【摘要】：在中國的區(qū)域發(fā)展中，海洋經(jīng)濟(jì)已經(jīng)成為經(jīng)濟(jì)增長與發(fā)展的“火車頭”。而區(qū)域一體化成長與發(fā)展的規(guī)律已經(jīng)證明，市場機(jī)制和政府推動是區(qū)域一體化演進(jìn)的根本動力。在政府推動區(qū)域一體化形成及其發(fā)展的過程中，各城市地方政府之間的協(xié)同，，對于彌補(bǔ)“市場失靈”、促進(jìn)一體化的發(fā)展，意義重大而深遠(yuǎn)。山東半島藍(lán)色經(jīng)濟(jì)區(qū)作為山東海洋經(jīng)濟(jì)最為活躍和具有成長潛力的地區(qū)，在區(qū)域經(jīng)濟(jì)社會發(fā)展中發(fā)揮著重大作用。同時，政府協(xié)同對出于雛形期的藍(lán)色經(jīng)濟(jì)區(qū)來說作用甚大。因此，構(gòu)建山東半島藍(lán)色經(jīng)濟(jì)區(qū)一體化發(fā)展中的政府協(xié)同機(jī)制，對于山東半島乃至山東地區(qū)經(jīng)濟(jì)社會的發(fā)展具有極其重要意義。本文在介紹山東半島藍(lán)色經(jīng)濟(jì)區(qū)概況和實踐發(fā)展的基礎(chǔ)上，介紹了山東半島藍(lán)色經(jīng)濟(jì)區(qū)一體化發(fā)展中政府協(xié)同的現(xiàn)狀，從多個方面分析了山東半島藍(lán)色經(jīng)濟(jì)區(qū)一體化中政府協(xié)同機(jī)制所存在的主要問題。最后基于對其制約因素的探析，以及國內(nèi)為區(qū)域一體化政府協(xié)同機(jī)制的經(jīng)驗啟示，對構(gòu)建山東半島藍(lán)色經(jīng)濟(jì)區(qū)一體化政府協(xié)同機(jī)制的相關(guān)對策建議進(jìn)行了深入探討。
[Abstract]:In China's regional development, the marine economy has become the "locomotive" of economic growth and development, and the law of regional integration growth and development has been proved. Market mechanism and government promotion are the fundamental driving force of the evolution of regional integration. In the process of the formation and development of the regional integration promoted by the government, the coordination among the local governments of various cities can make up for the "market failure". The blue economic zone of Shandong Peninsula, as the most active and potential area of Shandong marine economy, plays an important role in the development of regional economy and society. Government coordination plays a very important role in the blue economic zone in its embryonic stage. Therefore, the government coordination mechanism in the integrated development of the blue economic zone of Shandong Peninsula is constructed. It is of great significance for the economic and social development of Shandong Peninsula and even Shandong area. This paper introduces the blue economic zone of Shandong Peninsula and the development of practice. This paper introduces the status quo of government coordination in the integrated development of blue economic zone of Shandong Peninsula. This paper analyzes the main problems of the government coordination mechanism in the integration of the blue economic zone of Shandong Peninsula from many aspects. Finally, based on the analysis of its restrictive factors. As well as the experience and enlightenment of the regional integration government coordination mechanism in China, this paper probes into the relevant countermeasures and suggestions for the construction of the integrated government coordination mechanism in the blue economic zone of Shandong Peninsula.
