【摘要】：正長期以來,黨中央、國務院非常關心原中央蘇區(qū)的經濟社會發(fā)展和民生的改善,在資金、政策和項目安排等方面對原中央蘇區(qū)給予了多方面的傾斜。但是,由于各種原因大部分原中央蘇區(qū)經濟社會發(fā)展和民生問題與發(fā)達地區(qū)的差距一直在拉大,當前閩西在改革發(fā)展過程中遇到的瓶頸問題就可見一斑,這些問題應引起高度重視。一、閩西原中央蘇區(qū)的現實發(fā)展瓶頸(一)財力嚴重不足、政府債務包袱沉重,導致龍巖市經濟社會發(fā)展先天不足。一是財政收入總量少,占全省比重偏低。從龍巖與
[Abstract]:For a long time, the CPC Central Committee and the State Council have been very concerned about the economic and social development and the improvement of the people's livelihood in the former Central Soviet areas, and have given the former Central Soviet areas a variety of preferences in terms of funds, policies, and project arrangements.
