【摘要】：20世紀(jì)以來，隨著我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展進(jìn)入快速發(fā)展時(shí)期，對(duì)于礦產(chǎn)資源的需求加速，很多大中型礦山的可采資源儲(chǔ)量加速消耗，特別是許多老礦山面臨資源枯竭的危機(jī)，不僅影響到國(guó)家發(fā)展對(duì)于資源需求的保障，同時(shí)也帶來老礦山企業(yè)生存、地方經(jīng)濟(jì)發(fā)展和企業(yè)職工就業(yè)等一系列問題。為此，國(guó)家高度重視老礦山接替資源的問題，國(guó)土資源部會(huì)同財(cái)政部和發(fā)展改革委等相關(guān)部門，組織實(shí)施了危機(jī)礦山接替資源找礦工作，并取得了顯著成績(jī)。但目前我國(guó)危機(jī)礦山接替資源找礦專項(xiàng)效益評(píng)價(jià)工作，尚處于初始階段，缺乏系統(tǒng)的經(jīng)濟(jì)效益評(píng)價(jià)與社會(huì)效益評(píng)價(jià)研究，不利于危機(jī)礦山接替資源找礦工作的科學(xué)管理，進(jìn)一步提高其實(shí)施效益，因此，有必要針對(duì)危機(jī)礦山接替資源找礦專項(xiàng)效益評(píng)價(jià)進(jìn)行研究。 本文運(yùn)用礦產(chǎn)資源經(jīng)濟(jì)評(píng)價(jià)理論和財(cái)政投資評(píng)價(jià)等相關(guān)理論，采用定量與定性分析相結(jié)合的方法，，對(duì)危機(jī)專項(xiàng)項(xiàng)目社會(huì)經(jīng)濟(jì)效益進(jìn)行分析總結(jié)，對(duì)工作成果和產(chǎn)出指標(biāo)、政府財(cái)政專項(xiàng)投資的使用效率進(jìn)行分析，在采用模糊層次分析法進(jìn)行分析的基礎(chǔ)上，構(gòu)建出危機(jī)專項(xiàng)社會(huì)經(jīng)濟(jì)效益評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)模型，并對(duì)河北遷安接替資源找礦項(xiàng)目進(jìn)行了實(shí)證分析，提出了提高危機(jī)礦山專項(xiàng)社會(huì)經(jīng)濟(jì)效益的對(duì)策建議。主要研究成果如下： （1）對(duì)危機(jī)專項(xiàng)實(shí)施所產(chǎn)生的社會(huì)經(jīng)濟(jì)效益進(jìn)行系統(tǒng)分析：在系統(tǒng)總結(jié)危機(jī)礦山接替資源找礦專項(xiàng)實(shí)施的基本情況和效果的基礎(chǔ)上，采用關(guān)鍵效益指標(biāo)法，選擇延長(zhǎng)礦山服務(wù)年限、穩(wěn)定就業(yè)人口（職工）數(shù)、中央財(cái)政資金拉動(dòng)效益等作為關(guān)鍵指標(biāo)對(duì)危機(jī)礦山接替資源找礦專項(xiàng)的實(shí)施效果進(jìn)行定量分析，結(jié)果表明危機(jī)專項(xiàng)總體社會(huì)經(jīng)濟(jì)效益明顯。 （2）構(gòu)建了危機(jī)專項(xiàng)社會(huì)經(jīng)濟(jì)效益評(píng)價(jià)指標(biāo)體系：基于礦產(chǎn)資源經(jīng)濟(jì)評(píng)價(jià)理論和財(cái)政投資評(píng)價(jià)等相關(guān)理論，結(jié)合危機(jī)專項(xiàng)實(shí)施所產(chǎn)生的社會(huì)經(jīng)濟(jì)效益分析，構(gòu)建了危機(jī)專項(xiàng)社會(huì)經(jīng)濟(jì)效益評(píng)價(jià)指標(biāo)體系。該評(píng)價(jià)指標(biāo)體系從礦產(chǎn)資源貢獻(xiàn)、管理技術(shù)經(jīng)濟(jì)貢獻(xiàn)、直接社會(huì)貢獻(xiàn)和間接社會(huì)貢獻(xiàn)四個(gè)方面選取了資源的綜合利用、資源潛力、儲(chǔ)量、服務(wù)年限等二十個(gè)具體指標(biāo)構(gòu)成。 （3）提出了提高危機(jī)專項(xiàng)社會(huì)經(jīng)濟(jì)效益的建議：以河北遷安典型接替資源找礦項(xiàng)目為例，采用層次分析法和模糊綜合評(píng)價(jià)相結(jié)合的方法，對(duì)所構(gòu)建的評(píng)價(jià)指標(biāo)體系進(jìn)行了實(shí)證分析，并基于評(píng)價(jià)結(jié)果提出需進(jìn)一步深化礦業(yè)和礦山企業(yè)體制改革，建立健全危機(jī)專項(xiàng)相關(guān)配套政策體系；促進(jìn)商業(yè)性礦產(chǎn)勘查與礦山資源開發(fā)有機(jī)結(jié)合，推動(dòng)現(xiàn)有“一礦一企”型礦山向具有國(guó)際競(jìng)爭(zhēng)力的礦業(yè)公司轉(zhuǎn)變；制定相關(guān)危機(jī)礦山接替資源找礦專項(xiàng)資金監(jiān)督管理制度等相關(guān)政策建議。
[Abstract]:Since the 20th century , with the rapid development of the economic and social development of our country , the demand of the mineral resources accelerated , the recoverable reserves of many large and medium - sized mines accelerated the consumption , especially many old mines faced a series of problems such as survival , local economic development and the employment of workers and workers . Based on the analysis of the theory of mineral resources economic evaluation and the evaluation of financial investment , this paper analyzes the social and economic benefits of special projects with quantitative and qualitative analysis . Based on the analysis of the fuzzy analytic hierarchy process , the paper constructs the evaluation index system and the evaluation model of the special social and economic benefits of the crisis , and puts forward some countermeasures to improve the special social and economic benefits of the crisis mine . The main research results are as follows : ( 1 ) Systematic analysis of the social and economic benefits arising from the special implementation of the crisis : Based on the systematic summary of the basic condition and effect of the special implementation of the mine replacement resource , the key indicators are adopted to analyze the effect of the special effect of the mine replacement resource in the crisis mine by selecting the service life of the mine , stabilizing the number of employed persons ( workers ) , and pulling the benefit of the central financial resources . The results show that the overall social and economic benefits of the crisis are obvious . ( 2 ) The evaluation index system of special social economic benefits is constructed . Based on the theory of mineral resources economic evaluation and the evaluation of financial investment , the paper constructs the index system of the evaluation index system of special social economic benefits based on the analysis of the social and economic benefits generated by the special implementation of the crisis . The evaluation index system consists of twenty concrete indexes such as the contribution of mineral resources , the contribution of management technology , the direct social contribution and the contribution of indirect social contribution . ( 3 ) The proposal of improving the special social economic benefits of the crisis is put forward : taking a typical replacement resource exploration project as an example , combining the analytic hierarchy process and the fuzzy comprehensive evaluation , an empirical analysis is carried out on the evaluation index system , and based on the result of the evaluation , it is proposed to further deepen the reform of the mining and mining enterprise system , establish and perfect the relevant supporting policy system of the crisis , promote the organic combination of the commercial mineral exploration and the mine resource development , promote the transformation of the existing " one mine - enterprise " type mine to the international competitive mining company ; and formulate relevant policy recommendations such as the relevant crisis mine replacement resource prospecting special fund supervision and administration system .
