè)碳區(qū)：相對(duì)高碳區(qū)，，相對(duì)中碳區(qū)和相對(duì)低碳區(qū)。進(jìn)而，綜合運(yùn)用對(duì)數(shù)平均迪氏指數(shù)法（LMDI）分別對(duì)江蘇省總體及各碳區(qū)進(jìn)行影響因素分解，找出影響江蘇省低碳經(jīng)濟(jì)發(fā)展的主要因素。最后，鑒于評(píng)價(jià)結(jié)果，文章提出了一些提升江蘇省低碳經(jīng)濟(jì)發(fā)展的相關(guān)對(duì)策與建議，并歸納了相關(guān)研究結(jié)論，提出了后續(xù)需改進(jìn)與完善的方向。
[Abstract]:Since the Copenhagen Climate Conference in 2009 and the Cancun Climate Conference in Mexico on 2010, the development of low-carbon economy has become the consensus of all countries. 2009. Chinese President Hu Jintao also made it clear at the UN climate change summit that efforts will be made to develop a low-carbon economy. There is no doubt. As one of the most important provinces of economic development in China, it is of great significance to study the development of low-carbon economy in Jiangsu Province. Based on the review and comparative analysis of domestic and foreign low-carbon economic development literature, firstly, from energy consumption, greenhouse gas emissions, industrial structure. Four aspects of ecological environment analysis of the basic situation of low-carbon economy in Jiangsu Province, and further pointed out the main problems in the development of low-carbon economy in Jiangsu Province, that is, large energy demand, unreasonable consumption structure. The industrial structure is heavy and the policies and regulations are not perfect. Then, the evaluation index system of the development level of low carbon economy in Jiangsu Province is established, and the weight of each index in the index system is calculated by using the Analytic hierarchy process (AHP). From 2005 to 2010, the index of low carbon economic development level of Jiangsu Province and each city was calculated, and the cluster analysis of LCI of each city was carried out, and three carbon regions were obtained: relatively high carbon area. Furthermore, the LMDI method is used to decompose the influencing factors of the whole and each carbon region of Jiangsu Province respectively by using the logarithmic average Dee exponent method (LMDI), which is relative to the middle carbon area and the relatively low carbon area. Finally, in view of the evaluation results, the paper puts forward some countermeasures and suggestions to promote the development of low-carbon economy in Jiangsu Province, and summarizes the relevant research conclusions. The direction of further improvement and improvement is put forward.
