【摘要】：2000年以來,內(nèi)蒙古自治區(qū)就曾確立了以“呼包鄂”為核心經(jīng)濟(jì)圈的發(fā)展戰(zhàn)略,隨著經(jīng)濟(jì)不斷發(fā)展,相關(guān)配套政策措施和區(qū)域戰(zhàn)略規(guī)劃也相繼出臺,其中內(nèi)蒙古自治區(qū)出臺的《內(nèi)蒙古以呼包鄂為核心沿黃河交通干線經(jīng)濟(jì)帶重點(diǎn)產(chǎn)業(yè)發(fā)展規(guī)劃(2010-2020)》,提出了“呼包鄂”地區(qū)的區(qū)位重要性,其多項(xiàng)內(nèi)容涉及到構(gòu)建“呼包鄂”一體化的思路和方法。“呼包鄂”一體化的建設(shè)符合國家大城市群建設(shè)的發(fā)展要求,并且“呼包鄂”城市群正逐漸被規(guī)劃成為國家級城市群的發(fā)展戰(zhàn)略。加快推動(dòng)“呼包鄂”一體化建設(shè)的重要措施之一是促進(jìn)產(chǎn)業(yè)集群的發(fā)展,這是建設(shè)“呼包鄂”一體化的內(nèi)在動(dòng)力。 本文研究“呼包鄂”地區(qū)產(chǎn)業(yè)集群的發(fā)展,首先對產(chǎn)業(yè)集群理論和其他相關(guān)理論作了簡要介紹,其次對“呼包鄂”地區(qū)經(jīng)濟(jì)發(fā)展現(xiàn)狀進(jìn)行了概述。從產(chǎn)業(yè)發(fā)展的現(xiàn)狀了解到,“呼包鄂”地區(qū)并不缺乏產(chǎn)業(yè)集群現(xiàn)象,三個(gè)地區(qū)產(chǎn)業(yè)集群載體的工業(yè)園區(qū)大大小小有幾十個(gè),但是這些園區(qū)同質(zhì)異構(gòu),重復(fù)建設(shè),效率低下,不利于“呼包鄂”一體化整體效率的提高。 本文在區(qū)位優(yōu)勢評價(jià)的測算下,分類出了“呼包鄂”各自地區(qū)的具有區(qū)位優(yōu)勢產(chǎn)業(yè),并在分析了“呼包鄂”各自地區(qū)的區(qū)位優(yōu)勢和影響產(chǎn)業(yè)集群因素的基礎(chǔ)上,給出了.“呼包鄂”產(chǎn)業(yè)集群發(fā)展的結(jié)果模式之一。研究“呼包鄂”地區(qū)產(chǎn)業(yè)集群發(fā)展,還要強(qiáng)化地區(qū)間的產(chǎn)業(yè)分工,各自地區(qū)發(fā)展適合自身的產(chǎn)業(yè)集群,打造地區(qū)專業(yè)化或特色化工業(yè)園區(qū)�！昂舭酢钡貐^(qū)產(chǎn)業(yè)集群發(fā)展思路主要是培養(yǎng)產(chǎn)業(yè)集群,促進(jìn)產(chǎn)業(yè)集群成長,逐步建設(shè)專業(yè)化工業(yè)園區(qū),這是產(chǎn)業(yè)集群從無到有、從小到大、逐漸完善的過程,而產(chǎn)業(yè)集群發(fā)展措施主要依據(jù)不同階段的產(chǎn)業(yè)集群提出不同的對策,就實(shí)際問題提出針對性的對策。
[Abstract]:Since 2000, Inner Mongolia Autonomous region has established the development strategy of "Hubao and Hubei" as the core economic circle. With the continuous development of the economy, the relevant policy measures and regional strategic planning have been issued one after another. The Inner Mongolia Autonomous region issued "Inner Mongolia Hubao Hubei as the core along the Yellow River traffic trunk economic belt key industry development planning 2010-2020", proposed the "Hubao Hubei" region location importance. Many of its contents involve the ideas and methods of constructing the integration of "Hubao and Hubei", and the construction of the integration of "Hu-bao and Hu-bao" conforms to the development requirements of the construction of the national urban agglomeration. And "Hubao E" urban agglomeration is gradually being planned as the development strategy of national urban agglomeration. One of the important measures to accelerate the integration of "Hu-bao and Hubei" is to promote the development of industrial clusters. This is the internal motive force of the integration of Hubao and Hubei. This paper studies the development of industrial cluster in "Hubao E" region. Firstly, it briefly introduces the theory of industrial cluster and other related theories. Secondly, the paper summarizes the present situation of economic development in "Hubao E" region. From the current situation of industrial development, we know that there is no lack of industrial cluster phenomenon in "Hubao E" area. There are dozens of industrial parks, large and small, which are carriers of three regional industrial clusters, but these parks are homogeneous and heterogeneous, repeated construction and low efficiency, which is not conducive to the improvement of the overall efficiency of the integration of "hubao and Hubei". Based on the evaluation of location advantage, this paper classifies the industries with location advantage in each region of "Hubao E". And on the basis of analyzing the location advantages of each region and the factors influencing the industrial cluster. This paper gives one of the result models of the development of "Hubao E" industrial cluster. It also studies the development of the industrial cluster in the "Hubao E" area, and also strengthens the industrial division of labor among the regions, and the development of their own industrial clusters in their respective regions. The main idea of the development of regional industrial clusters is to train industrial clusters, promote the growth of industrial clusters, and gradually build specialized industrial parks. This is the process of industrial cluster from scratch, from small to large, gradually perfect, and industrial cluster development measures mainly according to different stages of industrial clusters put forward different countermeasures, put forward targeted countermeasures on practical problems.
