【摘要】：產(chǎn)業(yè)發(fā)展能力是區(qū)域自我發(fā)展能力的重要組成部分,但現(xiàn)有文獻對其研究整體上仍處于初級階段。本文借鑒企業(yè)自生能力的思想,運用區(qū)域經(jīng)濟學(xué)、發(fā)展經(jīng)濟學(xué)、經(jīng)濟地理學(xué)、產(chǎn)業(yè)經(jīng)濟學(xué)、社會學(xué)等不同學(xué)科的理論成果,將產(chǎn)業(yè)發(fā)展能力界定為：區(qū)域內(nèi)的產(chǎn)業(yè)在發(fā)揮區(qū)域比較優(yōu)勢和保持可持續(xù)發(fā)展的前提下,通過持續(xù)的技術(shù)升級和創(chuàng)新推動傳統(tǒng)產(chǎn)業(yè)發(fā)展,不斷提升產(chǎn)業(yè)競爭力,創(chuàng)造高級生產(chǎn)要素并吸引區(qū)外要素的集聚,從而帶動相關(guān)產(chǎn)業(yè)的發(fā)展,實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)向合理化和高度化發(fā)展的能力。 文章分析了產(chǎn)業(yè)發(fā)展能力形成的影響因素和形成機制,認(rèn)為產(chǎn)業(yè)發(fā)展能力本質(zhì)上是一種生產(chǎn)力發(fā)展能力,是市場需求、技術(shù)創(chuàng)新等內(nèi)生因素和區(qū)域稟賦特征等外部因素在利益驅(qū)動機制的作用下,通過吸引生產(chǎn)要素的集聚和推動要素的高級化而得以形成與發(fā)展。根據(jù)區(qū)域產(chǎn)業(yè)發(fā)展能力的定義和內(nèi)涵,本文從區(qū)域發(fā)展基礎(chǔ)、產(chǎn)業(yè)競爭能力及可持續(xù)發(fā)展能力等三個方面對其進行了定性分析和定量評價,構(gòu)建了產(chǎn)業(yè)發(fā)展能力評價系統(tǒng),并運用主成分分析法對定西市的產(chǎn)業(yè)發(fā)展能力進行了實證分析。 實證分析表明：近十年來,定西市產(chǎn)業(yè)發(fā)展能力在政府的強力推動下有了較大的提高,但其競爭能力仍然存在很大的不足,主要表現(xiàn)在以市場占有能力為主要標(biāo)志的產(chǎn)品差異化競爭水平亟待提升。因此,下個階段培育產(chǎn)業(yè)競爭能力應(yīng)該成為定西市產(chǎn)業(yè)發(fā)展的重點。 本文認(rèn)為,政府運用行政力量,立足于區(qū)域比較優(yōu)勢,引導(dǎo)特色產(chǎn)業(yè)發(fā)展,扶持幼稚產(chǎn)業(yè)成長,對欠發(fā)達地區(qū)產(chǎn)業(yè)發(fā)展能力的提升具有至關(guān)重要的作用。但隨著產(chǎn)業(yè)體系的逐漸成熟,政府應(yīng)該迅速轉(zhuǎn)變身份,以為經(jīng)濟主體提供快速而高效的服務(wù)為目標(biāo),積極發(fā)揮服務(wù)職能；同時盡量減少對市場的干預(yù),適當(dāng)鼓勵市場競爭,不斷完善市場體系,加快培育企業(yè)在市場中的自我發(fā)展能力,從而促使產(chǎn)業(yè)發(fā)展由外部力量推動向內(nèi)生機制主導(dǎo)轉(zhuǎn)變,實現(xiàn)產(chǎn)業(yè)的良性發(fā)展。
[Abstract]:The industrial development ability is an important part of the regional self-development ability, but the research on it is still in the primary stage in the existing literature. This paper draws lessons from the thought of the enterprise's self-growth ability, and applies the regional economics. Development Economics, Economic Geography, Industrial Economics, Sociology and other theoretical achievements. The industrial development ability is defined as: under the premise of exerting the regional comparative advantage and maintaining the sustainable development, the industry in the region promotes the development of traditional industry through continuous technological upgrading and innovation, and constantly improves the industrial competitiveness. To create advanced factors of production and to attract the agglomeration of factors outside the region, so as to promote the development of related industries and realize the ability of rationalization and high level development of industrial structure. This paper analyzes the influence factors and forming mechanism of the industrial development ability, and holds that the industrial development ability is essentially a kind of productivity development ability and a market demand. Endogenous factors such as technological innovation and external factors such as regional endowment characteristics are driven by interest mechanism. By attracting the agglomeration of factors of production and promoting the development of factors, it can be formed and developed. According to the definition and connotation of regional industrial development ability, this paper starts with the foundation of regional development. The qualitative analysis and quantitative evaluation of industrial competitiveness and sustainable development ability are carried out, and the evaluation system of industrial development ability is constructed. And the principal component analysis of the Dingxi City's industrial development capacity empirical analysis. The empirical analysis shows that: in the past ten years, the industry development ability of Dingxi City has been greatly improved by the strong push of the government, but its competitive ability still has a lot of shortcomings. The main manifestation is that the level of product differentiation competition, which is marked by market possession ability, needs to be improved urgently. Therefore, the cultivation of industrial competitiveness in the next stage should become the focus of Dingxi city's industrial development. This paper believes that the government uses administrative power, based on regional comparative advantages, guide the development of characteristic industries, and support the growth of childish industries. But with the gradual maturity of the industrial system, the government should quickly change its identity and provide rapid and efficient services for the economic main body. Give full play to the service function; At the same time, we should reduce the intervention to the market, encourage the market competition, improve the market system, and accelerate the cultivation of the self-development ability of the enterprises in the market. So as to promote the industrial development from external forces to endogenous mechanism leading the transformation, to achieve the benign development of industry.
